I. General Provisions

  1. The strategic planning manager belongs to the category of managers.
  2. A person with a higher professional education in the specialty "management", additional social education, experience in the position of a technical or professional (profile) planning manager for at least __ years, experience in enterprise development for at least __ years is appointed to the position of strategic planning manager.
  3. The strategic planner should know:
  • market economy, entrepreneurship and doing business;
  • the situation in the commodity and financial markets;
  • basics of marketing;
  • theory and practice of management, macro- and microeconomics, business administration, stock exchange, insurance, banking and finance;
  • basics of economic and social modeling;
  • general socio-economic issues and basic statistical indicators;
  • methods and procedures of statistical research;
  • principles of strategic planning;
  • the procedure for developing plans, determining the degree of their implementation;
  • basics of production technology;
  • enterprise management structure;
  • prospects for innovation and investment activities;
  • methods of information processing using modern technical means of communication and communications, computers;
  • foreign language;
  • labor and labor protection legislation.
  1. Appointment to the position of a manager for strategic planning and dismissal is carried out by order of the head of the enterprise upon submission.

II. Official duties

Strategic Planning Manager:

  1. Analyzes the need for the development of the enterprise, determines the key points of development.
  2. Carries out an analysis of the resources of the enterprise (production, material and technical, information, personnel, others); analyzes and systematizes the technical, economic and socio-economic indicators of the enterprise.
  3. Analyzes the environment of external (indirect) impact (demographic, environmental, socio-cultural, technological, economic, political factors and indicators) and the environment of internal (direct) impact (trends in changes in legislation, characteristics of consumers, suppliers and competitors).
  4. Conducts competitive analysis, draws up a "portrait" of competitors, determines the prospects for the development of competitors; conducts a comparative analysis of the competitiveness of the enterprise.
  5. Chooses a strategy and determines the priorities for the development of the enterprise; determines methods for achieving goals; justifies the choice of goals; defines the tools to achieve the goals.
  6. Defines the basic principles of the enterprise development policy.
  7. Organizes strategic planning at the enterprise as a whole and, including, in separate structural divisions of the enterprise (representative offices, branches, etc.).
  8. Defines the basic concept of a long-term plan (reconstruction or development of an existing business, selection of new business components, introduction of new technologies and changes in the production and organizational structure of an enterprise, identification of new types of business, development of new markets, etc.).
  9. Analyzes the possibility, type and degree of risks during the implementation of the "nodal" stages of the plan, determines ways to reduce each type of risk or risk management tools.
  10. Simulates the development of the situation in the implementation of the main elements of the concept; determines the nature, the basis of the strategic decisions that must be taken to implement the concept of the plan; designs the main activities and programs that need to be carried out to implement the plan.
  11. Develops a draft long-term plan and submits it to the heads of departments for review and submission of proposals for correcting the plan; responds to information inquiries of the enterprise divisions on the problems of forecasting and development; gives an expert assessment of the viability of current projects of specialized departments in the context of a new long-term plan.
  12. Carries out special statistical studies on the proposals of specialized departments, selects statistical research procedures, prepares research results and submits them to departments for adjusting the content of the plan.
  13. Makes a forecast for the development of the enterprise in accordance with the long-term plan, determines the main elements of the business plans of the enterprise.
  14. Coordinates the implementation of individual stages of the long-term (strategic) plan; makes adjustments to the plan based on the situation that develops at individual stages of the implementation of the plan.
  15. Compiles reports, recommendations, decision-making methods and actions for the implementation of individual stages of the plan.

III. Rights

The strategic planning manager has the right to:

  1. For information about all performance indicators of the enterprise, for access to commercial information.
  2. Involve relevant specialists of the enterprise in planning.
  3. Request and receive from the heads of the relevant departments of the enterprise and specialists the necessary information and documents.
  4. Monitor the actions and decisions of the management of the enterprise on the implementation of individual stages of the plan.
  5. Act on behalf of the enterprise, represent the interests of the enterprise in relations with state authorities and local governments on the issues of obtaining statistical and other information.
  6. Within the limits of his competence, sign and endorse documents, issue orders for the enterprise on planning issues under his signature.
  7. Independently conduct correspondence with the structural divisions of the enterprise, as well as other organizations on issues within its competence.

IV. A responsibility

The Strategic Direction Manager is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits established by the current labor legislation of Ukraine.
  2. For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage to the enterprise - within the limits established by the current labor and civil legislation of Ukraine.
