I. General Provisions

  1. An appraiser (property valuation expert) belongs to the category of specialists.
  2. A person with higher professional or additional education and at least 1 year of experience in the field is appointed to the position of appraiser (property valuation expert). Additional education may include a second higher or secondary vocational education, various courses, internships, etc.
  3. The appraiser (property valuation expert) must know:
  • Ukrainian legislation;
  • resolutions, orders, orders, other normative legal acts on issues within the scope of professional interests of appraisers of objects of civil rights;
  • standards, methodological and instructive documents, norms and norms of material and financial costs;
  • prices, change and price ratio;
  • rent rates, taxes, leasing payments and other information necessary to carry out appraisal activities;
  • methodological methods for determining the value of objects of civil rights, incl. such basic valuation methods as cost and income analysis of comparative sales;
  • fundamentals of organization and technology of construction, production of industrial, agricultural and other products and services;
  • techniques for analyzing economic activities and financial indicators of enterprises;
  • legislation and regulatory documents on taxation;
  • accounting system, methods and procedures for reporting;
  • computer facilities, telecommunications and communications;
  • fundamentals of labor legislation;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. Appointment to the position of an appraiser (property valuation expert) and dismissal from office is carried out by order of the head of the organization.

II. Official duties

Appraiser (property valuation expert):

  1. Establishes business contacts and conducts negotiations with customers in order to carry out work on the assessment of objects of civil rights.
  2. Concludes and draws up a contract in the prescribed form.
  3. Provides the customer, at the time of concluding the contract, with a copy of the insurance policy confirming the civil liability insurance of the appraiser (organization).
  4. Provides, upon request of the customer, a document on education confirming the receipt of professional knowledge in the field of valuation activities.
  5. Uses all known methods for assessing property complexes.
  6. Consults the customer on the current legislation of Ukraine on valuation activities and other (used in the assessment of objects of civil rights) normative and legal documents.
  7. Prepares a reasoned message about the impossibility of participating in the assessment of the object due to the occurrence of circumstances that impede an objective assessment, and submits it for approval to the immediate supervisor for making a final decision and transferring it to the customer.
  8. Prepares a written report on the work performed, which indicates:
  • date of compilation and serial number of the report;
  • the basis for the appraiser to evaluate the object;
  • legal address of the organization and information about the license issued to it to carry out appraisal activities for this type of property;
  • an accurate description of the appraisal object, and in relation to the appraisal object owned by a legal entity, details of the legal entity and the book value of this appraisal object;
  • valuation standards for determining the appropriate type of value of an object, justification for their use when assessing this object, a list of data used in assessing the object, indicating the sources of their receipt, as well as assumptions adopted when assessing the object;
  • the sequence of determining the value of the object of assessment and its final value, as well as the limitations and limits of the application of the result obtained;
  • the date of determining the value of the appraisal object;
  • a list of documents used in the evaluation and establishing the quantitative and qualitative characteristics of the object of evaluation.
  1. Signs the report on the work performed with his own hand, certifies it with his seal and hands it over to the customer.
  2. Reflects in the report the initial data and the content of the methods used for a complete and unambiguous interpretation of the results of the assessment of the object.
  3. Provides security:
  • the evaluation report he has drawn up within three years;
  • documents received from customers and third parties during the assessment.
  1. Maintains the confidentiality of information received from customers during the assessment.
  2. Provides, at the request of law enforcement, judicial, and other authorized state bodies or local government bodies, information from its assessment report.
  3. Collects and systematizes data to create an information base for assessment activities.
  4. Submits reports to the immediate supervisor in the prescribed form.

III. Rights

The appraiser (property valuation expert) has the right to:

  1. Independently determine and apply methods for assessing an object in accordance with assessment standards.
  2. Require customers, when conducting a mandatory assessment of an object, to provide full access to the documentation necessary to carry out this assessment.
  3. Receive clarifications and additional information from customers necessary to carry out this assessment.
  4. Request in writing or orally from third parties the information necessary for the assessment, with the exception of information that is a state or commercial secret.
  5. Involve, as necessary and with the consent of the head of the organization and customers, other appraisers or specialists to participate in the assessment on a contractual basis.
  6. Get acquainted with the documents that define his rights and obligations in his position, the criteria for assessing the quality of performance of official duties.
  7. Participate in the discussion of issues related to their duties.
  8. Require the management of the organization to assist in the performance of his duties and the exercise of the rights granted.

IV. A responsibility

The appraiser (property valuation expert) is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits established by the current labor legislation of Ukraine.
  2. For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage to the organization - within the limits established by the current labor and civil legislation of Ukraine.

Highly elastic OLED 21.03.2021

Researchers at Yonsei University in Seoul have developed an organic light-emitting diode (OLED) that can be easily stretched to a large extent. The secret is that everything from the substrate and electrodes to the OLED stack is made from flexible materials.

The researchers claim this is the first time an OLED has been built from stretchable components. Previous attempts have built on the integration of rigid OLEDs on a stretchable substrate.

The elastic components use materials such as silicone rubber, silver nanowires, and newly developed OLED stack materials. All of them were deposited on the substrate in the form of solutions. According to project participants, OLED performance and performance remained good even after 200 cycles of stretching at 40% followed by compression. However, even significant stretching did not lead to damage. It is important that the LED can withstand not only stretching in one direction, but also arbitrary deformations.

The researchers were able to make LEDs in three primary colors, so the technology described is suitable for displays.
