I. General Provisions

The head of the department of patent work belongs to the category of managers.
A person with a higher professional (technical) education and at least 5 years of experience in patent work in engineering and management positions is appointed to the position of head of the patent work department.
The head of the patent department should know:

provisions of the Patent Law, legislative and regulatory legal acts, methodological materials on patent science;
prospects for the technical development of the enterprise;
technical requirements for the developed structures;
the main technological processes for the production of the enterprise's products;
technological equipment of the enterprise and principles of its operation;
production and organizational structure of the enterprise;
fundamentals of patent science;
procedure and methods for conducting patent research;
organization of patent work at the enterprise;
methods for analyzing the technical level and trends in the development of technology;
modern means of electronic computing and telecommunications;
rules for creating and maintaining a patent fund;
the procedure for accounting and systematization of patent materials;
rules for processing applications and other materials for patenting abroad, selling and buying licenses;
the structure of patent descriptions of the main foreign countries;
trademark law;
fundamentals of inventive law;
international treaties and agreements on patent work;
fundamentals of economics, organization of production, labor and management;
fundamentals of labor legislation;
rules and regulations of labor protection.

Appointment to the position of the head of the department of patent work and dismissal from office is carried out by order of the head of the enterprise.
The head of the patent work department reports directly to _______ (technical director; other official).
The head of the department of patent work manages the department.
During the absence of the head of the department of patent work (business trip, illness, vacation, etc.), his duties are performed by a person appointed in the prescribed manner. This person acquires the appropriate rights and is responsible for the improper performance of the duties assigned to him.

II. Official duties

Head of Patent Department:

Organizes work to ensure a high technical level at the enterprise, patentability and patentability of design developments, inventions, technological processes and manufactured products.
Provides preparation of proposals for patent protection of the state priority of new technical solutions, their implementation on a license basis.
Prepares proposals for the purchase of licenses for foreign scientific and technical developments.
Ensures the preparation of plans for the production activities of the enterprise for the development of new or modernization of existing equipment and technology.
Participates in the preparation of proposals for the use of technical solutions contained in patent materials in the design of technological processes and equipment, the preparation of thematic plans for the development of new solutions to key production problems.
Organizes work to identify the needs of enterprise specialists in patent materials on the topics of upcoming developments, to provide advice and assistance in the use of patent materials, as well as to timely consider design and technological proposals received by the department and prepare conclusions on them.
Leads the conduct of patent research, the search for patent materials, the selection, study and evaluation of the technical level of inventions, the development of recommendations for their use.
Organizes a patent examination of design and engineering work, as well as determining the stages at which patent purity should be checked.
Controls the timeliness of the reflection in the technical documentation of the used patent materials.
Provides the development of recommendations for the use of patent materials in the enterprise.
Takes measures to protect the state priority of technical solutions made at the level of inventions, and to prevent premature publication or other disclosure of information that reveals their essence, for the legal protection of industrial designs and trademarks.
Provides control over the use in the production of inventions, industrial designs, utility models, as well as over the technical level of products.
Organizes accounting and systematization of design, technological proposals and inventions, maintenance of file cabinets of introduced inventions, acquisition of the patent fund and creation of a reference apparatus for it.
Provides calculations of the economic efficiency of design and technological proposals, determination of the size of the author's remuneration.
Carries out work to familiarize employees of the enterprise with the patent fund, the basics of patent science, the requirements for patent clearance of design developments and inventions.
Provides assistance to employees of the enterprise in the preparation of technical documentation, performing the necessary calculations, manufacturing and testing prototypes.
Analyzes the state of inventive and patent-licensing work in the divisions of the enterprise, develops proposals for its improvement, as well as for the patenting of industrial property, for the sale and purchase of licenses for it.
Provides registration of inventions planned for patenting, other documentation and record keeping for patent and licensing work, preparation of established reporting.

III. Rights

The head of the department of patent work has the right:

Act on behalf of the enterprise, represent the interests of the enterprise in relations with the structural divisions of the enterprise, the Russian patent office, foreign patent offices, other state and interstate bodies on patent work.
Participate in the preparation of draft orders, instructions, guidelines on patent work.
Submit for consideration by the head of the enterprise:

ideas about the appointment, transfer and dismissal of subordinate employees;
proposals to encourage distinguished employees, to bring to material and disciplinary liability violators of production and labor discipline.

Approve and sign documents within their competence.
Independently conduct correspondence with the structural divisions of the enterprise, as well as other organizations on issues within its competence and not requiring the decision of the head of the enterprise.
Get acquainted with the documents that define his rights and obligations in his position, the criteria for assessing the quality of performance of official duties.
Submit proposals for the management to improve the work related to the duties provided for in this Job Description.
Require the management of the enterprise to provide the organizational and technical conditions necessary for the performance of official duties.

IV. A responsibility

The Head of the Patent Department is responsible for:

For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

The most powerful supercomputer built 05.11.2012

The US has completed the construction of the world's most powerful supercomputer, which is based on graphics accelerators (GPU) NVidia Tesla. The system is located at the Oak Ridge National Laboratory, Tennessee, which is owned by the Department of Energy. The new supercomputer, named Titan, has a peak performance of 20 petaflops. This value coincides with the power of the largest supercomputer. According to the June ranking of the Top 500 most powerful systems in the world, it is Sequoia, which is located in California and is also owned by the US Department of Energy.

According to NVidia, the Titan computer is equipped with 18688 NVidia Tesla K20 modules based on the most modern NVidia Kepler architecture. They provide 90% of system performance. Each module contains one 16-core AMD Opteron processor. The new supercomputer is designed for open scientific research. It is available to all researchers at universities, government laboratories, and other institutions where Titan resources can be used to simulate physical and biological phenomena and produce results through live experimentation.

NVidia CTO Steve Scott (Steve Scott) listed the main areas of application of Titan: materials research at the atomic level, climate change research, biofuel research, nuclear energy, fuel combustion processes and astrophysics. In addition, Titan plays a key role in the transition to the exascale level of computing, as the next stage in the development of the project is the creation of a supercomputer with a capacity of 1 thousand petaflops, added the press service of NVidia.

Thanks to the low power consumption and low price of the Tesla K20 modules, the Titan computer is 10 times faster and 5 times more economical than its predecessor, the Jaguar system (2,3 petaflops of power for the same size). If Oak Ridge National Laboratory upgraded Jaguar by adding more traditional processors, the system would be 4 times larger and consume more than 30 MW.
