I. General Provisions

  1. The head of the planning and economic department belongs to the category "Leaders".
  2. Appointment to the position of the head of the planning and economic department and dismissal from it is carried out by order of the head of the enterprise on the proposal of _______ in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
  3. The head of the planning and economic department is directly subordinate to _______.
  4. Qualification requirements:
  • higher professional (technical or bachelor);
  • postgraduate education in management;
  • work experience in the field of technical and economic planning by profession: for a master's or specialist - at least 2 years, for a bachelor - at least 3 years.
  1. The head of the planning and economic department should know
  • resolutions, orders, orders, methodological, normative and other guidance materials on economic planning;
  • methods of accounting and analysis of economic activity of the enterprise;
  • prospects for the development of the enterprise;
  • organization of planned work at the enterprise;
  • the procedure for developing long-term and annual plans for production and economic activities and social development of the enterprise;
  • organization of statistical accounting, planning and accounting documentation, terms and procedure for reporting;
  • methods of economic analysis of quantitative and qualitative indicators of the enterprise and its divisions;
  • the procedure for determining the cost of commercial products, the development of standards for material and labor costs, wholesale and retail prices;
  • organization of economic accounting;
  • methods for determining the economic efficiency of introducing new equipment and technology, rationalization proposals and inventions;
  • advanced domestic and foreign experience in organizing and improving the economic activity of the enterprise;
  • economics and organization of production, labor and management;
  • basics of production technology;
  • the possibility of using organizational and computer technology for accounting, conducting technical and economic calculations and analyzing the economic activity of the enterprise, the rules for its operation;
  • fundamentals of labor law.

II. Official duties

Head of planning and economic department:

  1. Carries out management of work on economic planning at the enterprise, aimed at organizing rational economic activity, identifying and using production reserves in order to achieve the greatest economic efficiency.
  2. Leads the preparation of projects for long-term, annual, quarterly and monthly plans by the enterprise divisions for all types of activities, as well as justifications and calculations for them in accordance with the tasks, established plans and orders.
  3. Manages the preparation of enterprise plans, coordinates and interconnects all its sections, participates in the development of a comprehensive plan for socio-economic development.
  4. Ensures that the indicators of the plan are communicated to the departments of the enterprise.
  5. Organizes the development of progressive plans for technical and economic standards for material and labor costs, projects of permanent, temporary, one-time prices for the company's products, tariffs for works (services), planned and estimated prices for the main types of raw materials, materials and semi-finished products used in production, cost estimates commodity products.
  6. Provides work to improve the scientific substantiation of plans, a comprehensive economic analysis of all types of enterprise activities and the timely development of measures for the effective use of capital investments, material, labor and financial resources, accelerating the growth rate of labor productivity, reducing production costs, increasing production profitability, increasing capital productivity and profits, elimination of damage and irrational expenses.
  7. Organizes control over the implementation of the sales plan and the profit plan, the correct application of established prices, the participation of the department in the development of measures to strengthen the savings regime, reduce losses and unproductive costs, eliminate unprofitable individual types of products, improve pricing.
  8. Together with the accounting department, he provides methodological guidance and organization of work on the introduction, improvement and expansion of the scope of on-farm accounting.
  9. Provides the development of draft cost estimates for economic incentive funds, methodological materials for workshop technical and economic planning, calculation of the economic efficiency of measures to introduce new equipment and technology, rationalization proposals and inventions.
  10. Organizes systematic control over the observance of planned discipline by the divisions of the enterprise, the fulfillment of tasks, as well as statistical accounting of all production and technical and economic indicators of the enterprise, preparation of periodic reports on time.
  11. Organizes the participation of the department in the development of rational planning and accounting documentation, as well as the introduction of mechanization and automation in the field of planning, accounting and economic analysis.
  12. Provides the preparation of conclusions on projects of wholesale prices for products supplied to the enterprise, research on the economics of the enterprise, methodological guidance on the organization of economic work in the divisions of the enterprise, the activities of creative associations of workers.
  13. Supervises the employees of the department _______.

III. Rights

The head of the planning and economic department has the right to:

  1. Act on behalf of the department, represent the interests of the enterprise in relations with other structural divisions and other organizations on production, economic and financial and economic issues.
  2. Submit proposals to improve the production, economic and financial and economic activities of the enterprise for consideration by the management and heads of structural divisions.
  3. Sign and endorse documents within their competence.
  4. Require the head of the enterprise (other managers) to assist in the performance of duties and the exercise of the rights provided for by this Job Description.
  5. Interaction with the heads of all structural divisions of the enterprise.
  6. Establish job responsibilities for subordinate employees.
  7. Demand and receive the necessary information from the heads of structural divisions.
  8. Submit proposals to management for:
  • appointment, transfer and dismissal of employees of the department;
  • encouragement of employees who have distinguished themselves;
  • bringing to material and disciplinary responsibility violators of production and labor discipline.
  1. Involve specialists from other departments to participate in the development of plans for the economic, financial and commercial activities of the enterprise.
  2. Independently conduct correspondence with the structural divisions of the enterprise, as well as other organizations on issues related to the competence of the department headed by him and do not require the decision of the head of the enterprise.

IV. A responsibility

The head of the planning and economic department is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
  4. The head of the planning and economic department is also responsible for untimely and poor-quality execution of documents on behalf of the head of the enterprise, improper record keeping, as well as the use of information by employees of the department for non-official purposes.

VII. Relationships (connections) by position

  1. In the absence of the head of the planning and economic department, his duties are performed by a deputy (in the absence of such, a person appointed in the prescribed manner), who acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.

  • analysis of changes and additions in administrative and civil legislation.

Material for creating an artificial brain 15.06.2021

Scientists have found an opportunity to create an artificial synapse to solve problems similar to the human thought process. Today, many options are offered for this, and one of the most promising is seen in ferroelectrics. FeRAM memory has been produced on such materials for 20 years, and a new study shows how to make memory elements of atomic thickness and get closer to neuromorphic calculations in the size of a processor.

In commercially available FeRAM memory, the switching element is usually made of a piezoceramic, namely lead zirconate titanate (PZT). The property of the material to maintain polarization even after the removal of an external control signal - an electromagnetic field - gives the FeRAM memory its most important property of energy independence. It retains data even when the power is off. To imitate the work of the brain - this is extremely important. But in its current form, the FeRAM cell is too large and the "brain" with its use will be very, very large.

For the manufacture of artificial synapses, thin-film structures a few atoms thick are convenient - this will give small dimensions, high density and low power consumption. It turned out that hafnium oxide (HfO2) is a rather promising ferroelectric material for thin-film artificial synapses. This material is perfectly deposited from a gas environment using modern methods for creating thin-film structures with high precision and under reliable control. The temperatures of the film making processes are compatible with the CMOS process technology and will not burn the chip elements during the chip fabrication process.

A certain problem was that the ferroelectric properties of HfO2 are relatively unstable, but the addition of zirconium (Zr) to it solved this problem. Thus, the hafnium-zirconium oxide (HZO) compound has proven to be one of the strong candidates for memory fabrication using ferroelectrics and promises to revolutionize the field of memory computing.
