I. General Provisions

  1. The head of the department belongs to the category of leaders.
  2. A person who has a higher professional education and at least 5 years of experience in scientific, scientific and pedagogical work or practical activities in the profile of the department is appointed to the position of head of the department.
  3. The position of head of the department is elective. Persons are elected to this position from among qualified specialists of the relevant profile, who have an academic degree or title. The order of elections for the specified position is determined by the Charter of the University. The elected head of the department is appointed to the post by order of the rector of the university.
  4. The head of the department - organizes the work of the department and directly manages the department.
  5. The head of the department should know:
  • the Constitution of Ukraine;
  • laws, government resolutions and regulations of the Ministry of Education of Ukraine on education and upbringing of students;
  • pedagogy, pedagogical psychology;
  • basics of physiology, hygiene;
  • theory and methods of educational systems management.
  1. In his work, the head of the department is guided by:
  • Ukrainian legislation;
  • state educational standards of higher professional education;
  • normative documents of the state education management body;
  • University charter;
  • collective agreement;
  • university internal regulations;
  • regulations on the department of the university;
  • orders of the rector;
  • orders, instructions of the vice-rector for academic work and other normative and administrative acts of the university administration;
  • this Job Description.
  1. The head of the department reports directly to the dean of the faculty (director of the institute), which includes the department.
  2. During the absence of the head of the department (illness, vacation, business trip), his duties are performed by the deputy, and if there is none, then another official of the department appointed by the head of the department by written order for the department.

II. Official duties

The head of the department must:

  1. To carry out planning, organization and control of educational, educational-methodical, scientific-methodical, scientific and research work of the department in all forms of education.
  2. Consider and approve at the meetings of the department the distribution of the teaching load between teachers, individual work plans for teachers, the work plan of the department.
  3. To carry out quality control of all types of training sessions by teachers of the department and all forms of final control.
  4. Approve the work schedules of teachers of the department and teaching and support staff.
  5. Control the implementation of individual plans of teachers, the work plan of the department, the plan and schedule of work of teaching and support staff.
  6. Control the development of work programs in the disciplines assigned to the department, and in the prescribed manner submit them for approval and approval.
  7. Give lectures to students in one or more disciplines.
  8. To control the quality and quantity of methodological support of disciplines read at the department. Timely organize work to complete the courses assigned to the department with the necessary and sufficient methodological materials.
  9. Manage the preparation for publication of textbooks, manuals, lecture notes, guidelines and other methodological material in the disciplines assigned to the department.
  10. To take personal part in the scientific and methodological work of the department as part of the methodological commission in the specialty, the scientific and methodological council of the faculty, institute, university.
  11. Conduct analysis and discussion at the meetings of the department of the results of current control, the examination session, the results of the defense of the final qualification work and the state exam, based on the results of the analysis, develop and implement the necessary measures aimed at improving the organization of the educational process and improving the quality of specialist training.
  12. To carry out the selection and staffing of the staff of the teaching staff, research, teaching and production and teaching and support staff of the department, to ensure a rational distribution of responsibilities between them, to contribute to the creation of a normal psychological climate in the team.
  13. Plan, control and take part in the training and advanced training of scientific and pedagogical workers and engineering and technical personnel of the department, provide methodological assistance to novice teachers in mastering pedagogical skills.
  14. Organize and manage research work on the profile of the department, involve students in scientific research, organize their participation in conferences, exhibitions, competitions, olympiads held by the university or other universities.
  15. Carry out work to protect the intellectual property rights of employees of the department.
  16. Take the necessary measures to coordinate work with other departments and scientific departments of the university. Organize the necessary measures to implement the results of research and development in production.
  17. Organize systematic communication with graduates of the department, as well as with enterprises and institutions in which they work, in order to timely adjust the educational process at the department.
  18. Organize and constantly monitor the documentation of the department in accordance with the approved nomenclature of affairs of the department.
  19. Timely bring to the attention of the staff of the department orders, instructions, decisions and other documents of the dean's office, the university administration regarding the educational and scientific activities of the department, faculty (institute), university and monitor their implementation by the staff of the department.
  20. Timely carry out the types of work related to the department, specified in the regulations of standard university management procedures.
  21. Control and take all necessary measures for labor protection, industrial sanitation and fire safety at the department in order to ensure the safety of work in the educational, scientific premises of the department, the complete elimination of industrial injuries and occupational diseases of employees.

III. Rights

The head of the department has the right:

  1. To issue, within the limits of his authority, orders for the department, regulating its work, binding on all employees of the department, its structural divisions and students.
  2. Participate in the work of any structural unit of the university, where issues related to the activities of the department are discussed and resolved.
  3. Elect and be elected to the Academic Councils of the university, faculty (institute).
  4. Make the necessary adjustments to any work plans of the department and its employees, work programs and other educational documentation with their subsequent approval in the prescribed manner.
  5. Submit proposals for the improvement of its educational, scientific and other activities for consideration by the department.
  6. Distribute and redistribute the teaching load between the teaching staff of the department within the annual norm of the teaching load in order to rationally use the labor resources of the department in the performance of all types of activities, including, by decision of the department, for a certain period to reduce the teaching load to those who are entrusted with the implementation of an important for a department or university of educational-methodical or state-budgeted research work or for the period of defending a dissertation.
  7. Attend and control all types of training sessions, as well as exams and tests conducted by teachers of the department, and the heads of the profiling department, when coordinating their checks with other heads of departments, all types of classes for students of the specialty in which specialists are graduating, make, if necessary, their own suggestions for improving the conduct of classes.
  8. Appoint freelance deputies for the main types of work of the department.
  9. To involve in the organization and conduct of the educational process the staff of the NIS of the department in the prescribed manner.
  10. Involve, in accordance with the established procedure, the teaching staff and teaching and support staff of the department, students, and, if necessary, employees of other departments of the university, other organizations and enterprises in the implementation of scientific research.
  11. On the terms of a part-time job, personally manage or engage in scientific activities financed at the expense of attracted funds from enterprises or organizations.
  12. Require written reports from department staff on any type of work performed.
  13. Select in the prescribed manner the candidacies of the staff of the department and candidates for graduate students and submit them for approval to the rector.
  14. Supervise the training of graduate students and applicants.
  15. Accept for consideration dissertations submitted for defense by the staff of the department or (on the proposal of the rector of the university) by other applicants.
  16. In accordance with the established procedure, submit to the university management proposals for the admission of employees to the staff of the department, dismissal and transfer to positions of employees of the department, their moral and material encouragement, make proposals for imposing a penalty on an employee up to his removal from work.
  17. To make proposals to the dean of the faculty on the presentation of students for academic excellence and active participation in SRW to various forms of moral and (or) material incentives, to make proposals for imposing a penalty on the student, up to expulsion from the university.
  18. To use the services of social, medical and other structural divisions of the university free of charge in accordance with the charter of the university and the collective agreement.
  19. In the prescribed manner, appeal against orders, orders and other organizational and administrative acts of the university administration.

IV. A responsibility

The head of the department is responsible for:

  1. Low level of organization of educational, scientific-methodical and scientific work of the department.
  2. Implementation of an educational and professional program to a lesser extent than prescribed by the state educational standard of higher professional education in the specialty.
  3. Low quality of training of specialists in the disciplines and specialties assigned to the department.
  4. The use of the material and technical base of the department is not for its functional purpose.
  5. Violation of the rights and academic freedoms of department employees and students.
  6. Failure to fulfill the obligations stipulated by the Charter of the University, current legal acts and the Job Description.
  7. Failure to provide safe working conditions for employees of the department during training sessions in the premises assigned to the department.
  8. Inadequate provision of fire safety and implementation of fire-fighting measures in the entrusted structural unit and assigned premises.

V. Relationships

  1. The head of the department accepts for execution the instructions of the rector, expressed orally or in writing.
  2. The head of the department accepts for execution the instructions of the first vice-rector of the university, the first vice-rector for academic work, the vice-rectors for academic and scientific work, expressed in oral or written form and directly addressed to him, as well as the instructions of the rector, transmitted through assistants, informing the dean of the faculty ( director of the institute) by subordination.
  3. The head of the department accepts for execution assignments that are not related to his direct official duties, other persons of the university administration, not listed in clauses 5.1 and 5.2, only if there is a resolution of the vice-rector or dean by subordination.
  4. The head of the department can receive information from the services and structural divisions of the university, if this is not part of the direct duties of the latter, on the basis of an appropriate request with the visa of the dean of the faculty (director of the institute) or vice-rector, depending on the subordination of the structural unit to which the request is sent.
  5. The head of the profiling department can give orders to students only of the specialty in which the graduation of specialists is carried out. The head of the department may involve students of another specialty in the performance of any work only with the permission of the dean of the faculty (director of the institute) in charge of students of this specialty.
