I. General Provisions

  1. The deputy head of administration is an official. Appointed to and dismissed by the head of the administration.
  2. The Deputy Head of Administration reports directly to the Head of Administration.
  3. A person who, as a rule, has a higher education and practical experience in working in executive and administrative bodies is appointed to the position of deputy head of administration.
  4. The Deputy Head of Administration in his activities is guided by:
  • Ukrainian legislation;
  • resolutions and orders of the head of the district;
  • resolutions and orders of the head of administration;
  • internal labor regulations;
  • this Instruction.

II. Official duties

  1. Organizes and coordinates, taking into account the national and cultural traditions of the population, the work of social and cultural institutions (house of culture, libraries);
  2. Organizes registration of persons whose assistance is provided at the expense of social protection management funds;
  3. Organizes the carrying out of public paid works for the improvement of the village, road repairs, etc., using funds from the local budget, extra-budgetary funds, and borrowed funds;
  4. Organizes and coordinates work with youth;
  5. Takes measures to improve the housing, material and social conditions of low-income and disabled people, families of those who have lost their breadwinner, elderly citizens in need of home care;
  6. Promotes the placement of those in need in social security institutions (boarding homes for veterans and the elderly);
  7. Takes measures to place children left without parental care in orphanages and shelters, boarding schools and in families of citizens;
  8. Monitors the work of institutions and organizations of public education and healthcare located in the district;
  9. Performs separate one-time assignments of the head of administration.

III. Rights

The Deputy Head of Administration has the right to:

  1. Request information from executors (in writing and orally) about the progress of execution of documents and oral instructions of the head of administration, as well as on other issues - on behalf of the head of administration.
  2. Sign certain types of documents within their competence.
  3. Attend meetings of administration commissions, meetings held in pursuance of controlled documents and on other issues within their jurisdiction.

IV. A responsibility

The Vice President is responsible for:

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
  4. For disclosure of information contained in documents for non-official purposes.
