I. General Provisions

  1. The dean of the faculty belongs to the category of leaders.
  2. A person with a higher professional education and at least 5 years of work experience in teaching and leadership positions is appointed to the position of the dean of the faculty.
  3. The position of the dean of the faculty is elective. Persons are elected to this position from among qualified specialists of the relevant profile who have an academic degree or title. The order of elections for the specified position is determined by the Charter of the University. The elected dean is appointed to the position by order of the rector of the university.
  4. The position of the dean of the faculty is filled by a person not older than 65 years of age. On the proposal of the Academic Council of the University, the rector has the right to extend the term of office of the dean of the faculty up to 70 years. Persons who have reached the specified age are transferred with their consent to other positions corresponding to their qualifications.
  5. The dean of the faculty is a member of the admissions committee, a member of the State Attestation Commissions for the specialties of the faculty, a member of the scientific and methodological council of the university, and the chairman of the Academic Council of the faculty.
  6. Dean of the faculty - organizes the work of the faculty and directly manages the faculty.
  7. The dean of the faculty should know:
  • the Constitution of Ukraine;
  • laws, government resolutions and regulations of the Ministry of Education of Ukraine on education and upbringing of students;
  • pedagogy, pedagogical psychology;
  • basics of physiology, hygiene;
  • theory and methods of educational systems management.
  1. In his work, the dean of the faculty is guided by:
  • the legislation of Ukraine;
  • state educational standards of higher professional education;
  • normative documents of the state education management body;
  • the charter of the university;
  • collective agreement;
  • university internal regulations;
  • regulations on the faculty of the university;
  • orders of the rector;
  • orders, instructions of the vice-rector for academic work and other normative and administrative acts of the university administration;
  • this Job Description.
  1. The Dean of the Faculty reports directly to the First Vice-Rector for Academic Affairs.
  2. During the absence of the dean of the faculty (illness, vacation, business trip), his duties are performed by the deputy, and if there is none, then another official of the faculty appointed by the dean by written order for the faculty.

II. Official duties

The dean of the faculty is obliged to:

  1. To carry out the general management of the faculty.
  2. To carry out planning, organization and control of educational, educational-methodical, scientific-methodical, scientific and research work of the faculty.
  3. Directly supervise educational, methodical, scientific-methodical, scientific and educational work at the faculty.
  4. Ensure the full implementation of educational and professional programs in the specialties (directions) assigned to the faculty.
  5. To control the conduct of all types of training sessions, practices, final certification of students of the faculty.
  6. To organize the accounting of the current control of progress, intermediate certification of students and attendance of training sessions by students.
  7. Timely draw up submissions for the expulsion of students, documents for transfer, restoration and admission to senior courses in the manner prescribed by the relevant provisions.
  8. Organize the work of the scholarship committee.
  9. Supervise the work of the head of student groups.
  10. Carry out educational work with students at the faculty.
  11. To improve the methods and forms of educational and educational work with students of the faculty.
  12. To carry out work with letters and statements of citizens on issues of study and life of students.
  13. Approve the work schedules of the heads of departments, dean's office staff, schedules for independent work of students.
  14. Ensure the timely completion of the work specified in the regulations of the standard procedures for managing the educational process.
  15. Carry out work on the selection, placement and education of personnel.
  16. To control the advanced training of the teaching staff at the faculty.
  17. Monitor the condition of the teaching and laboratory facilities assigned to the faculty and maintain them in working order.
  18. Carry out activities to strengthen and develop the material base of the faculty.
  19. To control the maintenance of documentation of the faculty in accordance with the nomenclature of the affairs of the faculty.
  20. Participate in the organization and conduct of the admission of applicants.
  21. To take part in the organization of work on the improvement of the territory assigned to the faculty and maintaining it in due order.
  22. Take the necessary measures to coordinate the work of the faculty with the scientific departments of the university. Organize the necessary measures to implement the results of research and development in production.
  23. Coordinate communication with graduates of the faculty, as well as with the enterprises in which they work, in order to timely adjust the educational process at the faculty.
  24. Timely bring to the attention of the heads of departments and staff of the faculty orders, instructions and other documents of the dean's office, administration, relating to the activities of the faculty, the university and control their execution by the staff of the faculty.
  25. Control and take all necessary measures for labor protection, industrial sanitation and fire safety at the faculty in order to ensure the safety of work in the educational, scientific and other premises of the faculty, the complete elimination of industrial injuries and occupational diseases of faculty employees.

III. Rights

The dean of the faculty has the right to:

  1. Issue, within the limits of their authority, orders for the faculty, regulating the work of the faculty, binding on all employees of the faculty, departments and students of the faculty.
  2. Participate in the work of any structural unit of the university, where issues related to the activities of the faculty are discussed and resolved.
  3. To be elected to the Academic Council of the University and represent the faculty in the council.
  4. To take part in all meetings related to the work of the faculty, to represent the faculty in the university councils, the administration, the university admission committee.
  5. Coordinate and approve the individual plans of the heads of departments and teachers of the faculty.
  6. Submit proposals for the improvement of the educational, scientific and other activities of the faculty for consideration by the Academic Council of the faculty
  7. Attend all types of training sessions, as well as exams and tests conducted by faculty teachers.
  8. Approve the work schedules of the SEC and SAC.
  9. To allow students to the examination session.
  10. To establish, if there are good reasons, individual deadlines for passing exams and tests by students of the faculty.
  11. Allow unauthorized persons to attend exams.
  12. Allow students to pass state exams and (or) to defend their final qualification work.
  13. Assign scholarships to students, taking into account the decision of the scholarship committee.
  14. Appoint prefects of student study groups.
  15. Supervise the implementation by students of the rules of living in a hostel.
  16. Represent students for academic excellence and active participation in SRWS to various forms of moral and (or) material incentives, make proposals to the university management on imposing a penalty on the student, up to expulsion from the university.
  17. On a part-time basis, manage or engage in scientific activities financed by attracting funds from enterprises or organizations.
  18. Require written reports from heads of departments on any type of planned work performed.
  19. In accordance with the established procedure, submit proposals to the rector of the university on the admission of employees to the staff of the faculty, dismissal and relocation of employees of the dean's office, their moral and material encouragement, make proposals for the imposition of penalties, up to the dismissal of the employee from work.
  20. To use the services of social, medical and other departments of the University free of charge in accordance with the Charter of the University and the collective agreement.
  21. In the prescribed manner, appeal against orders, orders and other organizational and administrative acts of the university administration.

IV. A responsibility

The dean of the faculty is personally responsible for:

  1. The level of organization of educational, scientific-methodical and scientific work of the faculty.
  2. Implementation of educational and professional programs to a lesser extent than prescribed by the state educational standards of higher professional education in the specialties of the faculty.
  3. Low quality of training of specialists in the specialties assigned to the faculty.
  4. The use of the material and technical base of the faculty is not for its functional purpose.
  5. Violation of the rights and academic freedoms of employees and students of the faculty.
  6. Failure to fulfill the obligations stipulated by the Charter of the University, current legal acts and the Job Description.
  7. Failure to provide safe working conditions for faculty employees when conducting training sessions in the premises assigned to the faculty.
  8. Inadequate provision of fire safety and implementation of fire-fighting measures in the entrusted structural unit and assigned premises.

V. Relationships

  1. The dean of the faculty accepts for execution the instructions of the rector, expressed orally or in writing.
  2. The dean of the faculty accepts for execution oral or written instructions of the first vice-rector of the university, the first vice-rector for academic affairs, vice-rectors for academic and scientific work, as well as the instructions of the rector transmitted through assistants, informing the first vice-rector for academic work about this.
  3. The dean of the faculty accepts for execution assignments that are not related to his direct official duties, other persons of the university administration, not listed in paragraphs 5.1 and 5.2, only if there is a resolution of the first vice-rector for academic work.
  4. The dean of the faculty can receive information from the services and structural divisions of the university, if this is not part of the direct duties of the latter, on the basis of a request with or without a visa of the corresponding vice-rector, depending on the subordination of the structural unit to which the request is sent.
  5. The dean of the faculty can only give orders to students of his own faculty. The dean may involve students of another faculty in the performance of any work only with the permission of the dean of the faculty in charge of which these students are.

Legumes force bacteria into symbiosis 15.06.2020

Biologists from ETH Zurich have studied how legumes interact with symbiotic bacteria that produce the ammonium they need.

Nodule bacteria that live in the roots of legumes and produce the nitrogen-containing compounds necessary for plants have long been the object of close attention of scientists. The transfer of this symbiosis to other agricultural plants, such as cereals, could eliminate the need to apply nitrogen fertilizers. The Swiss biologists brothers Bit and Matthias Kristen were able to make significant progress in understanding the mechanism of this symbiosis.

They used truncate alfalfa (Medicago truncatula) and its nodule symbiont bacterium Sinorhizobium meliloti as test subjects in their study, studying the metabolism between the two organisms using isotopic labeling and biochemical analysis.

As a result, it turned out that bacteria receive from plants not only carbon compounds, as previously thought, but also, which came as a surprise to scientists, the nitrogen-rich amino acid arginine. That is, plants actually give back nitrogen, which they receive from microorganisms. But as the authors of the study explain, this is part of a strategy by which legumes force nodule bacteria into symbiosis. "Contrary to popular belief, this symbiosis is not based on a voluntary exchange," says Matthias Kristen.

Biologists have succeeded in establishing that alfalfa treats its root-nodule bacteria without any pity and acts in relation to them almost as a causative agent of the disease. The plant supplies carbohydrates to bacteria, but at the same time purposefully deprives them of oxygen, thus creating unbearable conditions for microorganisms. However, arginine helps bacteria to survive - with the help of it they carry out metabolism, during which they learn oxidizing protons along with nitrogen molecules. As a result of this process, ammonium is produced, which goes to the plant.

According to the authors of the study, this ammonium is, in fact, a by-product of the struggle of nodule bacteria for their survival in an aggressive environment, which the legumes themselves provide them with.
