I. General Provisions

  1. The transportation manager belongs to the category of managers.
  2. A person with a higher professional (technical, economic) education and at least __ years of experience in transport is appointed to the position of transportation manager.
  3. The transport manager must know:
  • laws and regulations governing issues of transportation and freight forwarding activities in Ukraine;
  • orders, instructions, instructions, methodological and other guidance documents on the terms of reference;
  • rules for the transportation of goods by road, rail, air, and water transport;
  • agreements on international freight traffic;
  • forms of transport, cargo and financial documentation;
  • methods for studying and forecasting the demand for transport services;
  • the procedure for establishing relations with consumers of transport services;
  • rules for negotiating with clients, organizing business contacts;
  • rules for drawing up concluded agreements on the organization of cargo transportation and the provision of additional services;
  • fundamentals of marketing and advertising;
  • the current technology of interaction with customs authorities;
  • technological process of the transport organization;
  • rules for registration (including customs) of goods;
  • approximate standards for idle time of vehicles and containers during cargo operations;
  • standards for the conditions of transportation and packaging of goods;
  • the procedure for keeping records and reporting on rolling stock and operational materials;
  • fundamentals of economics, labor organization;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire safety.
  1. Appointment to the position of transportation manager and dismissal from the position are made by order of the head of the transport organization.
  2. The transportation manager reports directly to (the head of the transport organization; other official).
  3. During the absence of the transportation manager (business trip, vacation, illness, etc.), his duties are performed by a person appointed in the prescribed manner. This person acquires the corresponding rights and bears responsibility for the improper performance of the duties assigned to him.

II. Official duties

Transport manager:

  1. Organizes and controls the execution of orders from cargo owners for the transportation of goods and related services.
  2. Ensures the development of relationships with users of transport services, with transport and freight forwarding organizations.
  3. Studies and forms effective demand for freight transportation and additional services.
  4. He studies the conjuncture and development trends of the transport market.
  5. Studies tariffs and demand for transport services provided, taking into account changes in tax, pricing and customs policies.
  6. Searches for clients and negotiates contracts for transportation, freight forwarding services, and others.
  7. Clarifies the needs of consumers of transport services.
  8. Conducts marketing research.
  9. Determines and agrees contractual tariffs.
  10. Develops programs to expand the range of transport services provided and meet the demand for them.
  11. Analyzes information about the solvency and reliability of clients, keeps records of receivables for the transportation of goods and services provided.
  12. Prepares, executes and endorses documents necessary for concluding agreements with clients on behalf of a transport company on the organization of cargo transportation and the provision of additional services.
  13. Accepts applications.
  14. Organizes, adjusts and controls the performance of loading, unloading and centralized transportation of goods.
  15. Makes the necessary calculations and draws up payment documents.
  16. Participates in advertising campaigns.
  17. Advises clients on the following issues:
  • rules, terms of delivery and conditions of transportation of goods;
  • the procedure for drawing up contracts, applications and transportation documents;
  • the procedure for payment for transportation and additional services;
  • carriage charge and rules of payment for services;
  • sanctions for non-compliance with the terms of the concluded agreements.
  1. Conducts information and reference work with clients on the rules of loading and unloading, freight forwarding and other commercial operations.
  2. Informs clients about the location of goods and agrees on the terms of transportation in force majeure circumstances.
  3. Monitors the timely arrival of vehicles for loading and unloading, and the duration of loading and unloading operations.
  4. Maintains operational communication with clients, loading and unloading and control centers.
  5. Provides input of information from transportation documents into electronic databases.
  6. Monitors and takes measures to eliminate deviations in the execution of accepted orders and contracts.
  7. Manages the development and controls the implementation of measures to eliminate and prevent unsafe cargo during transportation, loading, unloading, sorting and storage.
  8. Carries out operational accounting of income and expenses associated with transportation.
  9. Determines measures, prepares proposals and develops recommendations to improve the quality of transport services provided.
  10. Examines incoming complaints, complaints, commercial acts regarding the quality of transport services provided, and takes measures to prevent their occurrence.
  11. Maintains established documentation and prepares reports within established deadlines.
  12. Provides storage of monetary amounts and forms of strict reporting.
  13. Uses technical means in work - communication channels, computer equipment, telephones, faxes, etc.
  14. Ensures the safety of customer trade secrets.
  15. Supervises subordinate employees.

III. Rights

The transport manager has the right to:

  1. Get acquainted with the documents that define his rights and obligations in his position, the criteria for assessing the quality of performance of official duties.
  2. Submit for management's consideration: submissions on the appointment, relocation and dismissal of subordinate employees; proposals to reward distinguished employees and to impose penalties on violators of production and labor discipline.
  3. Sign and endorse documents within their competence.
  4. Require the management of the transport organization to provide the organizational and technical conditions necessary for the performance of official duties.

IV. A responsibility

The transport manager is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits established by the current labor legislation of Ukraine.
  2. For offenses committed in the course of their activities - within the limits established by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage to a transport organization - within the limits established by the current labor legislation of Ukraine.

Trains instead of planes 30.01.2020

Europeans are increasingly opting for rail transport over air travel because they are ashamed of the damage that airplanes do to the environment.

In Europe, the movement to protect the environment is rapidly gaining popularity, symbolized by the Swedish schoolgirl Greta Thunberg. Environmental activists, in particular, are promoting a phenomenon called Flight Shaming - its supporters are calling for shame on those who fly planes and thereby allegedly harm the planet. Apparently, Europeans are really becoming ashamed of flying: in Sweden and Germany, the number of air travel has fallen for the first time in ten years.

Swedish airports in 2019 received 4% fewer passengers than in 2018, and airlines carried 2% fewer people (on domestic flights - 9% less). German airlines delivered 0,4% fewer passengers, while domestic traffic fell by 2%. Supporters of flight shaming are calling for the use of trains instead of planes, and apparently this is working: in Europe, there is an increase in passenger traffic on railway lines.

The German Deutsche Bahn in 2019 transported a record number of passengers on long-distance trains - about 150 million people per year. Due to the increase in traffic, Europe's rail networks may face problems with outdated infrastructure. For example, 33 thousand kilometers of German railways are overloaded, which is why every fourth train arrived late in 2019. In the UK, the situation is even worse - every third train is late and the carriages are often overcrowded.
