I. General Provisions

  1. A highly qualified doctor with special training, experience and theoretical knowledge in pediatric anesthesiology and resuscitation, who has completed clinical residency or has a qualification category or work experience of at least 5 years in pediatric anesthesiology and resuscitation, pediatrics or neonatology.
  2. The head (senior resident) of the RCC is hired and dismissed by the chief physician of the CSTO.
  3. In his work he reports directly to:
  • in the position of head RCC - to the Deputy Chief Physician for Medical Work;
  • in the position of senior resident - head. department on the basis of which the RCC is deployed.
  1. Carries out and organizes consultative and medical-evacuation work with the LU of the region on resuscitation and emergency pediatric (neonatal) care, as well as organizes and conducts organizational and methodological work to improve it in the region.
  2. His work is guided by:
  • the Regulations on the CSTO, the department of emergency advisory assistance of the CMC and the National Assembly, the resuscitation and advisory center;
  • orders, orders and instructive-methodical letters of higher officials;
  • this Instruction.

II. Official duties

  1. Know and follow the internal labor regulations in the hospital.
  2. To carry out daily control over the timely and high-quality performance of their duties by RCC employees:
  • get acquainted in detail with information about patients under observation in the RCC;
  • accept the report of the dispatcher and the doctor on duty of the Republican Clinical Hospital for the previous day;
  • control the serviceability and completeness of equipment, apparatus and a set of medicines of the Republican Clinical Hospital; take measures to eliminate identified deficiencies.
  1. Main goals:
  • organization and conduct of emergency medical and advisory assistance in the region's LU by the RCC and (-or) other specialized centers;
  • analysis and long-term planning of the work of emergency pediatric and neonatal care in the region;
  • carrying out organizational and methodological work to improve the above service in the region.
  1. Head (senior resident):
  • accepts information about patients in need of emergency consultative and specialized medical care for children from the territory of the region;
  • on the basis of the data received, makes tactical decisions on the type of emergency care (DIN, visit of the RCH, a consultant on the profile of the disease or a team of doctors, a one-time reference consultation);
  • if it is necessary to provide advisory on-site assistance by a team of doctors, puts forward proposals on the composition of its responsible doctor on duty at the CMC and the Supervisory Board;
  • receives information about the condition of patients consulted at the RCC or consulted by the RCC earlier and left for treatment on the spot or hospitalized in other specialized medical institutions;
  • carries out work on the analysis of the work of the RCC.
  1. At the end of the working day, transfers information about patients who are on DIN with recommendations on further tactics to the responsible doctor on duty (in the absence of a RCH doctor on the road)
  2. While on duty, the senior intern of the RCH is obliged to fulfill the functional duties of the RCC doctor.
  3. Organize and supervise advanced training of RCC employees.
  4. Hold production meetings on a monthly basis, at which questions on the analysis and improvement of the work of the RCC are considered.

III. Rights

Has the right to:

  1. Make the final tactical decision; to form the composition of the resuscitation and advisory team; method of transportation of patients and consultants; volume and nature of treatment and diagnostic measures.
  2. Determine the type and nature of organizational-tactical and medical-diagnostic errors and defects in the LU of the district and among the doctors of the RCC.
  3. Conduct a final expert assessment of the region's LUs for the provision of resuscitation care, distribute them according to the levels of resuscitation care.
  4. Draw up a program and make proposals for improving the RRP in the LU of the service region; determine the priority of providing hospitals with equipment for intensive care; provide advanced training for doctors of the LU region in pediatric and neonatal resuscitation and intensive care.
  5. Provide parent organizations with suggestions to improve emergency care for children in the region.

IV. A responsibility

  1. For the quality and continuity of the provision of medical and advisory assistance to patients in emergency conditions in the service area of ​​the RCC.
  2. For carrying out organizational and methodological work of the RCC:
  • collection and processing of information on the state of the emergency pediatrics service in the region (certification of LUs in the service area);
  • classification of LU by levels of resuscitation;
  • development and control over the implementation of measures to increase the level of resuscitation care;
  • introduction of UKAS in hospitals of the service area;
  • analysis of deaths, defects and complications in the system of emergency care for children.
