I. General Provisions

A project management specialist is appointed to the position and dismissed by the head of the department in agreement with the head of the department.
Must know:

the process of organizing and implementing projects, the main tools;
technologies of construction works, DBN, land relations, regional building rules and permits;
fundamentals and principles of pricing in construction, project work, services accompanying the development of real estate projects;
main indicators for evaluating the effectiveness of the project;
theory and practice of project management;
rules and norms of labor protection, safety measures (when servicing electrical installations in the scope of qualification group V) and fire protection.

Qualification requirements:

education - higher (engineering / construction);
work experience - from 3 years;
knowledge of a PC at the level of a competent user;
knowledge of software (Primavera, Spider or MS Project);

Skills: planning one's own activities and those of others; making decisions and taking responsibility for the results of their activities in the entrusted direction; team management; conducting complex, problematic negotiations.

II. Official duties

The Project Management Specialist performs the following job responsibilities:

Data collection for design work.
Analysis of project information.
Development of the concept of the project.
Formation and organization of the work of the project management group.
Acceptance and approval of all decisions on the project.
Project change management.
Implementation of technical management of design work during the design of the facility.
Monitoring the technical level of the adopted design and architectural and planning decisions, the economic costs of funds for design and survey work, the timing of the development of design and estimate documentation.
Control of compliance of the developed design and estimate documentation with state standards, norms, rules and instructions.
Coordination of project documentation in city services and other instances.
Conducting tenders, selection of contractors for construction and installation works.
Control of construction and installation works in accordance with the work schedule, quality control of work performed and their cost.
Preparing project schedules and budgets.
Collaboration with all relevant departments and their leaders to ensure timely completion of the project.
Collaborate with finance to ensure projects are funded on time and within budget.
Preparation of documentation for the commissioning of the facility.

III. Rights

The project manager has the right to:

give assignments to subordinate employees, tasks on a range of issues included in his functional duties.
control the fulfillment of production tasks, the timely execution of individual orders by subordinate employees.
request and receive the necessary materials and documents related to the issues of its activities and the activities of employees subordinate to it.
interact with other services of the enterprise on production and other issues that are part of its functional duties.
get acquainted with the draft decisions of the management of the enterprise regarding the activities of the Division.
propose for consideration by the manager proposals for improving the work related to the duties provided for in this Job Description.
submit for consideration by the head of the proposal on the promotion of distinguished employees, the imposition of penalties on violators of production and labor discipline.
report to the manager on all identified violations and shortcomings in connection with the work performed.
