I. General Provisions

  1. The chief physician belongs to the category of leaders.
  2. A person who has a higher medical education and at least 5 years of experience in healthcare institutions is appointed to the position of chief physician.
  3. The chief physician must know:
  • Ukrainian legislation;
  • theoretical foundations of social hygiene and healthcare organization, healthcare management systems;
  • organization of planning, economic and financial activities of healthcare institutions;
  • Fundamentals of self-supporting budget-insurance medicine;
  • population health statistics;
  • criteria and indicators characterizing the state of health of the population;
  • the procedure for concluding and executing contracts;
  • organization of examination of working capacity in medical and preventive institutions;
  • organization of social and medical rehabilitation of patients;
  • theoretical and organizational foundations of the sanitary and epidemiological service;
  • organization of health education, hygienic education of the population and promotion of a healthy lifestyle;
  • legislation on labor and labor protection;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. The Chief Medical Officer reports directly to _______.
  2. During the absence of the chief physician (business trip, vacation, illness, etc.), his duties are performed by the deputy, who acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.

II. Official duties

Chief doctor:

  1. Carries out management of the health care institution in accordance with the current legislation that determines the activities of health authorities and institutions.
  2. Represents a healthcare institution in state, judicial, insurance and arbitration bodies.
  3. Organizes the work of the team to provide timely and high-quality medical and medicinal care to the population.
  4. Provides organization of medical, preventive, administrative and financial activities of the institution.
  5. Carries out an analysis of the activities of the health care institution and, based on an assessment of its performance, takes the necessary measures to improve the forms and methods of work of the institution.
  6. Considers and approves regulations on the structural divisions of the institution and job descriptions of employees.
  7. Controls compliance with the requirements of the internal labor regulations, safety, labor protection, technical operation of instruments, equipment and mechanisms.

III. Rights

The head physician has the right:

  1. Request necessary information and documents from employees.
  2. Give employees instructions to follow.
  3. Make decisions on the imposition of material and disciplinary sanctions on employees who do not perform or improperly perform their duties and on rewarding distinguished employees.
  4. Take part in the work of meetings, conferences, sections, which discuss issues related to professional competence.

IV. A responsibility

The Chief Physician is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

Efficient lithium anode battery 10.08.2014

Researchers at Stanford University in the US have been able to create an efficient and reliable lithium anode battery, while solving problems that no one has been able to solve for decades. The new development will allow in the future to create lighter, more compact and powerful batteries for smartphones, laptops, and electric vehicles.

A typical battery design includes three main elements: anode (positive electrode), electrolyte, and cathode (negative electrode). Today, the most widely used lithium-ion batteries, in which the lithium ion acts as a charge carrier. The anode is usually made of graphite. While graphite is the most popular anode material, it's far from the most efficient, says Yi Cui, Stanford University materials scientist and project leader. Lithium is more efficient.

“Of all the materials that can be used to produce anodes, lithium has the greatest potential,” explains the scientist. “It has a light weight and the highest energy density. With this material, you can get more power per unit weight and volume. lighter, smaller and more powerful batteries." Cui also says that, according to his assumptions, a lithium anode can theoretically increase the capacity of a battery by 3-4 times.

The problem lies in the fact that, first of all, lithium quickly enters into a chemical reaction with the electrolyte, and, in addition, it greatly increases in size when lithium ions are deposited on the lithium anode, which causes battery degradation.

According to the project leader, many scientists struggled for decades to solve these problems, which his team finally managed to solve by applying one additional element - a kind of protective casing that covers the anode, and which is a grid of carbon domes 20 nm thick. Such a grid prevents lithium from reacting with the electrolyte and is flexible enough to stretch as the anode expands without breaking.

Typically, a battery can be mass-produced if its Coulomb efficiency (the relative amount of lithium stored at the anode after a charge-discharge cycle) reaches 99,9% or more, without falling below this value for a long time.

So far, lithium anode batteries, created in laboratories, showed a Coulomb efficiency of about 96%. And after only 100 charge-discharge cycles, it fell below 50%. Scientists from Stanford University managed to achieve a value of 99%, which remained so even after 150 cycles.
