I. General Provisions

  1. The head of telephone and telegraph communications belongs to the category of managers; appointed to a position and dismissed by order of the director of the organization.
  2. A person with a higher professional (technical) education and work experience in the specialty of at least 3 years is appointed to the position of head of a telephone and telegraph station.
  3. The head of the telephone and telegraph station must know:
  • resolutions, orders, orders, other governing and regulatory documents of higher and other bodies relating to the activities of telephone and telegraph communications;
  • guidance materials on the organization and operation of communications, rules of telegraph operation;
  • scheme for sending telegrams by communication;
  • technological processes and organization of work at a telephone and telegraph station;
  • the order of norms for the development and development of production tasks;
  • fundamentals of economics, organization of labor and management;
  • legislation on labor and labor protection of Ukraine;
  • rules of internal labor regulations;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. The head of telephone and telegraph communications reports directly to the director of the organization.
  2. During the absence of the head of telephone and telegraph communications (business trip, vacation, illness, etc.), his duties are performed by his deputy; in the absence of one - a person appointed by order of the director of the organization.

II. Official duties

Head of telephone and telegraph station:

  1. Organizes, in accordance with the current legislation of Ukraine, the general operation of the technical means of the telephone and telegraph station, ensuring their uninterrupted, high-quality operation.
  2. Monitors the correct organization of the operation of communications equipment and their compliance with the requirements of instructions on technical content and standards.
  3. Manages the development of measures aimed at ensuring reliability of operation and improving the operation of technical equipment, improving the quality of customer service culture.
  4. Ensures the investigation of each case of accidents and long-term damage, and the development of appropriate measures to prevent them.
  5. Ensures timely and high-quality consideration of complaints regarding the maintenance and operation of communications equipment.
  6. Carries out work to improve the operation of communications, mechanization and automation of production processes, the introduction of new equipment and technology aimed at increasing production efficiency.
  7. Provides control over the timely transmission, reception and delivery of telegrams, faxes and the issuance of reference information on incoming requests.
  8. Monitors the receipt of subscription fees from organizations and paid apartment telephones.
  9. Provides high-quality processing of telegrams within the established deadlines.
  10. Manages station employees and coordinates their activities on issues of operation, uninterrupted operation of telephone and telegraph communications and helps improve their professional training.
  11. Monitors compliance by station employees with regime requirements, technological and labor discipline, labor protection rules, safety regulations and fire safety.

III. Rights

The head of the telephone and telegraph station has the right:

  1. Represent the telephone and telegraph station in relations with citizens, organizations and government bodies and act on its behalf.
  2. Sign and endorse documents within their competence.

IV. A responsibility

The head of the telephone and telegraph station is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

An invisible barrier on the ocean's surface prevents CO2 absorption 01.06.2018

The world's oceans currently absorb about a quarter of all anthropogenic carbon dioxide emissions. Gas exchange between the atmosphere and the ocean is controlled by turbulence on the ocean surface, the main cause of which is the waves created by the wind. Greater turbulence means increased gas exchange, and until now it has been difficult to calculate how this exchange is affected by biological surfactants - organic compounds created by marine plankton and bacteria that form an oily film on the surface of the water. As scientists note, this film is not as noticeable as an oil slick or foam, and they are even difficult to identify from satellites that monitor the surface of our ocean.

The British Natural Environment Research Council (NERC), the Leverhulme Trust and the European Space Agency have developed a new experimental system that compares how the "surfactant effect" manifests itself in different parts of the ocean in real time. At the moment, a total of 13 sections of the Atlantic Ocean have been explored. Scientists measured the amount of gas transported from the atmosphere to the ocean by placing samples in a special tank that can measure the exchange of gases only by surfactants. Using these observations and satellite data on the surface of the oceans, the team found that surfactants can reduce CO2 exchange by 50%.

This slow "leakage" of anthropogenic carbon dioxide from the atmosphere into the ocean has implications for climate prediction. As scientists note, the higher the surface temperature of the water in the ocean, the more surfactants are formed, and, consequently, the slower the gas exchange takes place.
