I. General Provisions

  1. The head of the IT infrastructure department (hereinafter referred to as the head of the department) organizes work on the creation, maintenance and development of the IT infrastructure (computer equipment, communications and communications for automated information processing, solving engineering, economic and other problems of an industrial and research nature).
  2. The head of the department reports to _______.
  3. The head of the department in his activities is guided by:
  • current legislation of Ukraine,
  • orders and directives of the General Director,
  • Regulations on the IT Department,
  • this job description,
  • other internal regulations.
  1. The appointment, transfer and dismissal of the head of the IT infrastructure department is carried out by order of the general director on the proposal of the head of the information technology department.
  2. A specialist with a higher professional (technical or engineering and economic) education and work experience in the field of IT for at least 5 years, of which at least 3 years as a manager, is appointed to the position of the head of the department.
  3. Required specialist knowledge:
  • Legislative and regulatory legal acts, methodological and regulatory materials relating to the activities of the Institute, the operation and maintenance of computer equipment, communications and communications;
  • information services market;
  • profile, specialization and development prospects of the enterprise;
  • means of collecting, transmitting and processing information;
  • technical characteristics, design features, purpose and modes of operation of the main and accessory equipment, rules for its technical operation;
  • technology for mechanized and automated information processing and computational work;
  • network technologies for the use of computer technology and telecommunications, types of technical media, rules for their storage and operation;
  • basics of designing mechanized information processing;
  • the procedure for developing work plans for the MI and its subdivisions, equipment operation schedules, and procedures for solving problems;
  • organizing the development of a regulatory and methodological base for information and computing systems;
  • information protection legislation;
  • prospects and directions of development of computer facilities;
  • current regulations on wages and forms of material incentives for employees;
  • methods for calculating the volume of work performed;
  • organization of repair maintenance of equipment;
  • the procedure for concluding contracts for the provision of information services and execution of technical documentation;
  • advanced domestic and foreign experience in the use of computer technology, communications and communications;
  • economics, organization of production, labor and management;
  • labor law;
  • rules and regulations of labor protection.
  1. The substitution of the head of the department for the period of temporary absence (vacation, temporary disability, study, business trip, etc.) is carried out according to the order of the general director.

II. Official duties

  1. Organizes the activities of the IT Infrastructure Department (IOTI) for the maintenance, development and information support of the system of computer equipment, communications and communication for mechanized and automated information processing, solving engineering, economic and other problems of a production and research nature.
  2. Manages the development of plans and schedules for maintenance work in accordance with the orders of the enterprise departments, contracts for the performance of work for third-party institutions (organizations) and the technical capabilities of the OITI.
  3. Carries out the choice of the main composition of electronic computing equipment, makes its justification, determines the forms and methods of collecting information, ensures the development and coordination with the relevant departments of the enterprise of technological schemes for processing information on the tasks and technological processes of processing information by means of computer technology.
  4. Determines the rational loading of departments and performers, provides control over the operation processes, compliance with schedules and regulations for solving problems and performing work on time, and the quality of work.
  5. It provides updating of the technical base of the information and information service and information services, the introduction of modern methods and means of information processing as part of the implementation of a unified technology for the development of information and computing systems for managing production activities.
  6. Conducts research and analysis of the information services market in order to ensure the production and management of the enterprise with modern information technologies.
  7. Manages the design of the structure of databases and mechanisms for accessing them, the development and maintenance of regulations for working with system data, the study of possible sources of information to ensure the functioning of the information and analytical system, planning to ensure the protection of the system in accordance with the concept of information security.
  8. Organizes the participation of OITI in the development and development of norms and standards of the enterprise for the use of software and hardware, the methodological framework for the creation and development of the information and computing system of the enterprise, as well as the development of organizational and technical measures for the introduction of computer technology in order to increase labor efficiency.
  9. Provides maintenance of computing, hardware of local computer networks and communication equipment, maintenance of system software of computing facilities, instrumental and applied software.
  10. Organizes preventive maintenance, elimination of malfunctions that occur during the operation of computer equipment. Provides storage and maintenance of the library of standard programs, compliance with the rules of storage and operation of machine media, their timely replacement in case of unsuitability.
  11. Takes part in organizing and conducting training for users of applied software applications, designing and developing an automated system for continuous training of employees of the enterprise.
  12. Controls the fulfillment of contractual obligations in the area of ​​responsibility.
  13. Organizes the work of IOTI employees in accordance with the requirements of its safety and rational organization, monitors compliance with staff and financial discipline. Carries out in determining the level of qualification of employees and admission to work.
  14. In accordance with labor legislation and the established procedure, determines the level of qualification of employees, applies incentives or imposes penalties, creates conditions for their professional growth.
  15. Ensures remuneration of employees in accordance with the current forms and systems of remuneration, observance of their social guarantees.
  16. Organizes the provision of established reporting.
  17. Raising the professional level through self-education, studying advanced domestic and foreign experience, participation in seminars, conferences, targeted courses.
  18. Possession of methods and techniques of work on modern electronic and computer technology.
  19. Compliance with safety and fire safety rules at your workplace and when moving around the territory of other organizations.

III. Rights

The head of the IT infrastructure department has the right to:

  1. Make independent decisions in the field of creation and development of IT infrastructure, subsidiaries and affiliates.
  2. Participate in the adoption of managerial decisions, monitor the implementation of plans, programs, and other documents on issues within the competence of the Information Technology Department.
  3. Make independent decisions on the operational management of the work of the IT Infrastructure Department.
  4. Inform management of identified violations in production activities.
  5. Request from subdivisions, subsidiaries and affiliates information, reference and reporting materials in the areas of their activities.
  6. Submit mandatory requirements and instructions for the performance of work and the provision of their results, if they are approved by orders and instructions of the General Director or the First Deputy General Director within the framework of the powers assigned or delegated to him.
  7. Submit binding requirements and instructions on the performance of work to the heads of IT and communication services of subsidiaries and affiliates in agreement with the General Directors of these companies.

Electromagnetic invisibility half-cloak 05.12.2013

Chinese scientists at Nanjing Southeast University have developed a schematic diagram for an invisibility cloak that will hide only part of a hidden object, and have already made a prototype of such a cloak that hides internal direct current.

Physicists have given the name of invisibility cloaks to devices that are able to make radiation (acoustic or electromagnetic) go around a certain object and create the same field on the other side, as if this object does not exist at all. In such a device, the fundamental point is that the radiation does not get inside the object, because of which, being inside, it is impossible to see everything that happens outside.

The authors of the study developed a schematic diagram of a device that can solve this problem. It does not hide the object completely, but only most of it, as a result, it is possible to obtain information from the outside - the authors cite as an example Harry Potter's invisibility cloak, which did not hide the head of a fairy-tale character. Such a device solves not only the problem of information isolation. It is capable of creating optical illusions for an external observer, showing him something other than what he should see. Thus, it is possible, for example, to hide one car under the guise of another.

The prototype, which was created to demonstrate the principled approach, is able to hide from external observation the direct current that flows inside. Structurally, the device is a disk, which consists of many resistors connected by conductors.

Designers of invisibility cloaks often turn to microwave radiation, radio emission and direct current due to technical difficulties: the average size of parts should be smaller, the smaller the wavelength. Operation in the visible light range requires the creation of metamaterials with a characteristic nanometer size of details. To date, the most studied are invisibility cloaks designed to operate in the microwave range. Scientists have learned to make them microscopic and soft.
