I. General Provisions

  1. The head of the computing (information and computing) center (hereinafter referred to as the CC (EC) belongs to the category of managers, is appointed to the position and dismissed from it by order of the director of the enterprise upon presentation.
  2. A person who has a higher professional (technical or engineering and economic) education and work experience in the field of mechanized and automated information processing for at least _______ years is appointed to the position of head of the computer center (IVC), with a candidate of science degree in the field of mechanization and automation of information processing less than ______ years.
  3. During the absence of the head of the CC (EC) (illness, vacation, business trip, etc.), his duties are performed by a deputy (in the absence of such a person appointed in the prescribed manner), who is fully responsible for the proper performance of his duties.
  4. The head of the computing (information and computing) center must know:
  • legislative and regulatory legal acts, methodological materials relating to the activities of the Computing Center (IVC), operation and maintenance of computer equipment, communications and communications;
  • information services market;
  • profile, specialization and development prospects of the enterprise;
  • means of collecting, transmitting and processing information;
  • technical characteristics, design features, purpose and modes of operation of the main and component equipment, rules for its technical operation, technology for mechanized and automated information processing and computational work;
  • network technologies for the use of computer technology and telecommunications, types of technical media, rules for their storage and operation;
  • basics of designing mechanized information processing;
  • the procedure for developing work plans for the computer center (EC) and its divisions, equipment operation schedules, procedures for solving problems, organizing the development of a regulatory and methodological base for information and computing systems;
  • information protection legislation of Ukraine;
  • prospects and directions of development of computer facilities;
  • current regulations on wages and forms of material incentives for employees;
  • methods for calculating the volume of work performed;
  • organization of repair maintenance of equipment;
  • the procedure for concluding contracts for the provision of information services;
  • advanced domestic and foreign experience in the use of computer technology, communications and communications;
  • fundamentals of economics, organization of production, labor and management;
  • labor legislation of Ukraine;
  • rules and norms of labor protection and safety, industrial sanitation and fire protection.

II. Official duties

  1. Organizes the activities of a computing (information-computing) center for the creation, maintenance, development and information support of a system of computer equipment, communications and communications for mechanized and automated information processing, solving engineering, economic and other problems of a production and research nature.
  2. Manages the development of plans and schedules for information processing and computational work in accordance with the orders of the enterprise departments, contracts for the performance of work for third-party organizations and the technical capabilities of the computer center (EC).
  3. Carries out the choice of the main composition of electronic computing equipment, makes its justification, determines the forms and methods of collecting information, ensures the development and coordination with the relevant departments of the enterprise of technological schemes for processing information on the tasks and technological processes of processing information by means of computer technology.
  4. Provides a rational loading of departments and performers, control over the progress of information receipt, compliance with schedules and regulations for solving problems and the performance of work on time, the quality of work.
  5. It is updating the technical base of the EC (VVC) and information services, introducing modern methods and means of processing information as part of the implementation of a unified technology for the development of information and computing systems for managing production activities.
  6. Studies and analyzes the information services market in order to ensure the production and management of the enterprise with modern information technologies.
  7. He manages the design of the database structure and mechanisms for accessing them, the development and maintenance of regulations for working with system data, the study of possible sources of information to ensure the functioning of the information and analytical system, planning to ensure the protection of the system in accordance with the concept of security.
  8. Organizes the participation of the Computing Center (EC) in the development and development of norms and standards of the enterprise for the use of software and hardware, the methodological framework for the creation and development of the information and computing system of the enterprise, as well as the development of organizational and technical measures for the introduction of computer technology in order to increase labor efficiency .
  9. Provides maintenance of computing, hardware of local computer networks and communication equipment, maintenance of system software of computing facilities, instrumental and applied software.
  10. Supervises the carrying out of preventive work, elimination of malfunctions that occur during the operation of computer equipment.
  11. Provides storage and maintenance of the library of standard programs, compliance with the rules of storage and operation of machine media, their timely replacement in case of unsuitability.
  12. Participates in the organization and conduct of training for users of applied software applications, design and development of an automated system for continuous training of users of applied software applications, design and development of an automated system for continuous training of employees of employees of the enterprise.
  13. Organizes the work of the workers of the EC (EC) in accordance with the requirements of its safety and rational organization, controls the observance of staff and financial discipline.
  14. In accordance with labor legislation and the established procedure, he hires and dismisses employees, applies incentives or imposes penalties, and creates conditions for their professional growth.
  15. Ensures remuneration of employees in accordance with the current forms and systems of remuneration, observance of their social guarantees.
  16. Organizes the preparation of established reports.
  17. Coordinates the activities of the structural units that are part of the VC (IVC).

III. Rights

The head of the CC (EC) has the right to:

  1. Act on behalf of the center, represent the interests of the enterprise in relations with other organizations on issues of _______.
  2. Get acquainted with the draft decisions of the enterprise management regarding the activities of the VC (IVC).
  3. Submit proposals to improve the activities of the enterprise and the EC (IVC) for consideration by the management of the enterprise; improving the methods of work of the specialists of the center; options for eliminating shortcomings in the activities of the enterprise.
  4. Interact with employees of all structural divisions of the enterprise.
  5. Request personally or on behalf of the head of the enterprise the necessary materials from the structural divisions of the enterprise.
  6. Sign and endorse documents within their competence.

IV. A responsibility

The head of the CC (EC) is responsible for:

  1. For failure to perform (improper performance) of their official duties provided for by this Job Description, within the limits determined by the labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the labor and civil legislation of Ukraine.

Homeopathy is useless for animals 17.12.2016

Homeopathy is one of the most controversial branches of modern medicine, which is trusted by both gullible townspeople and farmers who are afraid to overfeed their cattle with antibiotics. A new study by German scientists has once again made the world convinced that modern science is not able to prove the benefits of homeopathic medicines.

Most scientists claim that homeopathy has no effect on the human body, and it is difficult to argue with them. Its use has long been ridiculed in scientific circles and equated with charlatanism. The World Health Organization explicitly warns people against using homeopathy as a medicine. However, farmers around the world continue to actively use homeopathic medicines. Maybe there is a difference between humans and animals?

German researchers analyzed such drugs and came to the conclusion that their effect on the body of domesticated animals was not found from a scientific point of view. They analyzed 52 clinical trials between 1981 and 2014, with widely varying results. 28 trials showed that the effect of homeopathy is positive, 22 showed no effect. Of these 28 trials, most trials have numerous inaccuracies that skew the final results.

Given the vast body of knowledge accumulated to date by scientists and physicians, homeopathic remedies are simply ridiculous. The whole doctrine is based on the assumption that preparations that contain an insignificant concentration of the active substance (or even not a single molecule of it is found at all) have a therapeutic and strengthening effect. In the case of domestic animals, this misconception did a lot of harm - sick animals that were not provided with timely medical care eventually weakened and died a painful death.

Farmers who force their livestock to take homeopathy often have the best of intentions. The overuse of antibiotics as a radical way to solve all health problems has recently become catastrophic. Because of this, bacteria and viruses that are resistant to broad-spectrum antibiotics are increasingly appearing, and then farmers have to look for other ways to heal their wards. It got to the point that meat with a special mark "does not contain antibiotics" began to appear in many stores.

The use of homeopathy, as shown by a recent study of Spanish animal producers, in most cases is just an excuse to refuse antibiotics. Unfortunately, this only aggravates the situation, since the growing (against common sense) popularity of homeopathic products attracts more and more entrepreneurs to this business, who willingly sell glucose to gullible buyers under the guise of a modern medicine.
