Fundamentals of Safe Life Activities (OBZhD)

Emergency (ES) - a state in which, as a result of the occurrence of a source of an emergency at an object, a certain territory or water area, the normal conditions of life and activity of people are violated, there is a threat to their life and health, damage is caused to the property of the population, the national economy and the natural environment.

The source of an emergency is understood as a dangerous natural phenomenon, an accident or a dangerous man-made incident, a widespread infectious disease of people, farm animals and plants, as well as the use of modern means of destruction, as a result of which an emergency has occurred or may arise.

Emergencies are classified:

1) by origin (technogenic, anthropogenic and natural);

2) by types and types of events underlying these situations, by the scale of distribution, by the complexity of the situation and the severity of the consequences.

Emergencies are divided into local, local, territorial, regional, federal and transboundary.

Local refers to an emergency, as a result of which no more than 10 people were injured, or the living conditions of no more than 100 people were violated, or material damage is no more than 1 thousand minimum wages on the day of the emergency and the emergency zone does not go beyond the territory of the facility industrial or social purpose.

Territorial includes an emergency, as a result of which 50 to 500 people suffered, or the living conditions of 300 to 500 people were violated, or material damage amounted to 5 thousand to 0,5 million minimum wages and the emergency zone does not go beyond subject of the Russian Federation.

Regional and federal, respectively, include emergencies, as a result of which from 50 to 500 and more than 500 people were injured, or living conditions were violated from 500 to 1000 and more than 1000 people, or material damage ranges from 0,5 to 5 million and more than 5 million .minimum wages and the emergency zone covers the territory of two constituent entities of the Russian Federation or goes beyond them.

A transboundary emergency includes an emergency, the damaging factors of which go beyond the borders of the Russian Federation or an emergency that occurred abroad and affects the territory of the Russian Federation.
