Why does the city of Baden-Baden have such a double name?

The German city of Baden-Baden was called simply Baden until the end of the 18th century. When a resort was set up in this place, vacationers, to distinguish it from the Austrian and Swiss Baden, began to call it Baden in Baden, which means Baden in the Baden region, and for ease of pronunciation, the preposition in was discarded. The dual name was officially approved in 1931.
