But waterspouts of a more common type appear over the seas and lakes in the tropics or in the middle latitudes during the warm season. They occur just above the water, and funnel clouds form from rain or cumulus clouds. The lower part of the funnel, approaching the water surface, initially spins or mixes the upper layer of water into a cloud of water dust. The funnel cloud first sinks into this water dust, and then pulls up the waterspout. But the water, which makes up the bulk of the tornado, always remains fresh, because it mainly consists of rainwater. A waterspout usually lasts only a few minutes and affects only a limited area. Most waterspouts occur over cold waters where the air temperature is high and thunderstorms are frequent.
