General requirements for labor protection 1.1. Before starting work, the administration is obliged to familiarize the workers involved in hot work with this instruction, check their knowledge and constantly monitor compliance with its requirements, as well as provide workers with overalls, safety shoes and personal protective equipment in accordance with applicable standards and the nature of the work performed. 1.2. Hot work includes production operations associated with the use of open fire, sparking and heating to temperatures that can cause ignition of materials and structures (electric and gas welding, soldering) 1.3. Hot work is allowed for employees who have undergone training and testing of knowledge on labor protection and fire safety in accordance with the established procedure and who have received a special coupon. 1.4. A responsible person is appointed to organize hot work at the enterprise, including when work is carried out by a contractor. 1.5. Before starting hot work on the territory of the tank farm, it is necessary to check the tightness of the covers of the sewerage wells, the presence of a layer of sand on these covers, the tightness of flange connections, and clean the work site from combustible materials within a radius of 20 m. 1.6. When carrying out hot work at the workplace, the necessary primary fire extinguishing equipment should be provided, and the performers should be provided with PPE. 1.7. For carrying out repair work in tanks, in addition to the work permit, an act is drawn up on the readiness of the repair of the tank to conduct hot work, carried out after the mandatory taking of air control tests along with the work with the issuance of certificates based on the results of the analyzes. 1.8. A team of workers must be equipped with a first aid kit. 1.9. Workers must have serviceable tools and equipment necessary for work, safety signals and devices, protective devices. It is forbidden to work with faulty tools and equipment. 2. Labor protection requirements before starting work 2.1. Hot work can be carried out only after all preparatory measures have been completed to ensure complete safety of work. 2.2. Contractors have the right to start work after a personal check of the implementation of all safety measures specified in the work permit for hot work, and only in the presence of the head responsible for carrying out these works. 2.3. Before welding, containers containing flammable liquids must be cleaned, washed, dried and subsequently checked to confirm that the concentration of oil vapors complies with sanitary standards. 3. Labor protection requirements during work 3.1. When carrying out hot work, it is forbidden to use overalls with traces of oil, gasoline, kerosene and other combustible liquids. 3.2. Hot work must be carried out during the daytime. In emergency situations and with the permission of the management of the enterprise, hot work is allowed to be carried out at night with good lighting. 3.3. During hot work, constant monitoring of the state of the air environment at the workplace and in the danger zone should be carried out. 3.4. When carrying out hot work, contact of electrical wires with cylinders with cylinders with compressed, liquefied and dissolved gases is not allowed. 3.5. Hot work inside the tanks is carried out with fully open hatches, manholes. 3.6. Combination of hot work inside tanks with other types of repair work is prohibited. 3.7. When repairing inside the tank, there should be specially instructed observers (at least 2) outside to provide, if necessary, emergency assistance at the place of such work, it is necessary to have a hose gas mask in a complete set. 3.8. It is forbidden to carry out welding work using ladders and use faulty tools and ungrounded welding equipment during work. 3.9. Responsibility for ensuring labor protection and fire safety measures during hot work is assigned to the heads of enterprises, workshops, sites, laboratories, workshops, in the territories or premises of which these works will be carried out. 3.10. Control over the places of temporary hot work should be carried out within 3 hours after their completion. 3.11. Women are not allowed to weld inside closed and hard-to-reach spaces and welding while climbing. 3.12. Simultaneous production of electric welding and gas-flame works inside closed containers is not allowed. 3.13. Lighting during welding work inside the tanks should be carried out using lamps installed outside or portable lamps with a voltage of 12 volts. 3.14. Electric welding work during rain or snowfall in the absence of canopies over electric welding equipment and the workplace of an electric welder is not allowed. 3.15. The workplaces of welders during open arc welding must be separated from adjacent workplaces and passages by fireproof screens with a height of at least 1,8 m. 3.16. When using gas welding, the cylinders must be located at a distance of less than 1 m from heating devices and 5 m from heating furnaces and other strong heat sources. 3.17. When performing welding work inside closed containers, workplaces must be provided with exhaust ventilation. The air speed should be within 0,3 - 1,5 m/s. 4. Labor protection requirements in emergency situations 4.1. Hot work must be immediately stopped if, in the course of their performance, the appearance of vapors of oil products in the workplace or under other conditions that cause fire and explosion hazards are detected. 4.2. In the event of a fire, fire, immediately notify the fire brigade, notify the management and proceed to extinguish the fire with improvised means 4.3. If circumstances that threaten the safety of workers are identified, the team was immediately removed from the workplace, the work permit should be withdrawn from the manufacturer. Work can be resumed only after the violations found have been eliminated. 4.4. When a thunderstorm approaches, stop hot work and do not resume until it stops. 4.5.
