Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a preliminary medical examination upon admission to work, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace;
  • training in the rules for the design and safe operation of PUE, PEEP, PTB during the operation of electrical installations, have an electrical safety group of at least 4.

1.2. Personnel testing dielectric gloves must:

  • undergo repeated training on labor safety at the workplace at least every three months;
  • undergo a sanitary medical examination in accordance with the order of the Ministry of Health of the Russian Federation No. 90 of March 14.03.96, 07.07.1987 and the order of the Ministry of Railways of July 23, XNUMX No. XNUMXc;
  • perform only the work that is part of his duties;
  • .use safe work practices;
  • comply with the requirements of prohibiting, warning, indicative and prescriptive signs and, inscriptions and signals;
  • be extremely careful in places of movement of railway transport.

1.3. Personnel testing dielectric gloves should know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • device and electrical circuit of the stand for testing dielectric gloves;
  • requirements for industrial sanitation, electrical safety and fire safety.
  • location of first aid kits;
  • internal labor regulations established at the enterprise;
  • the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
  • appointment of personal protective equipment;
  • rules and regulations on labor protection, safety and industrial sanitation;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire.

1.4. Personnel testing dielectric gloves should be guided by the requirements:

  • this instruction;
  • regulations on the discipline of employees of railway transport of the Russian Federation.

1.5. During operation, dielectric glove test personnel may be exposed to the following hazards:

  • exposure to high voltage in the network;
  • high or low temperature:
  • increased humidity and air mobility of the working area.

1.6. Personnel for testing dielectric gloves should use the following PPE: cotton suit, leather boots, dielectric gloves, goggles, dielectric mat.

1.7. Personnel testing dielectric gloves must comply with the following fire safety requirements:

  • smoking only in designated areas;
  • know and be able to use primary fire extinguishing equipment.

1.8. Personal clothing and overalls must be stored separately in lockers and dressing rooms. It is prohibited to take work clothes outside the enterprise.

1.9. Eating should only be in canteens, buffets or specially designated rooms with appropriate equipment. Before eating, wash your hands thoroughly with soap

1.10. When on railway tracks, dielectric glove testing personnel must comply with the following requirements:

  • railway tracks to pass only in the established places, marked with signs "Service Passage", to pass along the track only along the side of the road;
  • cross the tracks only at a right angle, after making sure that there is no locomotive moving at a dangerous distance in this place;
  • to cross the track occupied by the rolling stock, only using the transition platforms of the wagons;
  • bypass groups of wagons no closer than 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between them is at least 10 m;
  • when leaving the wagon, hold on to the handrails and position yourself facing the wagon, having previously inspected the place of the descent and made sure that the handrails and footboards are in good condition, as well as that there is no rolling stock on the adjacent track;
  • pay attention to traffic lights;
  • do not cross the path in front of the moving train;
  • sit on the steps of the wagons and get off them while moving;
  • crawl under the wagons;
  • step on electrical wires and cables;
  • touch broken wires;
  • climb onto the roof of the car under the contact wire;
  • approach closer than 2 m to the current-carrying parts of the contact network.

1.11. For non-compliance with the safety requirements set forth in this manual, personnel are liable in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. Before starting work, dielectric glove test personnel should:

  • to put on overalls and special footwear according to the norms, put them in order;
  • tuck the loose ends of the clothes so that they do not hang down;
  • establish the sequence of operations;
  • inspect your workplace, troubleshoot;
  • check the serviceability of the test stand and its grounding;
  • make sure the illumination of workplaces is reliable.

2.2. On the test bench to check;

  • lack of voltage in the bench circuits;
  • ground switch "P" is on;
  • button switch "B" is off;
  • automatic machine "AP2 is on;
  • magnetic starter "PM" is off;
  • voltage regulator "RN" is in the zero position;
  • "LS" lamps do not light up.

2.3. It is allowed to start testing dielectric gloves after a thorough check of the condition of the surfaces of the contactors, bus insulators, the serviceability of the transformer, the presence of marking devices and terminals, the condition of the insulation of the devices, the condition of the fasteners, and the blocking of the entrance doors to the laboratory.

2.4. Before testing gloves, check their integrity.

3. Labor protection requirements during work

3.1. Hang the tested dielectric glove on the "I" insulator, fix it with special clamps, fill the glove with water up to a level of 5 cm from the upper edge of the glove.

3.2. Immerse the glove in a vessel with water. The water level should be no more than 5 cm from the top edge of the glove, both outside and inside. The protruding edges of the items to be tested shall be dry.

3.3. Lower the electrode from the tire fixed on the insulator "I" into the glove.

3.4. Before leaving the chamber, plug the plug into the "P220" socket.

At the same time, the signal lamp A-1 should light up, indicating that the grounding switch is turned on and voltage is supplied to the 220 V shield.

3.5. The test is carried out in the following sequence:

  • turn on the push-button switch "B", while the signal lamp "L-2" lights up;
  • turn on the button of the magnetic starter "PM" - the red signal lamp "L-3" lights up and the device "U-1" indicates the presence of voltage on the regulator "R-N";
  • turning the handwheel of the voltage regulator "RN" clockwise, we raise the voltage on the transformer "TR", while the green signal lamp "L4" will slowly increase the glow and the device "U2" will show the presence of voltage;
  • turn the handwheel of the voltage regulator slowly until the device "U2" shows a voltage of 2,5 kW;
  • under voltage of 2 kw, the gloves must be kept for 5 minute, the leakage should not exceed 1 mA. After the test, the voltage is gradually reduced to zero by turning the handwheel of the voltage regulator "RN" counterclockwise until it stops.
  • in case of sharp fluctuations of the arrow of the milliammeter or its readings will be higher than 1,5 mA, the gloves are rejected. Gloves are considered defective with a complete breakdown, in which case the ballast lamp lights up.

4. Labor protection requirements in emergency situations

4.1. In the event of an injury or illness, the person cleaning the railroad switches must stop work, transfer duties to another person, notify the shift supervisor and contact the first-aid post.

5. Labor protection requirements at the end of work

5.1. Upon completion of work:

  • remove the voltage, open the door, remove the plug from the socket;
  • remove the glove from the vessel, drain the water, dry;
  • for protective equipment that has passed the test, except for tools with insulated handles, put a stamp at the edge of the rubber product, indicating the inventory number, the date of the next test and the name of the laboratory, as well as the value of the voltage allowed during operation of the glove;
  • tidy up the workplace;
  • fold the tool, inventory and fixtures in a specially designated place;
  • take off your overalls and put them in the dressing room closet.

5.2. After work or in cases of contamination of body parts, take a shower.

5.3. Report all violations of the production process to the immediate supervisor.

Alpine living conditions change human blood 28.10.2016

Scientists from the United States in laboratory experiments have found that the human body adapts to high mountain conditions in just one night. And then the body remembers this experience, which allows you to adapt faster.

Scientists have long known that the body adapts to high altitude conditions. At an altitude of 5260 meters, which is close to the level where the Everest camp is located, the atmosphere contains 53% of the oxygen that is normally contained in the atmosphere at sea level. This makes it difficult to breathe and exercise, which is usually explained by the fact that in conditions of lack of oxygen, the body builds new red blood cells to facilitate the oxygen consumption of muscles and vital organs. But climbers know this is probably not the case. The production of new red cells takes several weeks, and even ordinary people can adapt to height in a few days.

Robert Roach, director of the High Altitude Research Center at the University of Colorado (USA), and colleagues decided to look into this issue. To do this, they sent volunteers to a camp at the top of Mount Chacaltaya in Bolivia, located at an altitude of 5421 meters. This is the highest ski resort in the world. After a day of staying at this height, the volunteers felt better. In two weeks, they could make the 3,2-kilometer ascent.

Then the volunteers left the resort and returned again for one to two weeks. Surprisingly, their bodies seem to have remembered the initial experience at the height, allowing them to adapt better than the first time. They were able to make the 3,2 km climb again, although this was a problem for many of them the first time.

Scientists studied the level of hemoglobin - oxygen-carrying proteins - in the red blood cells of volunteers. They found numerous changes there that are caused by oxygen conditions. According to Roach, which is cited in the note, this is like loosening the grip on a baseball glove. "If I relax my hand, I will release the ball," the scientist figuratively explained the changes taking place in the blood. Such changes have been observed before in the laboratory, but never in humans and never at their best. The scientists also found that the metabolic processes that are responsible for these changes are significantly more complex than expected. Red blood cells live 120 days, and the changes last the same.

This work is useful not only for studying the organisms of climbers, but also for treating people who have lost a lot of blood due to an accident. In addition, understanding the process of adaptation of the body to altitude will help treat tourists who feel unwell in the mountains. It may even be of benefit to astronauts.
