Safe Operation

1. General provisions

1.1. This instruction contains requirements for ensuring the safe operation of underground storage tanks for liquefied gas and is based on the standard instruction of the Gosgortekhnadzor of the Russian Federation.

1.2. To service underground tanks for the storage of liquefied gas, persons are allowed at least 18 years old, who have undergone special training, a medical commission, who have a certificate with a photograph for the right to service this type of equipment.

1.3. Re-inspection of personnel for maintenance of liquefied gas storage tanks is carried out at least once every 12 months in the commission of the enterprise with the participation of a gas supervision inspector.

1.4. The liquefied gas installation must be fenced off. Unauthorized persons are prohibited from accessing the fences.

1.6. The territory and passages of underground tanks for the storage of liquefied gas must be uncluttered and kept properly clean.

1.7. Group installations are accepted by the commission simultaneously with gas equipment.

1.8. Vessels and pipelines must be purged with an inert gas (nitrogen, carbon dioxide) before filling. Purge is considered complete if the oxygen content in the purge mixture is not more than 1%.

1.9. External fixtures and flange connections of tanks and pipelines should be checked monthly for tightness using a soapy emulsion at working gas pressure. Detected leaks must be repaired immediately.

1.10. Explosion-proof rechargeable flashlights shall be used as emergency lighting on the territory of a group installation.

1.11. It is forbidden to smoke and use open flames on the territory of a group liquefied gas installation.

2. Preparation of the liquefied gas plant for start-up

2.1. Before starting, check:

  • serviceability of locking and regulating devices;
  • serviceability of instrumentation;
  • serviceability of lighting fittings.

2.2. Check on the manometer the absence of gas pressure in the pipeline to consumers.

2.3. Purge the gas pipeline

3. Turn on the installation

3.1. Carried out only if there is a written order from the person responsible for the gas industry. The order must specify the time, who is to carry out the switch-on.

3.2. Slowly and carefully open the valves and valves on the gas supply pipeline and set the required pressure for consumers with the pressure regulator.

3.3. The serviceability of the safety valve and pressure regulator is checked at least once a month.

3.4. Pressure gauges are checked at least once a month, by short-term shutdown, while the pressure gauge needle should return to zero.

3.5. All shut-off devices (valves, valves, taps) must be kept in good working order and ensure quick and reliable shutdown of the tanks.

3.6. The elimination of ice blockages in liquefied gas pipelines should be carried out with steam, hot water, hot sand. The use of open fire is prohibited.

3.7. Heating of a frozen section in a burst gas pipeline must be carried out with the obligatory disconnection of the section from the general system

Safety measures when draining gas from a tank truck:

  • turn off the engine of the tanker, ground it;
  • connect the hose at one end to the gas phase valve of the tank truck, and at the other end to the gas phase valve of the group installation;
  • connect the liquid phase hoses at one end to the drain valve of the tank, and at the other end to the executive valve of the group unit;
  • open the gas phase valve on the group unit and the drain valve on the tank truck and observe the gas drain. Drainage of gas can occur due to the difference in liquid levels in the tank and capacity, if the tanker is equipped with a pump, then forcibly;
  • in summer, when the gas pressure in the tanker is much higher than in the group installation, it is not necessary to connect the vapor phase hose;
  • when filling the group installation to the required level, close the drain valve on the tank truck, then, lifting the filling hose, drain the remaining liquefied gas from it into a container and close the filling valve on it.

3.8. After filling the tanks, check the tightness of the connection of gas pipelines and fittings with a soapy emulsion. In addition, the pressure regulator must be adjusted.

3.9. During operation, personnel must monitor the serviceability of all equipment of the liquefied gas installation, strictly observe the established fire safety regime. Malfunctions detected during the operation of the equipment must be recorded in a shift log. Personnel must take corrective action. If it is impossible to eliminate the malfunctions on your own, then you must inform the head of the boiler room or the person responsible for the gas management of the liquefied gas installation.

4. Safety requirements in emergency situations

4.1. Gas supply to consumers must be stopped in the following cases:

  • if a failure of the safety valve is detected;
  • when cracks, bulges, gaps in welds are found in the main elements of the equipment;
  • with a decrease and increase in gas pressure;
  • in the event of a fire that threatens service personnel and equipment.

4.2. In the event of an emergency stop:

  • stop the gas supply, open the valve of the purge plug;
  • in the event of a fire, personnel must call the fire brigade and take all measures to extinguish it, without stopping monitoring the gas containers.

5. Equipment stop

5.1. It is carried out only on the written order of the person responsible for the safe operation of the liquefied gas installation.

5.2. Gradually reducing the gas supply, close the valve on the gas supply line to consumers.

5.3. Make an entry in the shift log when the boiler stops.
