Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a preliminary medical examination upon admission to work, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace;

1.2. The weigher of railway cars must pass:

  • repeated briefing on labor safety at the workplace at least every three months;
  • unscheduled and targeted briefings;
  • sanitary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96 and the order of the Ministry of Railways dated 07.07.1987 No. 23 c.

1.3. The weigher of railway wagons must know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • instructions on the procedure and technology for weighing goods;
  • requirements for industrial sanitation, electrical safety and fire safety;
  • location of first aid kits;
  • internal labor regulations established at the enterprise;
  • the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
  • appointment of personal protective equipment;
  • instructions for signaling on the railways of the Russian Federation;
  • safe working practices;
  • arrangement of wagons and containers;
  • wear rates and tolerances of parts and assemblies, terms of planned types of repairs;
  • rules for technical inspection and transportation of goods;
  • rules and technology for the uncoupled repair of wagons;
  • measuring instruments, tools, fixtures used in weighing wagons;
  • rules and regulations on labor protection, safety and industrial sanitation;
  • instructions for the maintenance of passenger car equipment;
  • keep workplaces clean and tidy;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire.

1.4. During operation, the weigher may be exposed to the following hazards:

  • objects falling from a height;
  • increased air movement;
  • low ambient temperatures;
  • moving vehicles, mechanisms, rolling stock;
  • insufficient illumination at night;
  • increased voltage in the electrical network, the closure of which can occur through the human body;
  • physical overload when moving weights.

1.5. The weigher of railway wagons must use the following PPE:

  • cotton suit, leather boots, combined mittens.

In winter additionally:

  • jacket and trousers with insulating lining, felt boots, galoshes on felt boots.

1.6. In order to prevent fires, the weigher must comply with the following fire safety rules:

  • smoking only in designated and adapted places;
  • know and be able to use primary fire extinguishing means;
  • do not block passages and driveways;
  • use temporary or faulty wiring.

1.7. While on the railway tracks, the weigher must comply with the following requirements:

  • to pass railway tracks only in the established places, indicated by signs "Service Passage", to pass along the track only along the side of the road;
  • cross the tracks only at a right angle, after making sure that there is no locomotive moving at a dangerous distance in this place;
  • to cross the track occupied by the rolling stock, only using the transition platforms of the wagons;
  • bypass groups of wagons no closer than 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between them is at least 10 m;
  • when leaving the wagon, hold on to the handrails and position yourself facing the wagon, having previously inspected the place of the descent and made sure that the handrails and footboards are in good condition, as well as that there is no rolling stock on the adjacent track;
  • pay attention to traffic lights;
  • do not cross the path in front of the moving train;
  • sit on the steps of the wagons and get off them while moving;
  • step on electrical wires and cables;
  • touch broken wires;
  • climb onto the roof of the car under the contact wire;
  • approach closer than 2 m to the current-carrying parts of the contact network.

1.7. For non-compliance with the safety requirements set forth in this manual, the weigher is liable in accordance with applicable law.

2. Safety requirements before starting work

.2.1. Get the necessary instructions and instructions from the master or other leader, inspect the place of work, passages, entrances.

2.2. Set the sequence of operations.

2.3. Make sure that the scales are in good condition and that their technical examination is carried out in a timely manner.

2.4. Check the serviceability of tools, fixtures, ladders, bridges, ladders, ensure their reliable installation, check the reliability of electrical equipment grounding.

2.4. Make sure the work area is adequately lit.

2.5. Put on the proper overalls and safety shoes, put it in order. It should be in good condition, tightly fastened and not hinder movement. Headgear should not interfere with the passage of sound signals.

3. Labor protection requirements during work

3.1. This instruction defines the procedure and technology for weighing goods, the organizational structure of the weighing economy, as well as the organization of departmental control over weighing instruments and safety measures during their maintenance.

3.2. Weighing devices used for weighing the goods of railway cars must have valid state verification marks and comply with the requirements of state standards.

3.3. State verification stamps are applied to the rocker of scale and weight scales, to weights, as well as to additional scales and fixing plugs that prevent the displacement of critical parts of the scale.

3.4. If a balance is found to be faulty or after the expiration of the stamps, the prints of the latter are extinguished with a special sign.

Weighing loads on faulty scales, as well as on scales with overdue verification dates, is not allowed.

3.5. Caring for scales, weights, keeping them in proper cleanliness and order, as well as their systematic check in the process of work, is assigned to the employees of the Oreshkino plant. (to the weigher).

3.6. Responsibility for compliance with the technology and procedure for weighing rests with the head of the plant's division, which is in charge of the operation of scales.

3.7. Weighing the material on the wagon scales is carried out with a stop and uncoupling of the wagons.

3.8. Before weighing wagons on wagon scales in a static state, the responsible representative of the plant must:

  • open the protective aprons and check the gaps between the strapping frame and the weighing platform, which must be at least 10 and not more than 15 mm;
  • check the tare scales and, if necessary, adjust it;
  • inspect the cars intended for weighing and make sure that there are no people or any foreign objects on the brake platforms. In winter, require that snow and ice be cleared from the car.

3.9. The weigher must ensure that the wagons are loaded onto the scales and removed with weight without shocks and shocks at a speed not exceeding that specified in the technical passport of the scales.

3.10. When installing wagons on the scales, it is necessary to ensure that the outer wheel pairs are no closer than 300 mm from the edge of the weighing platform, the gap between the rails of the lifting platform and the approach track should not exceed 6 mm. It is forbidden to stop the car on the scales with the help of any objects placed under the wheels of the car.

3.11. When rolling on the weights, the weighing lock must be closed until the final stop of the car.

3.12 The weigher during work must monitor:

  • keeping workplaces clean;
  • the absence of foreign objects in the workplace, as well as in the adjacent territory to the working area, behind normal lighting;
  • constantly monitor the correctness of the scales.

4. Safety requirements in emergency situations

4.1. In case of noticed malfunctions of the equipment and tools used or the creation of an emergency situation during the performance of work, the weigher is obliged to:

  • stop working;
  • warn workers of the danger;
  • immediately appoint a work manager and contribute to the elimination of the emergency, as well as their investigation in order to develop emergency response measures;
  • carry out the elimination of the most urgent malfunctions in compliance with the safety measures set out in the instructions for labor protection.

4.2. If an employee of the brigade is injured, provide medical assistance, notify the immediate supervisor and act on his instructions.

5. Safety requirements at the end of work

5.1. After the weighing is completed, the weigher must:

  • check the tare of the scales and close the cage;
  • install the mobile weight of the balance beam in the middle of the main scale (to protect the balance beam from impacts when the rolling stock passes through the scale platform);
  • close the protective aprons and lock the door of the weight box;
  • make sure that the wagons are removed from the scales, and the arrows of the weight track are set in the direction of the bypass track (if there is one) and locked.

Oldest fossil embryo discovered 02.12.2019

Scientists from China and the UK have discovered the fossilized remains of a previously unknown multicellular organism that developed as an embryo. The age of the find is estimated at 609 million years.
