1. General provisions

1.1. Men and women at least 18 years of age who have a certificate for the right to drive an electric and autocart are allowed to work as a driver of an electric and autocart.

1.2. At the workplace, the employee receives initial instruction on labor protection and undergoes training in labor protection in accordance with the Regulations on training on labor protection issues in force at the enterprise.

An employee allowed to work on the transportation and movement of liquefied gases in cylinders under pressure, explosive, flammable and other hazardous and harmful substances (acids, alkalis, etc.) must undergo special labor safety training and have a certificate for the right to perform work with increased danger .

1.3. During work, the employee passes:

  • verification of labor safety knowledge - annually;
  • checking knowledge on electrical safety - annually;
  • checking hygienic knowledge (in a food warehouse (base), refrigerator) - once every 2 years;
  • periodic medical examination.

The employee must receive repeated training on labor safety at the workplace once every 3 months.

When transferred to an electric vehicle of a different design with which the employee is unfamiliar, he must undergo practical training in operating an electric vehicle of this design for at least one work shift.

1.4. Women from the date of pregnancy are transferred to another job.

1.5. The employee may be exposed to dangerous and harmful production factors:

  • moving machines and mechanisms, moving parts of transport equipment, collapsing stacks of stored goods;
  • reduced air temperature of the working area;
  • increased level of vibration;
  • increased air movement;
  • increased voltage in the electrical circuit;
  • increased levels of static electricity;
  • insufficient illumination of the working area;
  • sharp edges, burrs and roughness on the surfaces of tools, equipment, fixtures;
  • neuropsychic overload.

1.6. The employee must be provided with personal protective equipment. According to DNAOP 0.00-3.06-98 "Typical norms for the free issuance of special clothing, special footwear and other personal protective equipment to road transport workers," the driver of an electric and autocart must be issued:

  • cotton suit (wearing period - 12 months);
  • combined mittens (wearing period - 1 month);
  • signal vest (wearing period - 12 months).

For those permanently employed in outdoor work in winter, additionally - a cotton jacket with an insulating lining (wearing period - 36 months).

1.7. To ensure fire and explosion safety, do not smoke or use open flames when transporting explosive and flammable goods. Place used cleaning materials (oiled ends, rags, etc.) in metal boxes with tight lids.

2. Safety requirements before starting work

2.1. Inspect the vehicle and check by external inspection: completeness of the electric trolley; serviceability of the flooring and sides of the trolley platform.

2.2. Check for correctness:

  • sound signal (the signal should be heard at a distance of 10-15 m);
  • steering, ignition lock;
  • lighting systems;
  • fastening and condition of the battery;
  • coupling device;
  • brakes (the braking system is considered to be in good condition if the braking distance at a speed of 10 km/h is no more than 2 m);
  • the strength of the wheels, the integrity of the tires and the pressure in them.

2.3. Before performing routine repairs on electric and auto trolleys, check the serviceability of tools and accessories, and arrange them for convenient and safe use.

2.4. Check that the driver's workplace complies with the following requirements:

  • the seat and backrest should not have torn places, protruding springs, dips, or sharp corners;
  • the floor must be in good condition and covered with a rubber mat.

2.5. To test the operation of the mechanisms and devices of the electric and autocart in motion without a load.

2.6. Do not go on the line without permission from the administration, a waybill and a license to drive an electric and cart.

3. Safety requirements during work

3.1. Observe speed and traffic rules for vehicle drivers. Choose a speed that ensures the safety of the driver, surrounding people and the safety of the cargo. The speed of movement should not be more than:

  • on straight sections of the territory of the enterprise - 5-10 km / h;
  • on driveways, slopes and main driveways inside the building - 5 km/h;
  • at the entrances to buildings and narrow passages - 3 km / h.

Drive in reverse at a reduced speed.

3.2. Give a warning sound signal when:

  • moving forward and backward;
  • change of direction of movement;
  • arrival at the gates, doors of rooms and elevator cabins;
  • meeting with mechanized transport;
  • turns, railroad crossings;
  • there is a danger of running into a person (leaving from behind the corner of a building or column, past doors, etc.);
  • meeting with pedestrians on the way of movement, being at a distance of at least 5 m from them. If pedestrians do not leave the road, stop;
  • a distance of at least 5 m from slow moving vehicles and cargo trolleys being overtaken. Do not overtake an overtaking vehicle if it does not give way. When driving in buildings with high noise levels, sound intermittently.

3.3. Slow down traffic in case of road malfunctions; not to carry out work in places where, due to faulty floors or blockage of passages, a threat to traffic safety is created.

3.4. Drive around portable ladders and other devices and devices with people working on them at a distance of no closer than 1 m. Stop traffic if the passage is not wide enough to bypass workers and demand their removal from the passage. When driving past equipment and doors, do not approach them closer than 0,5 m.

3.5. When driving through a railway crossing, be guided by road signs, light and sound alarms, the position of the barrier and the instructions of the duty officer for the crossing. Do not go to the railway crossing when the barrier is closed or beginning to close and, regardless of the position of the barrier, when the red traffic lights are flashing or the sound alarm is on. In the absence of a barrier when crossing the railway track, stop 5 m before it and, making sure that there is no approaching railway transport, continue moving.

3.6. Check compliance with the rules for stowage of transported goods:

  • when loading in bulk, the cargo should not rise above the sides of the body (standard or extended), and should be located evenly over the entire floor area;
  • piece cargo, rising above the sides of the body, must be tied with strong ropes or ropes;
  • small and bulk cargo should be placed in boxes, boxes, rack and box pallets;
  • ensure that the load does not rise above the roadway by more than 3 m, has a width of no more than 8 m, and does not protrude beyond the rear point of the platform clearance by more than 2 m.

Boxes, barrels and other piece goods must be stacked tightly, without gaps, so that when moving (sharp braking, starting, turning) they cannot move along the floor of the body. If there are gaps between loads, insert strong wooden spacers and spacers.

Drums with liquid cargo should be installed with caps up.

When transporting dusty cargo in a truck or open container, it must be covered to protect it from spraying.

Place glass containers with liquids vertically.

When loading glass containers in two rows, use strong gaskets to protect the lower row from breaking during transportation; cylinders should be laid in a horizontal position, the valves of cylinders with compressed gases must be closed with metal caps.

When transporting cylinders, the body must be equipped with racks with recesses according to the size of the cylinders, covered with felt. Racks must have locking devices that protect cylinders from shaking and shock.

When transporting cylinders in more than one row, be sure to use spacers to protect the cylinders from contact with each other. Transport cylinders in an upright position only in special containers and if there are platforms at the loading and unloading points. When transporting cylinders in hot summer months, it is necessary to cover them with material that protects them from sunlight. Do not transport oxygen and acetylene cylinders together (it is permissible to transport an uncharged acetylene generator with an oxygen cylinder together).

3.7. Drive up the slope at low speed and at a right angle.

3.8. When driving behind the vehicle in front, stay at least 10 m away from it.

3.9. In case of an emergency stop of the trolley on an inclined platform, place brake wedges under the wheels.

3.10. Tow a faulty electric or cart only with the help of special devices, having warned the enterprise administration about this. Do not move a faulty electric or auto trolley by hitting or pressing a working trolley.

3.11. Store tools and accessories in a designated area.

3.12. When stopping work, place the electric trolley on level ground, brake with the hand brake, set all levers to the neutral position, disconnect the power plug connector, and remove the key from the electrical control circuit lock.

3.13. The driver is prohibited:

  • brake sharply, if this is not required to ensure traffic safety;
  • travel along railway tracks (except for special passages), on uncompacted soil, snow drifts, hot slag, frozen reservoirs, as well as on faulty roads;
  • leave the electric and auto trolley in public driveways or passages, on vehicle traffic paths and at railroad crossings or unattended;
  • during breaks in work, leave the key in the electric lock (ignition lock);
  • to carry out movement with a road slope of more than 20 °;
  • open the gate by pressing it with an electric and auto truck or transported cargo;
  • transport cargo exceeding the carrying capacity of the electric and auto trucks;
  • drive along a passage that is insufficiently lit or does not comply with the standard (width);
  • transport cargo that obstructs the visibility of the track;
  • repair loaded electric and auto trucks;
  • allow a sharp start and a sharp turn;
  • transport people on the platform of electric and autocarts;
  • obstruct or impede the movement of other vehicles by moving at low speed.

4. Safety requirements after finishing work

4.1. Inspect and clean the electric and auto trolley from dust and dirt and place it in the designated place. Get it ready for the next business day.

4.2. Disconnect the battery, drain the water from the truck engine cooling system, remove and hand over the keys from the electric lock (ignition lock) to the person in charge.

5. Safety requirements in emergency situations

5.1. If a fire occurs, evacuate people, call the fire brigade, and before it arrives, take possible measures to extinguish the fire using primary fire extinguishing equipment.

5.2. In other emergency situations that interfere with the execution of technological operations, work should be stopped and the manager informed.
