1. General safety requirements

1.1. Persons at least 18 years old, who have no contraindications for health reasons, who have been trained in a training center, who have a certificate for the right to drive a railcar of this type, who have passed a knowledge test according to the Rules for the Technical Operation of Railways (PTE), Instructions, are allowed to work independently as a railcar driver. on signaling on the railways of Ukraine, Instructions for the movement of trains and shunting work on the railways of Ukraine, the Rules for the operation of electrical installations of consumers (PEEP) and the Safety Rules for the operation of electrical installations of consumers (PTB for the operation of electrical installations of consumers).

Admission to independent work must be issued by order of the enterprise.

1.2. The driver of the trolley in the process of work passes:

induction training;
fire safety briefing;
initial briefing at the workplace;
targeted instruction;
electrical safety training in the workplace.
repeated briefing on labor safety at the workplace at least every three months;
unscheduled briefing: when changing the technological process or labor protection rules, replacing or modernizing a railway crane, fixtures and tools, changing working conditions and organization, in case of violations of labor protection instructions, interruptions in work for more than 60 calendar days (for work, to which are subject to increased security requirements - 30 calendar days);
dispensary medical examination according to the order of the Ministry of Railways No. 23 of 07.07.87

1.3. The driver of the trolley must comply with:

internal labor regulations established at the enterprise;
Federal Law "Transport Charter of Ukrainian Railways";
rules for the technical operation of Ukrainian railways;
instructions for signaling on the railways of Ukraine;
regulation on the discipline of employees of the railway transport of Ukraine;
fire safety rules on railways;
the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
PEEP and PTB during the operation of consumer electrical installations;
requirements of the Instructions for the safe operation of railcars.

1.4. The railroad driver must:

be able to provide first (pre-medical) assistance to the victim in an accident;
know the rules of technical operation of Ukrainian railways;
instructions for signaling on the railways of Ukraine;
arrangement of a crane, its safety devices;
factors affecting the stability of the crane;
safe ways of slinging loads;
the established procedure for the production of work by a crane near power lines;
the procedure established at the enterprise for the allocation and direction of cranes to the objects of work;
methods of release from the action of the current of persons under voltage;
have a first-aid kit on the railcar for first aid, primary fire extinguishing equipment;
perform only assigned work;
during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
keep the workplace clean and tidy.

1.5. The driver must know and follow the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from specially designed installations.

1.6. If malfunctions of the railcar or dangers threatening people's lives are detected, immediately stop the railcar.

1.7. Only after the elimination of the noticed shortcomings, continue work on the railcar.

1.8. If a fire is detected or in the event of a fire, stop the railcar, turn off the ignition, the fuel and fuel and lubricants supply valves and proceed to eliminate the fire using the available means.

1.9. In case of an accident, provide the victim with first (pre-medical) aid, immediately report the incident to the immediate supervisor, take measures to preserve the situation of the incident (accident), if this does not create a danger to others.

1.10. The driver of the railcar in work must be guided by the requirements:

this instruction;
federal law "Transport charter of Ukrainian railways;
rules for the technical operation of Ukrainian railways (PTE);
instructions for signaling on railways;
provisions on the discipline of railway workers.

1.11. The driver in his work must use PPE: cotton semi-overalls, combined mittens; in winter additionally: a jacket and trousers on a warming pad, felt boots.

1.12. The main dangerous and harmful production factors are:

moving and rotating parts and components of a railway crane;
hot surfaces of the engine, cooling systems, etc.;
engine exhaust gases;
falling under a contact wire that is energized;
falling loads during lifting and unloading operations and their transportation;
derailment.

2. Safety requirements before starting work

2.1. Put on overalls, fastening it with all buttons, put your hair under a headdress.

2.2. Visual inspection to make sure that all mechanisms, metal structures and other parts of the trolley are in good condition

2.3. Inspect the trolley mechanisms, their fastening and brakes, check the serviceability of the fences, check the lubrication of the mechanisms.

2.4. After inspecting the trolley before putting it into operation, the driver must check all the mechanisms at idle.

2.5. If malfunctions and shortcomings are found in the state of the railcar that impede safe operation, and if it is impossible to eliminate them on their own, the driver, without starting work, must inform the master about this.

3. Safety requirements during work

3.1. During work, the driver must have a certificate with the assignment of an electrical safety group and a service certificate.

3.1. During the operation of the trolley mechanisms, the driver should not be distracted from his direct duties, as well as clean, lubricate and repair the mechanisms.

3.2. When operating the railcar, the driver must be guided by the requirements of this manual and the manufacturer's instructions.

3.3. If the driver leaves, he is obliged to stop the engine that drives the mechanisms of the trolley, remove the ignition key. Do not enter or leave the cab while the travel, rotation, or lift mechanisms are in operation.

3.4. For the delivery of track fitters and small-scale mechanization, the loading of the railcar must comply with the factory operating instructions.

3.5. During the movement of the railcar, the driver is prohibited from:

short the safety interlock;
open external doors on the go and lean out of them;
be on stairs and steps and other outdoor parts of the trolley.

3.6. You can only get off the railcar after it has come to a complete stop.

3.7. For inspection and repair of railcars in the dark, you should use portable lamps.

3.8. In case of oncoming movement of the trolley, the driver must monitor the state of the path, and in case of detection of foreign objects, immediately inform the duty officer at the nearest station.

4. Safety requirements in emergency situations

4.1. If a fire is detected on the trolley, the driver is obliged to stop the trolley and proceed to eliminate the fire with improvised means and notify the master.

4.2. If an accident or an accident occurs during the operation of the trolley, the driver is obliged to immediately notify the foreman about this, provide the victim with first (pre-medical) aid, and take measures to preserve the situation of the incident (accident), if this does not create a danger to others.

5. Safety requirements at the end of work

5.1. After the end of the railcar, the driver must clean all mechanisms from dust and dirt.

5.2. Put the trolley in the place intended for parking.

5.3. In case of noticed malfunctions in the operation of the railcar, it is necessary to draw up an application for current repairs with a list of malfunctions to be eliminated and transfer it to the master.

5.4. Remove and put special clothes in the closet, wash hands and face with soap and water, take a shower. Do not use chemicals for washing.
