Safe Operation

1. General requirements for labor protection

1.1. Persons who have reached the age of 18, who have undergone a medical examination and are deemed fit to perform this type of work, have been instructed and trained, tested their knowledge of labor protection, fire safety, first aid, have mastered the practical skills of safely performing techniques and having a special certificate.

1.2. The commanding staff of ships must have documents on special training (nautical diploma or certificate), and ordinary members of the ship's crew - the necessary theoretical and practical training, confirmed by a qualification certificate or certificate.

1.3. Timber-rafting vessels must comply with the requirements of the River Register and be operated in accordance with the rules and instructions, maintenance and repair requirements.

1.4. The minder-sailor is obliged to report to the captain-mechanic about taking over the watch and changing from the watch. Drunk or sick crew members are not allowed to watch.

1.5. The mechanic-sailor has the right to work only with those mechanisms and devices, the maintenance of which is provided for this position by job descriptions and separate orders of the captain-mechanic.

1.6. Any work on the vessel must be carried out only with the knowledge and permission of the captain-engineer. You should also contact him if there is any ambiguity in the process of work. The most complex, responsible and dangerous work should be carried out only under the direct supervision of the captain-mechanic.

1.7. Spans, openings in bulwarks, removable and collapsing railings, open or removed for the period of work, at the end of them, as well as during breaks, must be closed or installed in their places. Racks at the same time must be securely fixed in the sockets.

1.8. Ladders and gangways must be moved and removed by order of the captain-engineer.

The raised ladder (gangway) should lie tightly on the supporting surfaces without distortions in a stable position. The ladder (gangway) must be fixed on board so that it cannot move along the side of the vessel or the berth. Railings must be firmly fixed and in good working order.

1.9. Only one person is allowed to go down and up the ladder (gangway).

It is forbidden to lift and lower loads along the ladder while people are moving along it, run along the ladders and gangways, move from ship to ship, to the shore or pier on boards, faulty or unreliably laid ladders (gangways).

1.10. The minder-sailor is obliged to carry out ship work in overalls, work gloves, special footwear, with the use of safety devices. Overalls must be fastened with all buttons, and safety shoes must be laced. Working with ropes without gloves is prohibited.

1.11. It is forbidden to carry out mooring and outboard work, work on barges, be on decks and floating facilities near places where there are no door guards or behind the railing without working vests for timber rafting.

1.12. While on duty, the minder-sailor must ensure that all passages and workplaces are free from foreign objects, cleared of snow, ice, spilled oil products and other substances.

To move through the cargo when laying it across the entire deck area, one should use specially laid ladders and walkways.

1.13. There should be no unauthorized persons in the workplace. It is forbidden to engage in irrelevant conversations when performing work that requires attention and concentration.

1.14. To avoid fire, it is forbidden to smoke in the accumulator room, in rooms where flammable substances (fuel, paints, etc.) are stored and at the hatch opening while receiving fuel. It is not allowed to drain waste oil products and bilge waters overboard.

1.15. When measuring depth with a hand lot or winding, there must be enough free space on the deck. During soundings, it is necessary to be on the inside of the railing or bulwark, while bending over the railings is prohibited.

1.16. It is forbidden to stand or sit on the bulwarks or railings of the railings, go to unprotected areas of the decks, wash mops overboard and scoop up water from overboard while the ship is moving; swim from the ship.

1.17. Service personnel who violate labor protection requirements are subject to disciplinary liability, if their actions do not entail criminal liability.

2. Safety requirements before starting work

2.1. Put on overalls, shoes and other personal protective equipment (work vest for timber rafting, gloves).

2.2. Before starting work, the maintenance personnel must familiarize themselves with the sequence of operations performed, the procedure for interacting with other workers, and determine the signaling.

2.3. Check the correct operation of equipment, fixtures, tools, life-saving equipment, fences, rigging, signaling equipment.

2.4. Clear passages and workplaces from foreign objects, snow, ice, dirt and spilled oil products.

2.5. If during the inspection faults are found that impede safe operation and it is impossible to eliminate them on their own, it is necessary to report to the work manager. It is forbidden to work on the vessel in the presence of malfunctions.

3. Safety requirements during work

3.1. Welding work.

3.1.1. Mooring work, supply, prohibition and return of the mooring rope is carried out under the guidance and at the command of the chief of the watch.

3.1.2. When using the throwing end, it should be served after the warning shout "Beware!".

3.1.3. The supply of the mooring line from the bay or from the view should be carried out only after it has been spread over the deck in sufficient quantities by hoses without pegs. If the view has a brake and a rim for rotation, the mooring line can be fed directly from it.

3.1.4. Before working with mooring lines, it is necessary to make sure that the handle for rotating the view is removed or turned off before bleed, and the view itself is securely fixed in the working position.

When winding and laying the mooring rope, do not bend over the view.

3.1.5. It is forbidden to feed mooring ropes with pegs and unequipped ends of broken wires. During the feeding of mooring ropes, it is not allowed to be inside the coils or hoses, step on the rope with your foot, and also allow the rope to be etched to slip in your hands.

3.1.6. With a bulwark height of more than 0,9 m or with a bulwark with a collapse, it is necessary to drag the end of the mooring rope through the hawse with a special hook. At the same time, it is forbidden to go to the fender.

3.1.7. While mooring, it is not allowed to jump from the vessel to the pier, shore or other vessel. To do this, you should use ladders (gangways).

3.1.8. When laying the mooring rope on the bollards or mooring bollards, the hands should be at the base of the fire. It is forbidden to press the rope with your foot or hand when attaching it to the bollards and during tension. You need to grab the rope with your hands no closer than 1 m from the bollard or other mooring device.

3.1.9. When releasing a tightly stretched rope from the bollards, you must first give the rope slack, and then remove the hoses.

3.1.10. During the movement of the vessel along the berth by inertia or with the flow of the rope, it is necessary to bleed, leave so many hoses on the bollards that, if the root end is delayed by hand, the vessel can be stopped. When fixing the rope on the bollards in these conditions, it is necessary to bleed the rope with such slack so that it is possible to have time to throw the required number of hoses before it is tensioned.

3.1.11. When using ropes made of synthetic and vegetable fibers, it is necessary to carry out inspections and culling once every three months, and for mooring ships - daily.

3.1.12. It is forbidden to use synthetic ropes if: signs of abrasion with broken fibers (cuts), misalignment of strands and other obvious defects are found; under working loads, the rope lengthens by more than 25% and, after removing the load, does not restore its original length; the rope before its use on a vessel carrying flammable goods was not subjected to preliminary anastatic treatment.

3.1.13. It is forbidden to keep hands on the gunwale of the bulwark in the bulk area of ​​the vessel, as well as to bend over the bulwark, railings or go beyond them when releasing the mooring line or lining the fenders at the time of the vessel's halt.

3.1.14. It is forbidden to be on the line of tension, on the path of possible movement or near the stretched rope, as well as inside the angle formed by the stretched rope when it bends on bollards and other devices.

3.2. Transportation of people

3.2.1. The number of people transported should not exceed the number allowed by the River Register of the Russian Federation for this type of vessel.

3.2.2. It is prohibited to use the vessel for the transportation of people if they are technically faulty (without handrails, bulwarks, handrails, seats, gangways with a handrail), do not have a set of individual life-saving appliances in accordance with the established carrying capacity of the vessel and have not been surveyed by the River Register inspection.

3.2.3. During transportation, passengers are required to sit in the seats indicated by the captain (helmsman) or the leader of the group appointed by him.

3.2.4. Workers associated with work on the water must be on the ship in work vests for rafting. When transporting people of other professions, individual life-saving appliances are placed on each of them in accessible places on the ship.

3.2.5. It is forbidden to transport people under the influence of alcohol.

3.2.6. For all transported persons, places for seats in the ship's spaces and partially on the deck with railings must be equipped. All seats must be secured to the hull of the vessel.

It is not allowed to move workers on the ship and their access to the shore until the gangway with handrails is installed.

3.2.7. It is prohibited to carry out technological operations simultaneously with the transportation of people (towing, pushing, etc.).

3.2.8. When transporting people and cargo at the same time, their total weight should not exceed the load from the permitted weight of the transported people.

Cargo transported together with passengers should be placed along the diametrical plane of the vessel closer to the midships, so as not to cause roll and trim. The load must be securely fastened.

3.2.9. It is forbidden to move the vessel without a course (drift) when transporting people along the fast and turbulent course of the river.

3.2.10. Embarkation and disembarkation of people should be carried out in an organized manner, under the supervision and at the command of the captain (helmsman) or senior group.

3.2.11. It is forbidden to obstruct passages and places for accommodating people.

3.3. Towing work

3.3.1. When towing underboard, non-self-propelled watercraft, rafts must be moored only to the mooring bollards of the towing vehicle.

3.3.2. Vessels engaged in towing must have remote chuck release devices.

3.3.3. Towing a raft by several vessels must be coordinated. The replacement of one ship by another for the purpose of further towing should be carried out with the raft stopped, or at a speed equal to the speed of the river, and only when the ship being replaced will not interfere with the maneuver of the replacement ship.

3.3.4. When maneuvering a towing vessel, members of the ship's crew and crews of workers should not be in the stern of the vessel, limited by the maximum deflection angles of the towing rope.

3.3.5. It is necessary to control the beam, maneuver and remove it from the shallows smoothly, without jerks. It is not allowed to loosen the towing rope before it sinks to the bottom of the reservoir.

3.3.6. When transporting goods on timber-rafting vessels, the following requirements must be observed: the captain is responsible for the placement and transportation of cargo, the weight of the cargo used is limited by the indication of stability information in the ship's passport and the ship's certificate for the right to sail.

3.3.7. The received cargo must be stowed in the hold or on the deck on wooden spacers or plates and secured to special devices or deck mechanisms to prevent displacement during waves on the water surface and evenly distributed so as not to cause the ship to roll and trim, without obstructing the passages on the deck and not worsening all-round visibility from the wheelhouse.

3.3.8. Small loads during transportation should be stacked in packs, bays or packed in containers.

3.3.9. When transporting fuel and lubricants, the ship must be equipped with additional fire fighting equipment. Fuel and lubricants must be transported in serviceable containers with tight-fitting lids and plugs.

3.3.10. Crew members may be on the raft with the permission of the operations manager. Passing from the ship to the raft is allowed along the ladders (gangways). Walking on the raft should be with a hook, in the dark - with a lantern.

It is forbidden to cross the raft during a storm, in heavy snowfall and fog, as well as on bundles with broken piping and freely floating, on separately floating logs and a stump.

3.3.11. It is forbidden to jerk the towed cart. All maneuvers must be performed smoothly using the ship's power.

3.3.12. It is forbidden to loosen the towing rope when turning the cart or before stopping until it sinks to the bottom of the reservoir; remove booms, rulers, non-self-propelled watercraft with jerky shoals to be towed, install any objects or loads in the way of the towing rope that limit the freedom of deflection of the rope during maneuvers.

3.3.13. The ends of the towed rope must be braided into simple loops or weaved thimbles. Braiding points in order to avoid pricks of hands must be wrapped with twine or wire winding. A piece of strands or kolniks on towing ropes is not allowed.

3.3.14. The towing rope must be systematically inspected and lubricated by service personnel.

In the absence of towing work, the lubricated towing rope should be stored in coils or wound on views.

3.4. Manufacture of cargo operations

3.4.1. It is possible to descend into the hold and rise from it during the performance of cargo operations only with the permission of the signalman at the complete cessation of work or after the cargo or cargo handling devices have been lifted from the hatch and moved away from the ship. To descend into the hold and rise from it should only be along the ladder.

3.4.2. Passing on the deck during cargo operations should be along the side through which the cargo does not move, and pass only after the crane boom is moved away from the vessel. It is forbidden to stand on the coaming of an open cargo hatch.

While the cranes are in operation, it is forbidden to stand or walk in the danger area, under the load being moved or under the empty load handling devices being moved.

4. Safety requirements in emergency situations

4.1. In case of any accident or situations that may lead to accidents, the operating personnel are obliged to take measures to prevent danger to people and the possibility of damage to the vessel, equipment, towed cargo. Report the incident to the supervisor at the same time.

4.2. If a fire, vibration, abnormal noise is detected, stop the engine of the vessel.

4.3. If a person is found overboard, it is necessary to immediately throw him a life buoy or other available life-saving equipment, report the incident to the captain-mechanic or work manager, give the alarm "Man overboard!" and act according to the alarm schedule.

4.4. Service personnel must be able to provide first aid. Such assistance is provided immediately, directly at the scene and in a certain sequence, first you need to eliminate the source of injury (turn off the engine, stop the ship, remove the victim from the water, etc.). The provision of assistance should begin with the most significant that threatens the health or life of a person: to make artificial respiration for a drowned person; in case of severe bleeding, apply a tourniquet, and then bandage the wound; if a closed fracture is suspected, apply a splint; with open fractures, you should first bandage the wound, and then apply a splint; for burns, apply a dry bandage.

If spinal injury is suspected, transport the victim only in the supine position on a rigid base.

4.5. After providing first aid, the victim should be sent to the nearest medical facility.

4.6. In case of fire or fire:

  • notify the fire department immediately;
  • start extinguishing the fire with the available fire extinguishing means;
  • take measures to call the work manager to the place of fire.

5. Safety requirements at the end of work

5.1. Place the vessel in the place intended for parking, securely fasten and turn off the engine. Clean up and inspect the ship, its equipment, mechanisms.

5.2. Collect and store tools and accessories in special places designed for their storage.

5.3. Make appropriate entries in the watch log.

5.4. Mops should be washed in special devices or containers.

5.5. Wash hands and face with soap or take a shower.
