Safe Operation

1. Introduction

1.1. The instruction on labor protection is the main document that establishes for workers the rules of conduct at work and the requirements for the safe performance of work.

1.2. Knowledge of the Instructions on labor protection is mandatory for workers of all categories and skill groups, as well as their immediate supervisors.

1.3. The administration of the enterprise (workshop) is obliged to create conditions at the workplace that meet the rules for labor protection, provide workers with protective equipment and organize their study of this Instruction on labor protection.

Each enterprise must develop and communicate to all personnel safe routes through the territory of the enterprise to the place of work and evacuation plans in case of fire and emergency.

1.4. Each worker must:

  • comply with the requirements of this Instruction;
  • immediately report to your immediate supervisor, and in his absence, to a higher manager about the accident that has occurred and about all violations of the requirements of the Instruction that he has noticed, as well as about malfunctions of structures, equipment and protective devices;
  • be aware of personal responsibility for non-compliance with safety requirements;
  • keep the workplace and equipment clean and tidy;
  • ensure the safety of protective equipment, tools, devices, fire extinguishing equipment and documentation on labor protection at their workplace.

It is forbidden to carry out orders that contradict this Instruction and the "Safety Rules for the Operation of Electrical Installations" (PTB). - M.: Energoatomizdat, 1987.

2. General requirements for labor protection

2.1. Persons not younger than 18 years of age who have passed a preliminary medical examination and who have no contraindications to perform the above work are allowed to work in this working profession.

2.2. A worker undergoes an introductory briefing upon hiring. Prior to being allowed to work independently, a worker must pass:

  • initial briefing at the workplace;
  • verification of knowledge of this Instruction on labor protection; the current Instructions for rendering first aid to victims in connection with accidents during the maintenance of power equipment; on the use of protective equipment necessary for the safe performance of work;
  • PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, observer and member of the team to the extent that corresponds to the duties of responsible PTB persons;
  • vocational training programs.

2.3. Admission to independent work should be issued by an appropriate order for the structural unit of the enterprise.

2.4. A newly hired worker is issued a qualification certificate, in which an appropriate entry must be made about checking knowledge of the instructions and rules specified in clause 2.2, and the right to perform special work.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shop shift supervisor or with him in accordance with local conditions.

2.5. Workers who have not passed the knowledge test within the established time limits are not allowed to work independently.

2.6. The worker in the process of work must pass:

  • repeated briefings - at least once a quarter;
  • verification of knowledge of the Instructions on labor protection and the current Instructions for providing first aid to victims in connection with accidents during the maintenance of power equipment - once a year;
  • medical examination - once every two years;
  • checking knowledge on PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, supervisor or team member - once a year.

2.7. Persons who have received an unsatisfactory mark during the qualification test are not allowed to work independently and must undergo a second test no later than one month.

In case of violation of safety regulations, depending on the nature of the violations, an unscheduled briefing or an extraordinary knowledge test is carried out.

2.8. In the event of an accident, the worker is obliged to provide first aid to the victim before the arrival of medical personnel. In case of an accident with the worker himself, depending on the severity of the injury, he must seek medical help at a health center or provide first aid (self-help) to himself.

2.9. Each employee must know the location of the first aid kit and be able to use it.

2.10. If faulty devices, tools and protective equipment are found, the worker must inform his immediate supervisor.

It is forbidden to work with faulty devices, tools and protective equipment.

2.11. To avoid electric shock, do not step on or touch broken, hanging wires.

2.12. Failure to comply with the requirements of the Instruction on labor protection for a worker is considered as a violation of production discipline.

For violation of the requirements of the instructions, the worker is liable in accordance with applicable law.

2.13. The following hazardous and harmful production factors may occur in the equipment service area: moving and rotating mechanisms; increased noise level in the workplace; vibration; increased value of the voltage of the electrical circuit; insufficient illumination of the workplace.

2.14. To protect against exposure to hazardous and harmful factors, it is necessary to use appropriate protective equipment.

With an increased noise level, it is necessary to use anti-noise protective equipment (headphones, ear plugs, etc.).

In case of insufficient illumination of the working area, additional local lighting (lanterns) should be used. When working in the receiving bagerny tank, portable lamps with a voltage of not more than 12 V should be used.

When staying in rooms with technological equipment (with the exception of control panels), it is necessary to wear a protective helmet fastened with a chin strap.

When working on moving machines and mechanisms, special care should be taken: clothing should not have fluttering parts that can be captured by moving parts of the mechanisms.

2.15. The company must provide the minder with personal protective equipment free of charge in accordance with the working conditions.

3. Labor protection requirements before starting work

3.1. Before starting a shift, the minder must:

  • arrange clothes. Sleeves and floors of clothing should be fastened with all buttons, hair removed under a helmet. Clothing must be tucked in so that there are no hanging ends or fluttering parts.
  • it is forbidden to roll up the sleeves of clothes and tuck the tops of the boots;
  • bypass the serviced equipment along a certain route, check the safe condition of the equipment; availability and serviceability of grounding;
  • check at the workplace for the presence and serviceability of a tool, an electric lamp, posters or safety signs;
  • check the serviceability of emergency shutdown devices, interlocks, protections and alarms;
  • obtain the necessary information from the person handing over the shift about the condition of the equipment, malfunctions that require immediate elimination;
  • get acquainted with all orders issued during the time elapsed from the previous duty;
  • find out what work is being carried out according to the orders and instructions on the equipment being serviced.

3.2. Hand-held metalwork and blacksmith tools for everyday use must meet the following requirements:

  • hammer handles, chisels must be smooth and not cracked. By the free end of the handle should thicken somewhat to avoid slipping out of the hands;
  • the strikers of hammers and sledgehammers must have a smooth, slightly convex surface without gouges, chips, potholes, cracks and burrs;
  • Wrench sizes must match the size of the bolt heads. The use of linings with a larger gap between the planes of the jaws and heads of bolts or nuts is prohibited. The working surfaces of the wrenches should not have knocked down bevels, and the handles should not have burrs.

3.3. The driver of the haulage pumping station must report to the shift supervisor about the acceptance of the shift.

3.4. It is forbidden:

  • acceptance of a shift during switching, start-up and shutdown of equipment without the permission of the shift supervisor or shop manager;
  • test the equipment before accepting the shift;
  • come to work in a state of intoxication or drink alcohol during working hours;
  • leave the shift without registering the acceptance and delivery of the shift.

4. Labor protection requirements during work

4.1. The motorist of the bagerny pumping house should pay attention to the serviceability of the ceilings and gratings of tanks, channels and pits. If unprotected openings are found, the driver must take measures to prevent falling and injuring people (restoring canal overlaps, installing rope fences and posting safety warning signs).

4.2. When working with a tool, the driver should not place it on the railings of fences or the unprotected edge of the site, as well as at the edges of manholes, wells and channels. The position of the tool in the workplace should eliminate the possibility of it rolling or falling.

4.3. Protective goggles must be worn when working with an impact tool to prevent solid particles from entering the eyes.

When unscrewing and tightening nuts and bolts, it is forbidden to lengthen the wrenches with additional levers.

4.4. It is forbidden to work on portable ladders and ladders near and above rotating mechanisms.

4.5. When working with attached and sliding ladders at a height of more than 1,3 m, it is necessary to use a safety belt fixed to the structure of the structure or to the ladder, provided that it is securely fastened to the structure.

4.6. Spilled oil must be immediately cleaned up and the place where it was spilled wiped dry. It is forbidden to use combustible substances (gasoline, kerosene, acetone) for cleaning the premises and equipment. Cleaning cloths should be stored in metal boxes with compartments for clean and dirty cleaning cloths.

4.7. It is forbidden to store flammable substances in the baggage room: gasoline, kerosene, alcohol, nitro paint, solvents, etc., except for small amounts within the daily requirement. The amount of these materials and storage locations must be agreed with the fire department.

These materials should be stored in strong metal containers in special pantries.

4.8. The motorist of the bagerny pump house is prohibited from:

  • put into operation mechanisms without protective guards, with faulty guards, without grounding of electric motors or presence of defects on the ground, without insulating supports;
  • put on, remove and correct during the operation of rotating mechanisms drive belts and protective guards from couplings and shafts;
  • be near control and shut-off valves and flange connections of pipelines under pressure, manholes, manholes, if this is not caused by production necessity;
  • open the doors of distribution cabinets, panels and assemblies, clean fixtures and touch bare or bare wires;
  • slow down manually rotating or moving mechanisms;
  • operate faulty equipment, as well as equipment with faulty or disconnected devices for emergency shutdown of interlocks, protections and alarms;
  • lean and stand on the platform barrier, railings, protective covers of couplings and bearings, walk along pipelines, as well as on structures and ceilings not intended for passage through them;
  • move on randomly thrown objects (bricks, boards, etc.);
  • Clean fixtures and replace burnt out bulbs.
  • in case of insufficient illumination of the workplace and the equipment being serviced due to burnout of the lamps, the driver must call the electrician on duty, and before he arrives, use an electric lantern;
  • be in the area of ​​work performed by lifting mechanisms and loaders;
  • descend into underground structures if they contain water with a temperature above 45°C, regardless of the level, and water with a temperature below 45°C with a level of more than 200 mm;
  • to clean near mechanisms without safety fences or with poorly fixed fences;
  • wrap cleaning material around the hand or fingers when wiping the outer surfaces of working mechanisms. Cotton or linen rags in a closed metal box should be used as cleaning material. Dirty cleaning cloths should be placed in separate drawers for dirty cleaning cloths;
  • use combustible substances (gasoline, kerosene, acetone, etc.) when cleaning premises and equipment;
  • clean, wipe and lubricate the rotating or moving parts of the mechanisms through the guards and put your hands behind them for lubrication and cleaning.

4.9. When starting rotating machinery, keep a safe distance from them.

4.10. When pouring water on the control keys, they should be operated with dielectric gloves.

4.11. When cleaning the channels for hydraulic ash removal, removable covers should be removed only within the working area.

During breaks in work and after cleaning the channels, removable covers must be installed in place.

4.12. When opening and closing the valve, do not use levers that extend the arm of the handle or flywheel, which are not provided for in the instruction manual for the valve.

When opening and closing the valve, be careful not to break the device used from the valve handwheel.

4.13. The bagerny mechanic should not open hatches, as well as carry out work related to the violation of the density of the tract on the elements of the hydraulic ash removal system.

4.14. The metal trap should be opened for cleaning only after the shut-off valve is closed, making sure that it is sufficiently dense, and the drains are opened.

4.15. If defects are found on the equipment, the mechanic of the haulage pumping house must immediately inform his superior duty personnel about this.

5. Labor protection requirements at the end of work

5.1. Before the end of the shift, the minder must clean the service area.

5.2. All tools, devices and protective equipment should be put in order and placed in cabinets and racks.

5.3. Inform the shift worker of all available comments and malfunctions of the equipment and report on the readiness to hand over the shift to his higher duty personnel.

5.4. It is prohibited to hand over a shift during the liquidation of an accident.
