Safe Operation

Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the section “General Safety Requirements” of this document, inter-industry rules on labor protection (safety rules) for the operation of electrical installations and is intended for construction electricians ( hereinafter referred to as electricians) when they perform work in accordance with their profession and qualifications.

General safety requirements

1. Electrical mechanics who have undergone appropriate training, have group III electrical safety and professional skills and do not have age-related contraindications for the work performed, before being allowed to work independently, must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Electrical mechanics are required to comply with occupational safety requirements to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • increased voltage in the electrical circuit, the closure of which can occur through the human body;
  • elevated temperature of equipment surfaces;
  • location of the workplace near a height difference of 1,3 m or more;
  • sharp edges, burrs and roughness on the surface of structures and equipment;
  • increased content of dust, as well as harmful and flammable substances in the air of the working area;
  • moving machines, mechanisms and their parts.

3. To protect against general industrial pollution and mechanical influences, electricians are required to use cotton overalls, combined mittens, suits with insulating lining and felt boots for the winter period provided free of charge by employers.

When on a construction site, electricians must wear safety helmets. In addition, electricians must use safety glasses when working on a sharpening machine or cutting metal with a chisel.

4. While on the territory of a construction (production) site, in production and service premises, work areas and workplaces, electricians are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, electricians must:

  • use the tool for its intended purpose during work, in accordance with the manufacturer’s instructions;
  • maintain tools and equipment in technically sound condition, preventing work with malfunctions for which operation is prohibited;
  • be careful during work and avoid violations of labor safety requirements.

6. Electricians are obliged to immediately notify their immediate or superior work supervisor about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, electricians must:

  • present to the work manager a certificate of testing knowledge of safe work methods, receive a task and undergo training at the workplace on the specifics of the work performed;
  • put on overalls and special footwear of the established sample;
  • when performing high-risk work, familiarize yourself with the measures that ensure the safe execution of work and sign the permit issued for the work assigned.

8. After receiving a task from the foreman or work manager, electricians are required to:

  • prepare the necessary personal protective equipment and check their serviceability;
  • check the workplace and approaches to it for compliance with safety requirements, if necessary, carry out the measures specified in the permit;
  • select the tools, equipment and technological equipment necessary to perform the work, check their serviceability and compliance with safety requirements.

9. Electricians should not start work if the following safety requirements are violated:

  • malfunctions of technological equipment, devices and tools specified in the manufacturer’s instructions, for which their use is not allowed;
  • untimely carrying out of regular tests of protective equipment or expiration of their service life established by the manufacturer;
  • lack of fencing of non-insulated parts of electrical installations;
  • the absence or malfunction of scaffolding, decking, scaffolding or other means of scaffolding, the presence of unfenced openings and differences in height in the work area;
  • the absence of visible breaks in electrical circuits through which voltage can be supplied to the work site, and protective grounding of the disconnected part of the electrical installation;
  • insufficient lighting or when workplaces and approaches to them are cluttered.

Detected violations of safety requirements must be eliminated on their own, and if it is impossible to do this on their own, electrical fitters must inform the foreman or work manager.

Safety requirements during work

10. While working, electricians are required to comply with the following safety requirements:

  • wear goggles when cutting metal with a chisel;
  • file the edges of metal parts and clear them of burrs during processing;
  • cut plastic pipes with hand or mechanized cutting tools. The use of abrasive cutting wheels for cutting plastic pipes is not allowed;
  • prepare steel or plastic pipes on stands or on the floor. It is prohibited to prepare and bend pipes on scaffolding decks;
  • Use a metal rod to check the alignment of the holes when joining busbars, cabinets and equipment units.

11. To carry and store tools and small parts, electricians are required to use individual bags or portable inventory hand boxes.

12. When using lifting mechanisms, slinging of products, structures and materials must be carried out by electricians who have a slinger’s certificate.

13. Electrical cabinets, transformers and other equipment should be rigged using special lifting hooks (eye bolts) provided by the manufacturer.

14. Electrical mechanics are prohibited from performing any work without removing voltage or related to the operation of electrical installations on a construction site.

15. When working with electrified tools, electricians are prohibited from:

  • transfer it for work to non-certified persons;
  • work from ladders;
  • leave the power tool unsupervised connected to the mains.

16. When working on grinding machines, electricians must:

  • before turning on the machine, make sure that the abrasive wheel guard is present and securely fastened, as well as that the gap between the working surface of the wheel and the stop is correctly set;
  • use protective screens or plexiglass shields, as well as safety glasses;
  • bring the tool or part being sharpened to the wheel gradually to prevent the danger of jamming and breaking the wheel.

It is prohibited to process parts on the side (end) surfaces of the abrasive wheel.

17. When working together with a welder, electricians are required to:

  • use protective goggles;
  • protect gas cylinders from impacts, sharp shocks and falls, move them on stretchers or carts designed for this purpose;
  • Do not allow the use of open flames near the generator and do not allow oil to come into contact with the oxygen cylinder.

Safety requirements in emergency situations

18. If dangerous working conditions arise in the work area (violation of fences, faulty grounding, loss of stability of structures or scaffolding, the smell of gas, etc.), electricians are required to stop work and inform the foreman or work manager about this.

19. If materials and equipment catch fire, electricians are required to take measures to extinguish the fire on their own using carbon dioxide fire extinguishers and other available means (sand, felt mat, etc.). If it is impossible to extinguish the fire on your own, you should call the fire department and inform the foreman or work manager.

6. Safety requirements at the end of work

20. At the end of the work, electricians must:

  • disconnect electrical equipment and tools from the mains;
  • tidy up the workplace;
  • remove posters and tools to the place provided for this;
  • remove personal protective equipment and workwear to the storage place;
  • Report all violations of safety requirements that occurred during the work to the foreman or work manager.

The influence of lunar cycles on human sleep 24.09.2021

In Sweden, scientists conducted the largest study in which they studied how lunar cycles affect human sleep.

As part of the study, a group of scientists monitored the sleep of more than 850 people. With the help of polysomnography, the experts recorded the duration and quality of sleep of the subjects during the night. These one-day measurements were collected over several years from both men and women.

The collected data eventually covered different stages of the lunar cycle: new moon, full moon, waning moon, and the period until the next new moon. The results confirm that lunar cycles do have a significant impact on sleep, but not for everyone.

“As it turned out, in men during the waxing moon, the quality of sleep decreased and the time of wakefulness increased compared to the data during the waning moon. At the same time, the lunar cycle did not have a significant effect on sleep in women,” says the neuroscientist and one of the authors. research from Uppsala University Christian Benedict.

The women in the study slept an average of almost 12 minutes less during the waxing moon compared to the waning moon. Men also slept 20 minutes less during the waxing moon. Among men, there were also other markers of a negative effect on sleep: a decrease in sleep quality by 3,4%, longer periods of wakefulness, and more severe disturbances in sleep stages.

For thousands of years, it was believed that the full moon is associated with an exacerbation of mental illness. Even Aristotle put forward the idea that due to the high fluid content in the brain, the organ becomes susceptible to the phases of the moon. This theory of "hot flashes" of the mind has led to the fact that the full moon has long been associated with aggressive behavior, seizures and mental illness.

The study did not confirm any connection between the Moon and mental health. Also, there is no convincing evidence of the influence of the moon on the physical condition of a person.
