Safe Operation

1. General requirements for labor protection

1.1. Persons who have passed a medical examination, introductory briefing, briefing and training at the workplace, testing knowledge on labor protection and having a qualification group in electrical safety not lower than III are allowed to work in the halls of the UE.

1.2. UE employees are required to:

1.2.1. 3 to learn and comply with the rules on labor protection when working at telephone enterprises in the scope of the duties performed, annually confirm their electrical safety group;

1.2.2. Know the procedure for checking and using manual mechanical and electrical tools, devices to ensure safe work performance (ladders, ladders, etc.). protective equipment (dielectric mats and gloves, tools with insulated handles, voltage indicators, goggles);

1.2.3. Perform only the work that is defined in the equipment operating instructions or job descriptions approved by the administration of the enterprise and provided that safe methods of performance are well known;

1.2.4. Know and be able to provide first aid to victims of electric current and other accidents;

1.2.5. Follow the instructions on fire safety measures.

1.3. When servicing the equipment of the radio center, the following hazardous and harmful production factors are possible:

  • dangerous voltage in the electrical circuit, the closure of which can pass through the human body,
  • electric shock, electric arc burn;
  • low air humidity and high temperature
  • insufficient illumination of the working area;
  • fire hazard;
  • falling personnel while working on ladders and ladders;
  • falling objects from a height (tools, equipment items).

1.4. The victim or eyewitness immediately notifies the immediate supervisor of each accident.

1.5. For non-compliance with this instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Labor Code.

2. Labor protection requirements before starting work

2.1. Check the serviceability of the tool, fixtures, personal protective equipment, fire extinguishing equipment.

2.2. Check the condition of the lighting.

2.3. Report any shortcomings and malfunctions found during the inspection at the workplace to the shift supervisor.

2.4. Place the tool in the workplace, avoiding the presence of unnecessary items.

3. Labor protection requirements during work

3.1. Maintenance of devices located in the upper parts of the tripods should be carried out only from serviceable, marked stepladders.

3.2. It is forbidden to work from the two upper steps of step-ladders without railings or stops, as well as to be on the steps by more than one person.

3.3. Changing individual fuses should be done with only one hand, and the second or part of the body should not touch grounded structures.

3.4. The replacement of an ordinary fuse must be carried out by two persons, one of whom must stand at the bottom of the stepladder.

3.5. When changing individual fuses on racks, use pliers with insulated handles.

3.6. Equipment racks that have voltages in excess of 42 V AC and 110 V DC should have dielectric mats in front of them.

3.7. Work on the repair of the sealing equipment must be carried out with the voltage removed, if it is impossible to remove the voltage, then the work is performed by two persons.

3.8. Cases of portable household and measuring instruments, step-down transformers must be grounded.

3.9. It is necessary to use backlights for 60 V DC and not higher than 42 V AC, provided that the backlight case has a protective screen.

3.10. When working on equipment with remote power supply (DP):

3.10.1. Remove and rearrange the bows in the DP chains only with gloves, standing on a dielectric rug or in galoshes.

3.10.2. Cross-country and boxing, on which cables with DP are connected, must have dielectric mats and hang a poster "DANGEROUS HIGH VOLTAGE!". On covers and covers with DP there should be a sign "ELECTRIC VOLTAGE". When performing crossings, measurements and other work, check the indicator for the absence of extraneous voltage. Use only tools with insulated handles.

3.10.3. An engineering and technical worker has the right to remove the voltage of the DP, except in cases of an accident on the cable, when the power is removed immediately by the shift worker.

3.10.4. To ensure reliable removal of the DP voltage, it is necessary to make an additional visible break in the DP circuit by removing the shackles on the input device, with the help of which the DP voltage is switched from station pairs to linear ones.

3.10.5. The voltage on the DP block is removed using a toggle switch, on which a poster "DO NOT INCLUDE - PEOPLE WORK!" is hung out.

3.10.6. Switching on the voltage of the DP is carried out after the completion of work according to the message transmitted by the manufacturer of the work.

10.7. Only the person who hung up the poster can turn on the DC voltage and remove the warning poster!

3.10.8. All messages of the work foreman must be recorded by the duty officer in the hardware log indicating the time of switching off and on the DP.

3.10.9. The person on duty directly or by telephone informs the person who gave the order about the completion of work.

3.10.10. Near each rack there should be dielectric mats

All work must be carried out only with a tool with insulated handles.

4. Labor protection requirements in emergency situations

4.1. Each employee who discovers a violation of the requirements of this instruction and labor protection rules or notices a malfunction that poses a danger to people is obliged to report this to the immediate supervisor.

In cases where a malfunction poses an imminent danger to people or the equipment itself, the employee is obliged to take measures to stop the operation of the equipment, and then notify the manager.

4.2. If an accident occurs during work, it is necessary to immediately provide first aid, report the incident to your boss and take measures to preserve the situation of the accident, if this is not associated with a danger to life and health of people.

4.3. In case of electric shock, it is necessary to release the victim from the current as soon as possible, observing safety precautions.

4.4. In the event of a fire in a technical room, you should immediately start extinguishing it with available means and call the fire department.

4.5. If extraneous voltage is detected at the workplace, it is necessary to immediately stop work and report to the shift supervisor.

5. Labor protection requirements at the end of work

5.1. Tidy up the workplace, tools.

5.2. Inform the shift worker (shift supervisor) about all malfunctions noticed during work.

Topological insulators - the basis of lasers 15.02.2018

Researchers from Israel and the United States have worked out the concept of a laser, which includes analogues of topological insulators. These materials conduct electrons in only one direction, which makes transmission through them resistant to interference. For lasers, it was proposed to use similar structures that conduct photons. Calculations show that the energy efficiency of lasers with topological insulators will be several times higher than that of lasers based on "old" principles.

The surface of topological insulators is a very thin layer of highly conductive materials, and their core is made of dielectrics. They are two-dimensional and three-dimensional. For the laser model proposed by the authors of the articles under discussion, two-dimensional insulators were used, each of which consisted of a network of interlaced rings. Only the outer rings are conductive. If one or more of these rings fails, the flow of particles in the desired direction will not stop, and interference will not appear. Thanks to this, additional energy losses for conducting the beam can be avoided. And this means that less energy is required to supply beams of the same power to a laser based on topological insulators.

Another feature of lasers using the principle of topological insulators is that they do not need electromagnetic fields to work. This removes a number of restrictions on the use of such devices. And experiments with a prototype of a new type of laser confirmed the theoretical assumptions. The energy pumped into the outer row of rings of the topological insulator passed unidirectionally in the form of photons around the entire perimeter of this insulator and exited from another point in the form of a light beam.

The described lasers can be used in optics, as well as quantum networks. In addition, with their help, it is likely that it will be possible to create faster and more reliable electronics.
