Safe Operation

Introduction

This industry standard instruction has been developed taking into account the requirements of legislative acts and other regulatory legal acts of the Russian Federation containing state regulatory requirements for labor protection specified in the section “General Safety Requirements” of this work, and is intended for construction carpenters when they perform work according to their profession and qualifications ( then joiners).

General safety requirements

1. Workers who have undergone appropriate training, have professional skills to work as carpenters and have no age-related contraindications for the work performed, before being allowed to work independently, must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Carpenters are required to comply with occupational safety requirements to ensure protection from the effects of hazardous and harmful production factors associated with the nature of the work:

  • moving parts of production equipment;
  • moving products, blanks, materials;
  • sharp edges, burrs and roughness on the surfaces of finishing works, materials and structures;
  • the occurrence of stress on metal structures and parts of equipment that are normally free of stress.

3. To protect against mechanical influences, carpenters are required to use cotton suits and combined mittens provided by employers free of charge. In the winter season, suits with insulating padding and felt boots should be used.

Carpenters must wear safety helmets while on a construction site.

4. While on the territory of a construction (production) site, in production and service premises, work areas and workplaces, carpenters are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of their daily activities, joiners must:

  • use in the process of work means of small-scale mechanization, for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order at workplaces, clean them of debris, snow, ice, prevent violations of the rules for storing materials and structures;
  • be careful during work and avoid violations of labor safety requirements.

6. Joiners are obliged to immediately notify their immediate or superior work manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, joiners must:

a) put on a helmet, overalls, special footwear of the established sample;

b) present to the work manager a certificate of knowledge of safe working methods;

c) receive a task to perform work from a foreman or work manager and undergo instruction at the workplace, taking into account the specifics of the work performed.

8. After receiving the task from the foreman or work manager, carpenters are obliged to:

a) prepare the necessary personal protective equipment, check their serviceability;

b) check the workplace and approaches to it for compliance with safety requirements;

c) select equipment, tools and materials necessary when performing work, check them for compliance with safety requirements;

d) check the stability of previously installed structures.

9. Joiners should not begin work if the following safety requirements are violated:

a) the absence of a fence of a place at a height of 1,3 m or more;

b) malfunctions of devices and tools specified in the manufacturer’s instructions, for which their use is not permitted;

c) failure to timely conduct regular tests of protective equipment for workers or the expiration of their service life established by the manufacturer;

d) non-compliance of materials with safety requirements;

e) clutter or insufficient lighting of workplaces and approaches to them;

f) loss of stability of previously installed structures.

Detected violations of safety requirements must be eliminated on their own, and if it is impossible to do this on their own, carpenters are required to report them to the foreman or work manager.

Safety requirements during work

10. To approach workplaces, carpenters must use equipped access systems (flight stairs, ladders, stepladders, walkways).

11. When performing work on scaffolding, scaffolding, floors or coverings, you should not place tools and materials near the height difference.

12. Install and adjust window and door units, as well as elements of mezzanines and built-in wardrobes, using assembly tables. It is not allowed to perform work while standing on a window sill, railings of balconies and loggias, or from non-inventory scaffolding.

13. The wooden handles of hand tools used during work must be smoothly processed, carefully adjusted and secured, and the working parts must not have cracks, gouges, or chips.

14. When using a hand saw, use a firm support. If it is necessary to saw the workpiece at an angle, a template specially designed for this purpose should be used.

15. The weight of hand-held machines used when performing work on stairs should not exceed 5 kg. Work with heavier hand-held machines should be carried out using scaffolding equipment.

16. Store and transport tools, nails, bolts, locks, hardware and other small parts in a suitcase or bag, and protruding sharp parts should be covered.

17. Carpenters working with manual electric machines must have electrical safety group I and group II when working with manual electric machines of class 1 in high-risk areas.

18. When working on a circular saw, joiners must:

a) check the presence and correct installation of the saw blade protective casing, as well as the presence and reliability of fastening of the transmission mechanism guard (V-belt drive, shafts and couplings);

b) ensure that the riving knife is installed correctly (the distance from the knife blade to the saw teeth should be no more than 10 mm);

c) check the serviceability of the saw blade and the strength of its fastening;

d) send the end of the workpiece to be cut with a special pusher;

e) check the serviceability of the ground electrode.

19. Machines and mechanisms should only be connected to the electrical network using a special plug connector.

20. Replacing the working (replaceable) tool on manual machines with an electric drive, as well as its adjustment and repair, should only be done with the machine disconnected from the power supply.

21. During breaks in work or when moving manual electric powered machines to another place, they should be disconnected from the network.

22. When using machines with an electric drive, joiners are prohibited from:

a) pull and bend the cables;

b) allow the intersection of electrical machine cables with live electrical cables and electric welding wires, as well as hoses for supplying flammable gases;

c) transfer the electric machine to another person;

d) carry out work from ladders, as well as in open areas that are not equipped with a canopy during rain or snowfall;

e) use power tools to process icy and wet wooden products, as well as products with nails, screws and other fasteners;

f) leave the switched on power tool unattended.

23. Preparation of wood glue, dilution of paints, varnishes and antiseptic compounds should be carried out in a room equipped with supply and exhaust ventilation providing at least 5-8 times air exchange. At the same time, the use of open flames and homemade electric heating devices is prohibited. Wood glue should be cooked in a special glue cooker with a double bottom and walls, the space between which is filled with water.

24. Paints and varnishes and compositions for antiseptic and flame retardant wood should be stored in special rooms equipped with forced ventilation and explosion-proof lighting.

25. During storage, materials and products should be stored:

a) long lumber (logs, beams, boards) - in stacks up to 1,5 m high with spacers and tied with wire or bundling tape;

b) sheet materials - in stacks up to 1,5 wide, but not more than 2 m;

c) ready-made structures (window and door units, sections of partitions, cabinets) - in stacks up to 2 m high or supported on a special support.

It is prohibited to store them by resting them on the structures of permanent or temporary buildings and structures, as well as on stacks of other materials and products.

Safety requirements in emergency situations

26. If malfunctions are detected in scaffolding equipment, technological equipment, or power tools, work must be suspended and measures must be taken to eliminate them. If it is impossible to eliminate malfunctions on their own, carpenters are obliged to inform the foreman or work manager about this.

27. In case of fire of lumber, wooden structures and products, carpenters are obliged to extinguish the fire using fire extinguishers and other available means. If it is impossible to extinguish the fire on your own, you should call the fire department and inform the foreman or work manager.

28. If gas contamination is detected in the room, carpenters should stop work, turn off electrical appliances and tools, leave the room and report the incident to the work manager.

Safety requirements at the end of work

29. At the end of the work, joiners must:

a) unplug the power tool being used and put it in a designated place;

b) put the workplace in order;

c) all malfunctions that occurred during work must be reported to the foreman or work manager.
