Full Document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. This Instruction defines safe methods and techniques of work, as well as technical and organizational measures that ensure safety during adjustment work and correction of direct wires at wire broadcasting stations equipped with equipment UPV-1,25, UPV-5, UV-10, UPV-15 , UO-30(50), ADS, PTPV-500, UPTV-400,200, etc. 1.2. Adjustment work is carried out by a team of at least two people (with the exception of cases of bringing the quality indicators of the equipment to the norm). Persons at least 18 years of age who have passed a medical examination, have been trained in safe working methods, and have passed exams in accordance with the current Regulations on the procedure for training and testing knowledge in labor protection of managers, specialists and workers of enterprises, institutions and communication organizations are allowed to adjust and correct. The foreman must have an electrical safety group for work performed on equipment with voltages over 1000 V, at least IV, and on equipment with voltages up to 1000 V - at least III. Correction of direct wires can be carried out by one employee with an electrical safety group of at least IV. 1.3. Employees performing work on setting up the equipment of wire broadcasting stations and correcting direct wires are required to: 1.3.1. Comply with internal labor regulations. 1.3.2. Perform only the work that is determined by the order or order. 1.3.3. Know how to use personal protective equipment. 1.3.4. Be able to provide first aid to victims of electric shock and other accidents. 1.3.5. In case of injury, notify your immediate supervisor. 1.3.6. Notify the immediate supervisor of a malfunction of equipment and tools. 1.4. The foreman of work before starting work is obliged to obtain an order or order for the production of work. The beginning and end of adjustment work and the correction of straight wires are recorded in the inspection and prevention log. 1.5. When setting up SPV equipment and correcting straight wires, the following hazardous and harmful production factors are possible:
1.6. In accordance with the Model Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to communications workers, each employee must be provided with a cotton gown (GOST 11622-73), cotton gloves (GOST 5007-63) and goggles (GOST 12.4.003 -74). 1.7. For failure to comply with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Labor Code of the Russian Federation (currently the Labor Code of the Russian Federation). 2. Labor protection requirements before starting work 2.1. When preparing the workplace for the tuning team, the applicant must perform the following technical measures: a) turn off the supply voltage using mechanical interlock switches and disconnectors, take measures to prevent the supply of voltage to the place of work due to erroneous or spontaneous switching on of the switching equipment; b) on the switches and circuit breakers, with the help of which the voltage is relieved, hang out prohibitory posters "Do not turn it on! People are working"; c) make sure that the RMB is disabled, and the RMB knives are in the "off" position; d) make sure that there is no voltage using a voltage indicator; e) make sure that the device for discharging the filter capacitors has worked; e) discharge with the help of a discharge rod all capacitors on which a residual charge can be stored; g) hang out warning posters, protect, if necessary, workplaces and current-carrying parts remaining under voltage. 2.2. The admission of the brigade is made after checking the implementation of technical measures. 2.3. Admission to work is carried out by admitting with an entry in the operational journal. 2.4. Before admission to work, the applicant must: a) check the composition of the team, the adequacy of the qualifications of its members; b) explain to the team where the voltage was removed from, which parts of the equipment remained energized and what special conditions for the production of work must be observed; c) make sure that everything stated by him is understood by the team; d) demonstrate to the team the absence of tension; e) hand over the workplace to the foreman. 2.5. Personnel setting up the equipment and correcting direct wires must, before starting work: a) ground the metal cases of the instruments used for measurements; b) put dielectric mats at the workplaces where measurements and corrections will be made. 2.6. When adjusting and correcting straight wires, measuring instruments should be positioned so as not to obstruct passages and access to equipment. 2.7. Extension hoses must have plug connectors designed so that after they are connected, there is no possibility of touching open live parts. 2.8. The workplace should be equipped with a convenient and safe tool with insulating handles necessary for each specific type of work. 2.9. Every employee must be trained in safe working methods. 3. Labor protection requirements during work 3.1. From the moment the brigade is admitted to work, constant supervision of it is assigned to the work foreman. 3.2. Before you start working with a hand tool, you need to make sure it is in good condition. 3.3. Before using a tool with insulated handles, make sure that there is no dirt, moisture or mechanical damage. 3.4. In cases where the power tool is powered by a step-down transformer, it is necessary to ground the secondary winding and the transformer case. Only one power tool can be connected to the step-down transformer. 3.5. When performing work on removable blocks, they must be placed on a specially equipped table or trolley. 3.6. The working table (trolley) must be mechanically strong, the metal frame must be covered with a non-conductive material, the legs of the working table must be pressed with rubber, the cart wheels must have rubber tires. 3.7. For short breaks in work, the soldering iron, which is in working condition, must be placed on a special stand. For long breaks, the soldering iron must be disconnected from the mains. Excess solder can only be removed on a special stand. 3.8. When building block equipment, it is allowed to remove the blocks, attach them with extension hoses and connect portable measuring instruments to them only when the power supply is turned off. Extension hoses must have male and female connectors, designed so that after they are connected, there is no possibility of touching open live parts. 3.9. Screwdrivers must be selected so that their working part corresponds to the diameter of the screw and the width of the slot. 3.10. Wrenches must strictly match the dimensions of the nuts and bolts. 3.11. Stepladders must be used to work at heights. The use of metal ladders is prohibited. 3.12. Care must be taken when working with electrovacuum devices. When replacing and moving powerful lamps, it is necessary to protect your eyes with goggles and use cotton gloves (in case the lamps have not cooled to room temperature). 4. Labor protection requirements at the end of work 4.1. The workplace needs to be cleared. 4.2. The manufacturer, after completion of the work, must hand over the workplace to the admitting one. The delivery is made out in the journal of inspection and prevention. 4.3. Before switching on the voltage at the end of the adjustment work, it is necessary: a) make sure that all guards are removed; b) make sure that there are no foreign objects in the equipment; c) remove posters from circuit breakers and disconnectors. 4.4. When accepting the equipment after adjustment, it is necessary to check the correct operation of the mechanical interlock, alarm and device for discharging filter capacitors. 4.5. Clean overalls and personal protective equipment in specially designated places. 4.6. Hands should be washed with warm water and soap. In the case of work related to soldering with alloys that combine lead, it is imperative to neutralize lead with a 1% solution of acetic acid or OP-7 paste before washing hands. 4.7. All deficiencies in labor protection discovered during work must be notified to your immediate supervisor.
