Safe Operation

1. General requirements for labor protection

1.1. The instruction on labor protection is the main document that establishes for workers the rules of conduct at work and the requirements for the safe performance of work.

1.2. Knowledge of the Instructions on labor protection is mandatory for workers of all categories and skill groups, as well as their immediate supervisors.

1.3. The administration of the enterprise (workshop) is obliged to create conditions at the workplace that meet the rules for labor protection, provide workers with protective equipment and organize their study of this Instruction on labor protection.

Each enterprise must develop and communicate to all personnel safe routes through the territory of the enterprise to the place of work and evacuation plans in case of fire and emergency.

1.4. Each worker must:

  • comply with the requirements of this Instruction;
  • immediately report to your immediate supervisor, and in his absence, to a higher manager about the accident that has occurred and about all violations of the requirements of the Instruction that he has noticed, as well as about malfunctions of structures, equipment and protective devices;
  • be aware of personal responsibility for non-compliance with safety requirements;
  • keep the workplace and equipment clean and tidy;
  • ensure the safety of protective equipment, tools, devices, fire extinguishing equipment and documentation on labor protection at their workplace.

It is forbidden to carry out orders that contradict the requirements of this Instruction and the "Safety Rules for the Operation of Electrical Installations" (PTB) - M .: Energoatomizdat, 1987.

2. General requirements for labor protection

2.1. Persons not younger than 18 years of age who have passed a preliminary medical examination and who have no contraindications to perform the above work are allowed to work in this working profession.

2.2. A worker must undergo an introductory briefing upon hiring. Prior to being allowed to work independently, a worker must pass:

  • initial briefing at the workplace;
  • verification of knowledge of this Instruction on labor protection;
  • the current Instructions for rendering first aid to victims in connection with accidents during the maintenance of power equipment;
  • on the use of protective equipment necessary for the safe performance of work;
  • PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, observer and member of the team to the extent that corresponds to the duties of responsible PTB persons;
  • vocational training programs.

2.3. Admission to independent work should be issued by an appropriate order for the structural unit of the enterprise.

2.4. A newly hired worker is issued a qualification certificate, in which an appropriate entry must be made about checking knowledge of the instructions and rules specified in clause 2.2, and the right to perform special work.

The qualification certificate for on-duty personnel during the performance of official duties may be kept by the shop shift supervisor or with him in accordance with local conditions.

2.5. Workers who have not passed the knowledge test within the established time limits are not allowed to work independently.

2.6. The worker in the process of work must pass:

  • repeated briefings - at least once a quarter;
  • verification of knowledge of the Instructions on labor protection and the current Instructions for providing first aid to victims in connection with accidents during the maintenance of power equipment - once a year;
  • medical examination - once every two years;
  • checking knowledge on PTB for workers who have the right to prepare a workplace, carry out admission, be a foreman, supervisor or team member - once a year.

2.7. Persons who have received an unsatisfactory mark during the qualification test are not allowed to work independently and must undergo a second test no later than one month.

In case of violation of safety regulations, depending on the nature of the violations, an unscheduled briefing or an extraordinary knowledge test is carried out.

2.8. In the event of an accident, the worker is obliged to provide first aid to the victim before the arrival of medical personnel. In case of an accident with the worker himself, depending on the severity of the injury, he must seek medical help at a health center or provide first aid (self-help) to himself.

2.9. Each employee must know the location of the first aid kit and be able to use it.

2.10. If faulty devices, tools and protective equipment are found, the worker must inform his immediate supervisor.

It is forbidden to work with faulty devices, tools and protective equipment.

2.11. To avoid electric shock, do not step on or touch broken, hanging wires.

2.12. Failure to comply with the requirements of the Instruction on labor protection for a worker is considered as a violation of production discipline.

For violation of the requirements of the instructions, the worker is liable in accordance with applicable law.

2.13. The following hazardous and harmful production factors may occur during the operation of a fuel pourer: gas contamination of the working area air (vapours of hydrocarbons, hydrogen sulfide); increased or decreased air temperature of the working area; physical overload.

2.14. To protect against exposure to hazardous and harmful factors, it is necessary to use appropriate protective equipment.

When performing work in areas with air temperatures above 33°C, air-spraying installations must be installed.

Work in areas with low ambient temperature should be carried out in warm overalls and alternated in time with being warm.

In case of increased gas content in the air of the working area, hose gas masks PSh-1 or PSh-2 should be used.

Before starting work, it is necessary to check the serviceability of the gas mask and hoses.

The tightness of the gas mask and the hose must be checked by pinching the end of the hose with the hand while the gas mask is on. If it is impossible to breathe in this position, then the gas mask is fixed.

Before starting work, make sure that the corrugated hose supplying air to the breathing valve of the gas mask is attached to the waist belt, and the air intake pipes of the gas mask are located on the windward side of the place where harmful substances are released and are reinforced. The length of the hose must not exceed 15 m. The hose must not have sharp kinks or be pinched in any way.

2.15. The fuel oil pourer must work in overalls and use protective equipment issued in accordance with current industry standards.

2.16. The following personal protective equipment is issued free of charge to the pourer-pourer of fuel oil in accordance with industry standards:

  • canvas suit (for 12 months);
  • rubberized apron with a bib (for 9 months);
  • rubber boots (for 12 months);
  • canvas mittens (for 3 month);
  • gas mask hose PSh-1 or PSh-2 (on duty);
  • safety belt (on duty);
  • cotton jacket with insulating padding (on the belts);
  • cotton trousers with insulating padding (on the belts).

When issuing a double replaceable set of overalls, the wear period is doubled.

Depending on the nature of the work and the conditions of their production, the fuel dispenser is temporarily given additional overalls and protective equipment for these conditions free of charge.

3. Labor protection requirements before starting work

3.1. Before accepting a shift, the fuel pourer must:

  • arrange the uniform. Sleeves and floors of overalls should be fastened with all buttons, hair should be removed under a helmet. Clothing must be tucked in so that there are no hanging ends or fluttering parts. Shoes should be closed and low heels. It is forbidden to roll up the sleeves of overalls;
  • make a bypass of the serviced equipment along a certain route, check the safe condition of the equipment, fences, rotating mechanisms, platforms, flights of stairs;
  • check at the workplace the availability and serviceability of duty overalls and other protective equipment, tools and devices and their compliance with the expiration date, as well as the presence of an electric lamp, fire extinguishing equipment, posters or safety signs;
  • check in the service area for the absence of unauthorized personnel (without accompanying persons) and unnecessary items blocking passages and driveways, spilled liquid fuel and oil;
  • check the sufficiency of illumination of the working area and on the equipment being serviced (no burnt out lamps);
  • report to the superior duty officer on all identified comments and obtain permission to accept the shift.

3.2. It is forbidden:

  • test the equipment before accepting the shift;
  • come to work in a state of intoxication or drink alcohol during working hours;
  • leave the shift without registering the acceptance and delivery of the shift.

4. Labor protection requirements during work

4.1. Bypasses and inspections of equipment, as well as the performance of current work, the pourer-pouring of fuel must be carried out with the knowledge and permission of the higher duty personnel.

4.2. It is prohibited during the inspection, detour and performance of work:

  • smoking and using open fire;
  • use portable electric lamps. It is allowed to use only explosion-proof rechargeable lamps;
  • use a tool that can spark;
  • hit metal parts with a tool to avoid sparking;
  • move in an unlit area without a flashlight;
  • Clean fixtures and replace burnt out bulbs.

4.3. Before starting to drain the fuel oil, the pourer must:

  • check the availability and serviceability of equipment and equipment, personal protective equipment;
  • check the condition of the platform and passages on the loading front of the discharge, which must be leveled and cleaned of fuel oil, foreign objects and debris;
  • make sure that brake shoes are installed under the wheel pairs of tanks;
  • inspect the tank, check the serviceability of ladders and transitional platforms, clean them of ice and fuel oil, check the serviceability of the drain device of the tank;
  • make sure that the locomotive is uncoupled and moves away 5 m from the last tank;
  • check the serviceability of the fittings and pipelines of the heating device.

4.4. Fuel oil must be drained from tanks by at least two employees who are within sight of each other. It is prohibited to perform this work alone.

4.5. Ladders for transition to tanks must be equipped with locking devices from spontaneous tilting.

4.6. Climbing the stairs to the platform and being on the cistern boiler, care must be taken not to slip.

4.7. Tankers with or without ladders, platforms or platforms inoperative should be serviced using portable ladders with platforms and railings or ladders with railings. If necessary, safety belts should be used, fastened with a carabiner to the fixed parts of the flyover. These tanks must be operated by at least two persons.

4.8. When preparing for fuel oil heating in the tank, the pouring pourer must check:

  • reliability of attachment of the overhead ladder to the neck of the tank;
  • the tightness of the connection of the steam line with the rod (hose);
  • reliability of fixing the rod (hose) lowered into the tank.

4.9. The steam valve must be opened slowly and smoothly. When opening and closing the steam valve, you must position yourself to the side of it.

In the event of hydraulic shocks, the valve must be closed slowly until the shocks disappear.

After sufficient heating of the steam lines, the valve can be slowly opened again.

It is forbidden to use levers (crowbars, pipes, etc.) to open gate valves and gates. If they do not open, you should call the locksmith on duty.

4.10. It is forbidden to open the lid of the tank until the second worker, after opening the drain valve, moves away from the tank to a safe distance.

4.11. It is forbidden to supply steam to the tank boiler until the drain valve is opened.

After the end of the fuel oil heating, the hose must be disconnected only after the access of steam has ceased.

4.12. When opening the lid of the filling hatch, it is necessary to position yourself on the windward side in order to avoid inhalation of vapors and gas; it is not allowed to bend low to the neck of the tank hatch. It is forbidden to look into the hatch of the tank when steam is supplied to it.

4.13. Opening and closing the hatch covers of tanks, as well as inserting metal heating tubes and various hoses with an external metal spiral for steam supply into the tank, should be done carefully, preventing them from falling and hitting the hatch neck in order to avoid sparking.

4.14. After draining the fuel oil and cleaning the tanks completely, close the lids and drain valves only after the outer surface of the tank has cooled down to 40°C and below.

4.15. When cleaning railway tanks manually, work should be done with scrapers that do not cause sparks.

It is forbidden for workers to descend into the tanks to clean them up.

Before cleaning, the tank must be steamed and ventilated.

Sediments removed from tanks must be removed or buried in a designated place.

4.16. Before cleaning empty tanks, the fuel pourer must make sure that all folding ladders are raised to the vertical position, the wooden brake shoes are removed to the designated place, the heating devices are removed from the tanks and brought out of the unloading front.

Cleaning of empty tanks should be carried out only in the absence of personnel on the discharge paths.

Fuel oil spilled during the draining process must be removed immediately.

4.17. Fuel oil storage tanks (oil tanks) subject to inspection and repair must be freed from fuel oil. Works on cleaning from deposits and dirt should be carried out in a hose gas mask. Before starting work, natural and forced ventilation must be provided. There must be at least three people in the brigade, two of whom are at the hatch. It is forbidden for workers to descend into the oil tank without a ladder.

4.18. When clearing railway tracks from snow, the following safety rules must be observed:

  • walk along the tracks only on the side of the road or in the middle between the tracks;
  • do not get on the rails;
  • cross paths at right angles.

It is forbidden to crawl under the wagons and cross the tracks in front of the moving train.

5. Labor protection requirements during work

5.1. At the end of the shift, the pourer-pouring agent must:

  • complete current work, inspections and walks (except in emergency cases) to transfer the shift to the shift;
  • clean up the workplace;
  • clean and put away tools, inventory, overalls and other personal protective equipment in the designated place.

To prevent fire or explosion:

  • it is forbidden to use flammable and combustible substances (kerosene, gasoline, acetone, etc.) when cleaning;
  • inform the host shift about all changes, comments and malfunctions in the operation of the equipment that occurred during the shift;
  • report on the delivery of the shift to the higher duty personnel and issue operational documentation.

Australian airline Qantas is planning to install gyms on its aircraft to meet the needs of passengers and help them better cope with long flights exceeding 20 hours. New aircraft equipped with a special "health zone" in the form of a mini-gym will be available from 2025.
