Instruction on labor protection for a mechanic for the repair of road-building machines and tractors Occupational Safety and Health / Standard instructions for labor protection Safe Operation Introduction This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts of the Russian Federation containing state regulatory requirements for labor protection specified in the "General Safety Requirements" section of this work, and is intended for mechanics for the repair of road construction machines and tractors (hereinafter referred to as mechanics ) when they perform work in accordance with their profession and qualifications. General safety requirements 1. Locksmiths who have undergone appropriate training and have professional skills before being allowed to work independently must undergo:

3. To protect against mechanical impacts, locksmiths are required to use cotton suits provided by employers free of charge, combined mittens, leather boots with a metal toe cap. In addition, in the winter season, suits with insulating padding and felt boots. Locksmiths must wear safety helmets when on site. When working with a welder, use goggles with protective light filters, and when working on a grinding machine and in a viewing hole, use safety glasses. 4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, locksmiths are obliged to comply with the internal regulations adopted in this organization. Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited. 5. In the course of daily activities, locksmiths must:

Locksmiths are obliged to immediately notify their immediate or higher supervisor about any situation that threatens the life and health of people, about every accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning). Safety requirements before starting work 7. Before starting work, the locksmith must: a) put on a helmet, overalls, special footwear of the established sample; b) present to the manager a certificate of verification of knowledge of safe working methods; c) receive a task to perform work from a foreman or manager and undergo instruction at the workplace, taking into account the specifics of the work performed. 8. After receiving the task from the foreman or work manager, locksmiths must: a) prepare the necessary personal protective equipment and check their serviceability; b) check the workplace and approaches to it for compliance with safety requirements; c) select the tools, equipment and technological equipment necessary for the performance of work, check both serviceability and compliance with safety requirements; d) when using a portable electric lamp, check its serviceability and the integrity of the insulation of the hose wire. 9. Locksmiths should not start work with the following violations of safety requirements: a) malfunctions of technological equipment, protective equipment for workers and tools (wrenches, metal hammers, sledgehammers, chisels, cores, etc.) specified in the manufacturer's instructions for their operation, in which their use is not allowed; b) untimely carrying out of the next tests (technical inspection) of technological, equipment, tools and devices; c) untimely carrying out of the next tests or expiration of the service life of the protective equipment for workers, established by the manufacturer; d) unstable position of units, assemblies of construction equipment; e) being near electrical wires and electrical installations under voltage; f) insufficient illumination or clutter of workplaces and approaches to them; g) lack of fire extinguishing equipment. Detected violations of safety requirements must be eliminated on their own before the start of work, and if it is impossible to do this, locksmiths are obliged to report them to the foreman or work manager. Safety requirements during work 10. In the process of work, locksmiths must comply with the following requirements: a) when repairing or maintaining road construction equipment, hang a sign on the steering wheel or levers of the machine "Do not start the engine - people are working!"; b) carry out repair or maintenance work on road construction machines with the engine off, with the exception of work on adjusting the carburetor, checking electrical equipment and the brake system; c) climb under the car and get out from under it should be from the side opposite the passage, and being under the car, should be placed between the wheels or tracks along the car; d) before the start of welding, drain gasoline, diesel fuel and oil, and close the gas tanks with asbestos covers; e) disassembly and assembly of units should be carried out in stationary or mobile workshops only on special stands equipped with fixing devices; f) do not perform work on individual units of machines lifted by a lifting mechanism; g) lower on supports or block the assembly units of machines, units that can move under the action of their own weight, and also place chocks (shoes) under the tracks and wheels of the machines; h) do not store flammable liquids and cleaning materials at the workplace. 11. Jacks should be installed on a solid and stable wooden base. The lifting height of the jack must correspond to the required lifting height of the machine and its parts. After lifting the machine with jacks, trestles should be substituted. It is prohibited to work under a machine that is only jacked up and not on trestlers. 12. When working on a dump truck with a raised body, you must first install the body on the stop bar. 13. Draining oil and water from the machine units must be done only in a special container. Oil accidentally spilled on the floor or dropped grease should be immediately covered with sawdust or dry sand and collected in a specially designated place. 14. If it is necessary to manually rotate the crankshaft or cardan shaft, mechanics must check whether the ignition and fuel supply are turned off (for diesel cars), put the gear lever in neutral position, and release the parking brake. After finishing work, tighten the brake lever and engage first gear. 15. Disassembly and assembly of wheels should be carried out on a stand or a flat, clean area. Wheel tires should only be inflated if there is a guard or safety device. It is forbidden to upset the retaining ring with a hammer or sledgehammer. 16. When repairing and servicing road-building machines with a high platform, locksmiths must use special step-ladders with steps not less than 300 mm wide. Ladders are not allowed. 17. When repairing road construction machines, the engine, gearbox, rear and front axles, body and frame should be removed, transported and installed using lifting and transport mechanisms equipped with inventory gripping devices that guarantee safe performance of work. 18. Checking the alignment of holes when assembling assemblies should be performed using a cone mandrel. 19. Inspection and repair of machines in the inspection pit should be done with goggles. 20. When sweeping chips and dust from a workbench or parts, use a hair brush and goggles. It is forbidden to blow off metal shavings (sawdust) with compressed air. 21. When inspecting machines in stationary premises, one should use a portable electric lamp with a voltage of no higher than 42 V, and in high humidity or in the open air - no higher than 12 V. It is not allowed to use open fire when inspecting machines. 22. When working with an electric welder, goggles with protective filters should be used. 23. When using lifting mechanisms for slinging units and parts, locksmiths with a slinger's certificate are allowed. 24. Locksmiths working with hand-held electric machines must have group I for electrical safety and group II when working with hand-held electric machines of class 1 in rooms with increased danger. Safety requirements in emergency situations 25. In the event of a fire, it is necessary to stop work, take part in extinguishing the fire (with fire extinguishers, asbestos blankets, sand or a strong stream of water), and if it is impossible to eliminate the fire, the fire brigade should be called. 26. In case of loss of stability of units and assemblies of road-building machines during repair work, they should be stopped and the foreman or work manager should be informed about the incident. After that, locksmiths must take part in preventing arbitrary movement of machine parts. Safety requirements at the end of work 27. At the end of the work, locksmiths must: a) tidy up the workplace, remove tools, fixtures and materials; b) disconnect from the network the power tools, machines and mechanisms used in the work; c) remove hand tools and overalls, footwear and personal protective equipment in a place intended for storage; d) report all problems noticed during work to the foreman or manager.
