General requirements for labor protection 1.1. This instruction provides for the basic requirements for labor protection for workers engaged in tank cleaning in organizations. 1.2. When performing stripping operations, it is necessary to take into account the dangerous and harmful properties of petroleum products: fire hazard, explosion hazard, toxicity, volatility, and the ability to become electrified. 1.3. Cleaning of tanks from oil products is carried out by specially trained and trained workers admitted to this work by the medical commission. Cleaning is carried out in accordance with the tank cleaning schedule and in accordance with the instructions for cleaning the tanks from oil residues. 1.4. To carry out clean-up work, a work permit is issued for the performance of high-risk work in the prescribed form. Persons under the age of 18 and women are not allowed to clean the tanks. 1.5. When working in tanks for respiratory protection, hose or oxygen-insulating gas masks should be used in accordance with current state standards. Cleaning of the tank is carried out only in the daytime. 1.9. The place of cleaning work must be provided with fire extinguishing equipment and personal protective equipment. 2. Labor protection requirements before starting work 2.1. Before cleaning the tanks, all preparatory measures specified in the work permit are carried out. 2.2. Enter in the work permit by the employee responsible for carrying out the stripping work, information about the composition of the stripping team and marks about their briefing. 2.3. Work inside the tank should be started after receiving a completed act of readiness of the tank for stripping work, signed by the commission of the organization consisting of the chief engineer, labor protection engineer, representative of the commodity shop and fire protection worker. When cleaning the tank, the person responsible for cleaning work should be at the workplace. 2.4. Check and prepare tools and fixtures for work. It is not allowed to work with faulty tools and devices. 2.5. Check ventilation and tank lights. Switching on and off ventilation and lights should be carried out outside the bunding of the tank. 2.6. It is necessary to provide degassers (bleach, kerosene, hot water, soap), as well as a first aid kit, to a team that cleans tanks from leaded gasoline. 3. Labor protection requirements during work 3.1. Work in the tank should be in a gas mask. Work without respiratory protective equipment is allowed by the chief engineer, provided that the volume fraction of oxygen inside the tank is at least 20%, and the content of harmful vapors and gases is less than the maximum permissible concentrations. At the same time, exclude the possibility of harmful, explosive and explosive vapors and gases from outside entering the tank. 3.2. Carry out work in the tank at an air temperature not higher than 35°C and relative humidity not higher than 70%. 3.3. After removing the remainder of the oil product, disconnect the tank from all pipelines, except for the cleaning one, by installing plugs with a tail indicator. Steam the tank, then rinse it with water for the time specified in the production instructions. 3.4. Record the installation of stubs in a special log. Notify the maintenance personnel of this area about the places for installing plugs. 3.5. Conduct intensive ventilation of the tank and control the content of harmful vapors and gases in the air at least every 1 hour. 3.6. Control air analyzes should be carried out during breaks in stripping work for more than 1 hour, if signs of oil product vapors entering the tank are detected, or if the meteorological situation changes. In the event of an increase in the concentration of harmful vapors above the sanitary standards, stop cleaning work, remove workers from the danger zone. Stripping can be continued only after identifying the reasons for the increase in the concentration of harmful vapors and taking measures to reduce their concentration to sanitary standards. The decrease in vapor concentration must be confirmed by repeated air analysis. 3.7. Observe additional precautions when cleaning deposits with pyrophoric compounds - do not allow deposits to dry out, keep them moist. Remove dirt and deposits in a specially designated place. It is not allowed to dump dirt and deposits into the sewer. 3.8. To enter the tank in overalls, safety shoes, a hose insulating gas mask, with a safety belt with cross-shaped straps and a signal rope. The end of the rope brought out of the hatch of the tank must be at least 5 m long. Observers at the manhole hatch (at least two) have the same protective equipment. The observer should monitor the signal and behavior of the worker in the tank, the condition of the air hose of the gas mask and the location of the air intake device, if necessary, the worker should be evacuated from the tank. 3.9. When cleaning tanks, hose gas masks are used to provide breathable clean air. If it is necessary to carry out work at a distance of more than 10 m from the place of clean air intake, use a hose gas mask with forced air supply, with mandatory constant monitoring of the operation of the blower. 3.10. The duration of continuous work in a gas mask in the tank is no more than 15 minutes, after which the employee needs to rest in the fresh air for at least 15 minutes. 3.11. Maintain in good condition portable wooden ladders used to lower the worker into the tank, work inside it and rise from the tank, which must comply with labor protection conditions. Checking the serviceability and reliability of fixing the stairs at the place of work should be carried out in the presence of the person responsible for the work. 3.12. All tools necessary for work should be fed into the tank in a way that excludes their fall, sparking, and injury to workers. 3.13. It is not allowed to pass people into the tank during mechanized washing and degassing of the tank. 4. Labor protection requirements in emergency situations 4.1. When performing cleaning work in the tank, an emergency situation may occur due to an increase in gas content, fire and explosion inside the tank, etc. In the event of an emergency, workers cleaning the tanks should leave the tank, inform the fire brigade and the management of the enterprise. 4.2. Prior to the arrival of the relevant services, employees should take measures to eliminate the accident and provide assistance to the victims. 4.3. Stop cleaning of tanks at the request of the employee responsible for cleaning, the head of the workshop, a representative of the safety service, representatives of the inspecting authorities. 4.4. If a worker shows signs of poisoning, the worker responsible for cleaning the tank must be instructed to stop work, evacuate the victim from the tank for first aid, and, if necessary, send him to a medical facility. Further cleaning work should be resumed only after the elimination of the causes that caused the poisoning of the worker. 5. Labor protection requirements at the end of work 5.1. The employee responsible for the work to draw up an act on the performed cleaning. 5.2. Carefully inspect the space inside the tank and make sure that there are no objects. 5.3. Put the working tools and devices in order and put them in the place intended for them. 5.4. Clean gas masks from dirt, wipe the inner and outer surfaces of the mask, glasses. Put gas masks in bags and put them in storage. 5.5. Place work clothes in specially equipped cabinets, take a shower and change clothes.
