The instructions for the gas station operator apply to all divisions of the enterprise. 1.2. The instructions were developed on the basis of DNAOP 0.00-8.03-93 "Procedure for the development and approval by the owner of regulations on labor protection in force at the enterprise", DNAOP 0.00-4.15-98 "Regulations on the development of instructions on labor protection", DNAOP 0.00-4.12-99 " Model regulations on training on labor protection issues", DNAOP 0.00-1.28-97 "Labor safety rules in road transport", "Rules for the technical operation of gas stations", NAPB A.01.001-95 "Fire safety rules in Ukraine". 1.3. The instruction is valid for 3 years from the date of approval. 1.4. According to these instructions, the gas station operator is instructed before starting work (initial instruction), and then every 3 months (repeated instruction). The results of the briefing are entered into the "Logbook of registration of briefings on labor protection issues." The log after the instruction must contain the signatures of the instructor and the gas station attendant. 1.5. The owner must insure the gas station operator against accidents and occupational diseases. In the event of damage to the health of the gas station due to the fault of the owner, he (the gas station) has the right to compensation for the damage caused to him. 1.6. For failure to comply with this instruction, the gas station operator bears disciplinary, material, administrative and criminal liability. 1.7. Persons at least 18 years of age who have undergone a medical examination, special training and testing of knowledge in this profession, introductory instruction in labor protection, on-the-job instruction and fire safety instruction are allowed to work as a gas station attendant. A repeated knowledge test is carried out after 12 months. 1.8. The dispenser must: 1.8.1. Comply with internal labor regulations. 1.8.2. Be attentive to the sound signals of vehicle drivers. 1.8.3. Use overalls and personal protective equipment. 1.8.4. Perform only the work that is entrusted to the head and in which he is instructed. 1.8.5. Do not follow instructions that contradict occupational health and safety regulations. 1.8.6. Do not allow the presence of unauthorized persons in the workplace. 1.8.7. Keep the workplace clean and free from clutter. 1.8.8. Remember personal responsibility for the implementation of labor protection rules and the safety of colleagues. 1.8.9. Follow fire safety rules and be able to use fire extinguishing equipment. 1.8.10. Know the means and be able to provide first aid to accident victims. 1.8.11. Do not leave your workplace. If you need to leave your workplace, turn off all electrical appliances. 1.8.12. Do not carry out work related to the repair and maintenance of electrical equipment. 1.9. The main harmful and dangerous production factors affecting the tanker: 1.9.1. Vapors of petroleum products. 1.9.2. Waste gases. 1.9.3. Moving vehicles. 1.9.4. Lack of special equipment, devices, tools. 1.9.5. High or low temperature, air humidity of the working area. 1.9.6. Increased noise levels, vibrations in the workplace. 1.9.7. Insufficient illumination of the workplace. 1.10. The tanker is provided with special clothing: when performing work on refueling vehicles with fuel and lubricating oils - a cotton robe, combined gloves; for outdoor work in winter, additionally - a cotton jacket and trousers with an insulated lining, felt boots; the rest of the year - a waterproof raincoat. 1.11. Persons who have completed training in the fire-technical program and have the appropriate certificate are allowed to work at gas stations. 1.12. At gas stations, posters must be posted in prominent places, including driver responsibilities when refueling vehicles, as well as fire safety instructions and measures. 1.13. Places for refueling and discharging petroleum products must be illuminated at night. 1.14. Gas stations should be equipped with telephone and loud-speaking communication. 1.15. The covers of drain and metering pipes, hatches, inspection and drain wells must be closed. 1.16. Measuring the level of petroleum products in tanks must be carried out using standard measuring instruments (devices) specially designed for this purpose. 1.17. Discharge of petroleum products into underground tanks must be done in a closed manner (using a pipeline or through a hose). Before draining petroleum products from tank trucks into a tank, the level of petroleum products in this tank should be measured. The draining process must be controlled by the gas station employee and the tanker driver. The tips of the drain hoses must be made of a material that prevents the formation of sparks in the event of impacts on the tank body, and grounded. 1.18. Tankers must be connected to a grounding device during draining. The flexible grounding conductor must be permanently connected to the body of the tank truck and have at the end a device for connecting to the grounding device (clamp, special tip, etc.). Each tank of a road train must be grounded individually until the oil products are completely drained from it. 1.19. Each maintenance, repair, and inspection of dispensers must be recorded in the equipment repair log. 1.20. Cleaning of tanks must be carried out at least once every two years in accordance with the requirements of GOST 1510-84, as well as in case of changing the brand of petroleum product. 1.21. The tightness of flanged, threaded and other types of connections in columns, dispensing hoses, pipelines and fittings must be constantly monitored, and any leaks must be repaired immediately. 1.22. The covers of inspection and receiving wells are allowed to be opened only for measurements and sampling during drainage operations and carrying out preventive measures. 1.23. To open and close the caps of metal containers and carry out other work in explosive areas, gas stations must have a set of metal tools that do not generate sparks. 1.24. The efficiency of ventilation units must be checked annually by specialized organizations with a note in the log. 1.25. The territory of the gas station must be planned in such a way as to prevent spilled petroleum products (including in the event of an accident) from reaching its boundaries. Cars waiting in line to refuel must be located near the entrance to the gas station, outside the area where fuel tanks and pumps are located. 1.26. It is prohibited to smoke, carry out repairs and other work related to the use of open fire both inside the gas station and at a distance of less than 20 m from its territory. 2. Safety requirements before starting work 2.1. Get a job assignment. 2.2. Put on overalls, button up your sleeves, tuck in your clothes so that there are no hanging ends, and tuck your hair under your headdress. 2.3. Prepare the workplace for safe work: remove extraneous things, make sure that the workplace is sufficiently lit, clear passages and approaches to it. 2.4. Arrange working tools and accessories in a convenient and safe order for use. 2.5. Check the presence and reliability of grounding of dispensers and pistols, and the serviceability of electrical wiring. 2.6. Make sure that fire extinguishing equipment is available and in good working order (boxes with sand, fire extinguishers, asbestos blankets, fire shield and its completeness, etc.). 2.7. In winter, snow must be cleared from driveways. 3. Safety requirements during work 3.1. When refueling at gas stations, the following requirements must be observed: 3.1.1. Motorcycles and scooters are supplied to gas stations with their engines not running, which must be started and stopped at a distance of at least 12 m from the pumps, and cars must be driven under their own power, followed by stopping the engine before the refueling process begins. 3.1.2. Petroleum products are supplied directly to gas tanks. It is prohibited to dispense fuel into polyethylene cans and glass containers. 3.1.3. Parts of cars, motorcycles and scooters doused with petroleum products are wiped dry by drivers before starting the engines. 3.1.4. Oil products accidentally spilled on the ground must be covered with sand. Sand saturated with petroleum products and oily cleaning materials are collected in metal boxes with tight-fitting lids, and after the end of the working day they are removed from the territory of the gas station. 3.1.5. The distance between the car being refueled and the car standing behind it must be at least 3 m, and the distance between other cars standing in line must be at least 1 m. At the same time, each vehicle must be provided with the ability to maneuver and exit from the territory of the gas station. 3.2. Cleaning the gas station area should be done using tools made of wood or non-ferrous metals. 3.3. Used oily rags must be placed in a metal box and closed tightly. 3.4. On the territory of the gas station it is prohibited: 3.4.1. Refueling vehicles with running engines. 3.4.2. Passage of vehicles over underground reservoirs. 3.4.3. Work in clothes and shoes doused with gasoline. 3.4.4. Refueling of vehicles (except cars) containing passengers. 3.4.5. Refueling of vehicles loaded with dangerous goods (explosives, compressed and liquefied flammable gases, flammable, combustible, poisonous and radioactive substances, etc.). 3.4.6. Entering the gas station territory and refueling tractors not equipped with spark arresters. 3.4.7. Dispensing of fuel by dispensers, which are connected to the tanks being filled (during the draining of petroleum products). 3.4.8. Connect grounding conductors to painted and contaminated parts of the tanker. 3.4.9. Use as grounding conductors for pipelines with flammable, combustible substances and combustible gases, as well as other pipelines. 3.4.10. Operation of explosion-proof electrical equipment with removed parts of the shell, including fastening parts provided for by its design. 4. Safety requirements after finishing work 4.1. Tidy up your workspace. Place tools and equipment in the designated place. 4.2. Clean and, if necessary, dry the workwear and put it in the designated place. 4.3. Wash your face and hands thoroughly with soap. Take a shower if possible. Washing your hands with petroleum products is prohibited. 4.4. Report all shortcomings that occurred during work to the manager. 5. Safety requirements in emergency situations 5.1. Immediately stop work, turn off the power, remove vehicles from the territory of the gas station, and do not allow unauthorized persons into the danger zone. 5.2. Report what happened to the manager. 5.3. If a fire occurs, you must immediately stop refueling, call the fire department, and begin extinguishing the fire using available fire extinguishing means. 5.4. If there are casualties, provide them with first aid. If necessary, call an ambulance. 5.5. Providing first aid. 5.5.1. First aid for electric shock. In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand. If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this state, the revival must begin immediately, and then call an "ambulance". 5.5.2. First aid for injury. To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage. If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds. 5.5.3. First aid for fractures, dislocations, shocks. In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso. In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion. If a spinal fracture is suspected, it is necessary to place the victim on a board without lifting him, turn the victim on his stomach face down, while making sure that the torso does not bend in order to prevent damage to the spinal cord. In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation. 5.5.4. First aid for burns with acids and alkalis. If acid or alkali gets on the skin, the damaged areas must be thoroughly rinsed with water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burned with alkali - with a 3% solution of boric acid or a solution of acetic acid . In case of contact with the mucous membrane of the eyes of acid or alkali, it is necessary to rinse the eyes thoroughly with a stream of water for 15-20 minutes, wash them with a 2% solution of baking soda, and burnt alkali with a 3% solution of boric acid or a 3% solution of acetic acid. acids. In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda. If acid enters the respiratory tract, it is necessary to breathe with a 10% solution of baking soda sprayed with a spray bottle, if alkali enters, a sprayed 3% solution of acetic acid. 5.5.5. First aid for thermal burns. In case of burns with fire, steam, hot objects, in no case should you open the formed blisters and bandage the burns with a bandage. For first-degree burns (redness), the burned area is treated with cotton wool soaked in ethyl alcohol. For second-degree burns (blisters), the burned area is treated with alcohol or a 3% manganese solution.
