1. General provisions

1.1. Persons who have a driver's license for driving vehicles of the corresponding category are allowed to work on driving a snowplow, and persons who have a certificate for the right to drive it and are recognized as fit for this work by a medical commission are allowed to work on driving a snowplow mounted on a tractor.

1.2. The driver who is hired must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, techniques and methods of providing first aid to victims, must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions, against signature, about the rules of conduct in case of accidents.

Before starting work directly at the workplace, the driver must undergo an initial briefing on safe methods of work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

1.3. The snowplow driver after the initial briefing at the workplace must undergo an internship for 2-15 shifts (depending on length of service, experience and nature of work) under the guidance of an experienced qualified snowplow driver, who is appointed by order (order) for the enterprise.

1.4. Repeated briefing on the rules and methods of safe work and labor protection, the snowplow operator must pass:

  • periodically, at least once a quarter;
  • with unsatisfactory knowledge of labor protection no later than a month;
  • in connection with an admitted case of injury or violation of labor protection requirements that did not lead to injury.

1.5. The snowplow driver must work in overalls and special footwear provided for by the Model Industry Standards - cotton overalls, combined two-toed mittens.

In addition, on external robots in winter - in a jacket and cotton trousers with insulated lining and a signal vest.

1.6. Tools and devices must only be used for their intended purpose.

1.7. The driver is not allowed to work while intoxicated.

1.8. In case of accidents, the driver must be able to provide the victim with first medical aid, and in case of emergency, call for prompt medical assistance.

1.9. Automobile snowplows of all types must have red flags installed on the hood or rear side of the body during the day, a spotlight on the cab and a red light in the upper left corner of the rear side or on the hood of an autonomous engine at night.

Operation of the snowplow on road sections with a slope exceeding 10° without chains on the wheels is prohibited.

1.10. The snowplow must be in good condition and have a valid signaling device, brakes, fire fighting equipment, lighting, a set of serviceable tools, equipment and devices for work (lifts, shoes, stops, etc.).

It is forbidden to work on faulty machines.

1.11. Cleaning materials on the machine should be stored in closed metal boxes.

Do not store gasoline or other flammable substances on the machine.

1.12. In the event of a malfunction of the fuel system, the driver is forbidden in all cases to pour gasoline into the carburetor with a hose directly from the tank or in any other way.

1.13. While working on the road, the driver must comply with the requirements of the "Rules of the Road of Ukraine", this instruction, as well as take all possible measures to prevent and eliminate emergency situations.

1.14. To facilitate starting the engine in winter, fluids with a low freezing point (antifreeze) should be used in the cooling system.

When using antifreeze, the driver must comply with safety requirements in accordance with DNAOP 0.00-1.28-97 "Rules for the protection of work in road transport."

2. Safety requirements before starting work

2.1. Before leaving the line, the driver must check the technical condition of the snowplow, which guarantees traffic safety and uninterrupted operation, paying special attention to:

  • good condition of brakes, steering, lighting devices;
  • filling with fuel, lubricating oil and water;
  • air pressure in tires in accordance with the norms;
  • the condition of the springs;
  • fixing the gearbox and power take-off;
  • crankcase mount and the presence of oil in it;
  • the work of the brush and the operation of its pile;
  • the operation of the hydraulic control system for lifting the blade and brush;
  • actuation and fastening of knives on the blade;
  • the condition of the push rod springs.

2.2. It is necessary to fill the car with fuel when the engine is not running. Do not smoke or use open flames while refueling.

2.3. Before starting the engine, the machine must be braked with the gear lever in neutral position.

2.4. The engine should be started using the starter.

2.5. When starting the engine with the starting handle, you must adhere to the following rules:

  • turn the starting handle from bottom to top;
  • do not take the handle in the girth;
  • do not use any levers and amplifiers that act on the crank or crankshaft ratchet.

2.6. When testing the brakes on the move of the snowplow, the following requirements must be met:

  • the site must be flat, with a hard surface, without potholes and slopes;
  • the dimensions of the site should exclude the possibility of the car colliding with people, buildings, etc. in the event of a brake failure;
  • the presence of unauthorized persons in the cab of the machine, on the footboard is prohibited.

2.7. When operating the machine on ethyl gasoline, you must adhere to the following rules:

  • refuel and pump ethyl gasoline should be mechanized, standing on the windward side of the machine;
  • it is forbidden to fill buckets, carry ethyl gasoline in open containers, and also suck it in by mouth through a hose;
  • siphon and purge the gas system only with a pump.

2.8. A snowplow that runs on ethyl gasoline must have a sealed gas system, which will prevent fuel from leaking from the tank, gas line, sump, fuel pump.

2.9. Do not operate a machine running on ethyl gasoline with exhaust fumes entering the cab.

If there is a smell of gasoline during operation, the machine should be stopped immediately, the cause of the smell should be found and the fault repaired.

2.10. Before starting work, the operator must:

  • get a waybill, check the correctness of its filling and sign it;
  • obtain the necessary equipment in accordance with the conditions of the forthcoming work;
  • get acquainted with the nature of the forthcoming work and road conditions, meteorological forecast for the working day;
  • if the route is unfamiliar, get the necessary explanations.

3. Safety requirements during work

3.1. When working on the line, the snowplow operator must:

  • choose the speed of movement, taking into account road conditions, visibility, visibility, intensity and nature of the movement of vehicles and pedestrians;
  • when approaching a crossroads, crossing and other obstacles, as well as when driving on ice or on wet and slippery roads, do not brake sharply to avoid skidding.

3.2. When repairing a snowplow on the line, it is necessary to take measures to prevent an accident: pull over to the side of the road, in case of poor visibility, turn on the rear light, turn off the engine, brake the car with a hand brake, put stops under the wheels.

3.3. During operation and maintenance of the snow blower, it is prohibited:

  • carry out work under the blade or directly next to it, if it is in a raised position, without a special stand, which excludes arbitrary lowering of the blade;
  • operate the machine without the brush drive chain guard and lubricate the drive chain as the brush rotates;
  • clean the pile with hands without gloves;
  • the presence of someone near the dump when it is lowered and the presence of unauthorized persons in the area of ​​​​operating machines.

Work on adjusting the brush and fastening its individual parts is allowed when the brush is not working, the transmission is turned off and the engine is turned off.

3.4. The snow plow and brush must have serviceable hydraulic lifts and devices that fix them in the raised (transport) position.

It is forbidden to operate the snow thrower if the lifts and devices are out of order.

3.5. During the movement of snowplows in one direction, the distance between them must be at least 15 m.

3.6. When working on a snowplow in sunny weather, the driver must use light-protective glasses.

3.7. On a rotary snow blower, when driving during snow removal, it is necessary to keep a distance of at least 1 m from the edge of the rear wheel to the edge of the subgrade or road furnishings.

3.8. In the event that during work on the line there are malfunctions in the blade or brush hydraulic lift, in which they do not rise to the transport position, the driver must call a mechanic to eliminate the malfunctions. If it is impossible to provide technical assistance on the line, the driver is allowed to drive the snowplow to the garage (with the brush down) at a speed not exceeding 12 km/h.

3.9. Faulty vehicles may only be towed by technical assistance vehicles equipped with towing devices.

3.10. When towing defective machines, the following rules must be observed:

  • the towed machine must have serviceable brakes, and in case of a malfunction, they must be towed on a rigid clutch;
  • a machine with a faulty front axle and steering should be transported on the platform of another machine;
  • the tug can be attached to special hooks, towing devices or the frame of the machine; it is prohibited to attach a tug to the front axle of the car;
  • the driver who sits behind the wheel of the towing vehicle must drive it smoothly, without sharp accelerations, braking, and also turns. Before braking or before stopping, the driver must give a warning signal;
  • the driver behind the wheel of the towing vehicle must ensure that the towing vehicle is under tension at all times. This prevents the tug from breaking;
  • only the driver can be on the towed car;
  • the towed machine must have a working sound signal;
  • connect the towed machine with a metal rod, a strong steel rope or a chain of the required length with a colored flag in the middle;
  • the length of the flexible coupling should be 4-6 m, and the connecting link of the rigid coupling - no more than 4 m;
  • at night, the rope, chain or rod when towing the machine must be well lit by the headlights of the towed machine.

It is forbidden to tow a faulty machine with ropes, wires.

3.11. Snow plows that are sent to maintenance or repair posts must be cleaned of dirt, snow and washed.

3.12. Maintenance and repair of snow plows should be carried out in places (posts) designated for this purpose, equipped with the necessary devices (inspection pit, lift, overpass, turntable, etc.), as well as devices, devices, inventory and tools.

3.13. Do not perform any maintenance or repairs on the snow thrower while the engine is running, other than adjusting the engine and brakes.

3.14. When the snowplow is stopped at a maintenance or repair post, a sign must be hung on the steering wheel: "Do not start the engine - people are working."

When servicing the machine on a lift (hydraulic, electromechanical), block the lift with a locking pin or bar, install a sign on the lift control mechanism with the inscription "Do not touch - people are working under the machine!".

3.15. If during repair it is necessary to remove the wheels, then it is necessary to put inventory stands under the car, and stops (shoes) under the wheels.

It is forbidden to carry out any work on the machine with the wheels removed, hung out only on jacks.

It is forbidden to place wheel rims, boards, bricks and other objects under a suspended car.

3.16. If the removal of individual units and parts is associated with a large physical load or inconvenience in work, devices (pullers) should be used that guarantee the safety of this work.

3.17. Remove, transport and install individual units of the machine (engine, gearbox, rear axle, brush, blade, etc.) using lifting and transport mechanisms equipped with devices (grabs) that guarantee complete safety of work.

3.18. It is forbidden to use defective tools and devices.

4. Safety requirements after finishing work

4.1. Upon returning from the line, together with the mechanic, inspect the snowplow and eliminate the identified malfunctions.

4.2. If the snow blower is technically sound, daily maintenance should be carried out and the prepared machine should be parked in the parking area.

4.3. After finishing work, you must:

  • stop the engine and turn off the power take-off shaft;
  • return the rotor casing to the extreme position;
  • at a complete stop of the shafts, raise the working body to the transport position and put the fixing pins;
  • turn off the hydraulic pump.

4.4. When storing without garages in winter, it is necessary to drain the water from the cooling system, tighten the hand brake.

4.5. Do not stay overnight in a closed car with the engine running.

4.6. At the end of work, you should take off your overalls, hang them in a cabinet specially designated for this, wash your hands and face with warm water and soap, or take a shower.

5. Safety requirements in emergency situations

5.1. If a malfunction occurs in the snowplow that threatens traffic safety and the safety of the machine, the driver must take measures to eliminate the damage, and if this is not possible, go to the garage in compliance with the necessary agreed measures.

5.2. If the fuel catches fire, first of all it is necessary to turn off the fuel cock, stop the engine, open the hood if it is closed, and direct a stream of foam or carbon dioxide fire extinguisher at the source of combustion. In the absence of a fire extinguisher, throw a tarpaulin, felt or throw sand at the burning place. Do not extinguish burning fuel with water.

5.3. If the snowplow driver gets into meteorological conditions that are dangerous to life and health, he must immediately stop working, notify the administration by radio.
