1. General provisions

1.1. Boiler servicing is allowed for persons not younger than 18 years old who have undergone a medical examination, training, are certified and have a certificate for the right to service boilers.

1.2. The driver hired must undergo an introductory briefing on labor protection, industrial sanitation, fire safety, techniques and methods of providing first aid to victims, must be familiarized with the working conditions, rights and benefits for working in harmful and dangerous working conditions, against signature. rules of conduct in the event of an accident.

Before starting work directly at the workplace, the driver must undergo an initial briefing on safe methods of work.

On the conduct of introductory briefing and briefing at the workplace, appropriate entries are made in the Logbook for the registration of introductory briefings on labor protection issues and the Logbook for the registration of briefings on labor protection issues. At the same time, the signatures of both the one who was instructed and the one who instructed are required.

Training and certification of drivers (operators) of the boiler house is allowed to be carried out with the permission of the State Supervision Service of Ukraine in vocational schools, in training and course complexes (courses), as well as in courses that are specially created at enterprises.

Training programs should be drawn up on the basis of Model programs agreed with the State Supervision Service of Ukraine.

Individual (independent) training of personnel is not allowed.

1.3. Certification of the driver (operator) of boilers is carried out by the commission with the participation of the inspector of the State Supervision Service of Ukraine.

The driver must be issued a certificate signed by the chairman of the commission, an inspector of the State Supervision Service of Ukraine.

1.4. Periodic testing of the knowledge of the driver who maintains the boilers should be carried out at least once every 1 months.

Extraordinary examination of knowledge is carried out:

  • in case of transfer to maintenance of boilers of another type;
  • when transferring the boiler to burning another type of fuel;
  • by decision of the administration or at the request of the inspector of the State Supervision Service of Ukraine.

1.5. The operator servicing the boilers, after the initial briefing at the workplace, must undergo an internship (2-15 days) before being allowed to work independently to develop practical skills according to a program approved by the management of the organization.

1.6. The driver's admission to independent maintenance of boilers must be issued by order of the organization.

1.7. The boiler room operator must perform work in overalls and safety shoes, which are provided for by the Model Industry Standards.

When operating a boiler house on solid mineral fuel:

  • with mechanical loading - a cotton suit, combined gloves, goggles;
  • when loading manually - a cotton suit with fire retardant impregnation, leather boots, combined gloves, goggles;
  • when operating a liquid fuel boiler room - a cotton suit, combined gloves, goggles;
  • when operating the boiler room on gas - cotton overalls.

1.8. It is forbidden to instruct the driver (operator) of the boiler room, who is on duty, to perform any other work not provided for in this instruction.

1.9. It is forbidden to leave the boiler without constant supervision of the driver, both during the operation of the boiler and after it has stopped, until the pressure in it drops to atmospheric.

1.10. It is allowed to operate the boilers without constant monitoring of their work by the driver in the presence of automation, alarm and protection, ensuring the maintenance of the normal mode of operation, the elimination of emergencies, as well as the shutdown of the boiler in case of violations of the operating mode that can cause damage to the boiler.

1.11. When transferring a driver to maintenance of gaseous fuel boilers, he must undergo training and knowledge testing in the manner prescribed by the "Safety Rules for Gas Supply Systems of Ukraine".

1.12. When taking on duty, the boiler operator must familiarize himself with the entries in the shift log and check the serviceability of the serviced boilers and their equipment, as well as the serviceability of emergency lighting and alarms to call the administration.

1.13. Acceptance and surrender of duty in the boiler room should be documented by the shift supervisor with an entry in the shift log indicating the results of checking the boilers and their equipment, water-indicating devices, alarms for limiting water levels, pressure gauges, warning valves, power supplies and automation equipment.

1.14. It is not allowed to take and hand over duty during the elimination of accidents in the boiler room. During duty it is forbidden to sleep and drink alcohol.

1.15. It is forbidden to leave the boilers unattended until the complete cessation of combustion in the furnace, the removal of fuel residues from it and the pressure drop to zero.

1.16. The boiler room, boilers and all equipment must be kept in good condition and proper cleanliness. It is forbidden to clutter up the boiler room or store any materials and objects in it. Passages in the boiler room and exits from it must always be free. Doors to exit the boiler room should be easy to open.

1.17. Opening hatches and hatches, as well as repairing the elements of the boiler is only allowed when there is a complete absence of pressure. Before opening hatches and hatches located within the boundaries of the body of water, water must be removed from the elements of the boiler.

1.18. It is possible to carry out work inside furnaces and gas ducts only at a temperature not exceeding 50-60 ° C with a written permission (along with a permit) of the responsible person, which is issued after a corresponding check of the place of work. The stay of a worker inside the boiler or flue at these temperatures should not exceed 20 minutes.

1.19. On valves, gate valves and dampers when disconnecting sections of pipelines and gas ducts, as well as on starting devices for smoke exhausters, blowers and fuel feeders, posters "Do not turn on, people are working" should be posted. At the same time, fusible links must be removed from the starters of smoke exhausters, draft fans and fuel feeders. The installation and removal of inserts is carried out according to the tolerance.

1.20. When working in the boiler, on its platforms and in gas ducts for electric lighting, a voltage of no higher than 12 V should be used.

1.21. Before closing the hatches and manholes, it is necessary to check whether there are people or foreign objects inside the boiler, as well as the presence and serviceability of the devices installed inside the boiler.

1.22. The boiler operator must not follow the instructions of the administration, which contradict the instructions regarding the work performed by him, and may lead to an accident or an accident.

2. Safety requirements before starting work

2.1. The driver must put on the appropriate overalls before starting work.

2.2. Before ignition, it is necessary to check the readiness of the boiler and all auxiliary equipment for operation by a thorough inspection. In doing so, you need to check:

  • serviceability of the furnace and gas ducts, locking and control devices;
  • serviceability of instrumentation, fittings, power supplies, smoke exhausters and fans, as well as the presence of natural draft;
  • serviceability of equipment for burning liquid and gaseous fuels in boilers operating on these types of fuel;
  • filling the boiler with water up to the minimum level mark;
  • maintaining the water level in the boiler and the absence of water passing through hatches, flanges and fittings;
  • the absence of plugs before and after the safety valves, on steam, oil, gas pipelines, on the supply, drain and purge lines;
  • the absence of people or foreign objects in the furnace and gas ducts.

2.3. If there was no water in the boiler, it must be filled with water gradually, first opening all air valves and closing the purge and drain valves.

When the brickwork temperature is below 0°C, the boiler must be filled with heated water.

2.4. Immediately before firing up the boiler, it is necessary to ventilate the furnace and gas pipelines for 10-15 minutes. by opening the firebox door, blower, dampers for regulating the air supply, natural draft dampers, and if there are smoke exhausters and fans, by turning them on. Before turning on the smoke exhausters for ventilation of the furnace and gas ducts for gaseous fuel boilers, it is necessary to make sure that the rotor does not touch the smoke exhauster housing, for which the rotor is scrolled manually. The inclusion of smoke exhausters in an explosive version is allowed only after the boilers have been ventilated by natural draft and the operation of the smoke exhausters has been checked.

2.5. When preparing to fire up a boiler that runs on gaseous fuel, in addition to meeting the requirements of paragraphs. 2.1 and 2.3 follows:

  • check the serviceability of the gas pipeline and the valves and valves installed on it (all shut-off valves on the gas pipelines must be closed, and the valves on the purge gas pipelines must be open);
  • blow the gas pipeline through the purge candle, gradually opening the valve on the gas pipeline branch to the boiler. If, after checking with a gas analyzer (or other reliable method), it turns out that there is no explosive gas-air mixture in the gas pipeline, the candle should be closed;
  • make sure that there is no gas leakage from gas pipelines, gas equipment and fittings by saponifying them. When performing this work, the use of open fire is prohibited;
  • check the compliance of the gas pressure on the manometer, and in the case of two-wire burners, in addition, the compliance of the air pressure in front of the burner valves with the draft fan running, to the set pressure;
  • adjust the draft of the fired boiler by setting the vacuum in the furnace to 20-30 Pa (2-3 mm w.c.).

2.6. Normally, steam boilers should work continuously. In those individual cases, if a break in the operation of a boiler operating on fuel oil was allowed, the temperature of the fuel oil must be brought to 40-50 ° C, for which the steam line to the nozzles must be warmed up. For this purpose, as an exception, it is allowed to start the boiler on diesel fuel for up to 50 minutes. with the cost of 15-20 liters of diesel fuel.

As soon as the fuel oil pipeline warms up to a temperature of 40-50°C, it is necessary to immediately switch the boiler to fuel oil.

2.7. It is possible to kindle only by order of the person responsible for the boiler room, which is recorded in a shift log. The order should indicate the duration of filling the boiler with water and its temperature.

The personnel of the boiler room must be warned in advance about the time of ignition of the boilers.

2.8. Boilers should be ignited at low heat and reduced draft (so that the furnace and all heating surfaces located in it warm up evenly) with the steam shut-off valve closed and the safety valve or valve (cock) for air release open. An open safety valve (or air valve) is closed as soon as steam starts to escape from it. After that, the combustion of fuel is increased, monitoring the increase in pressure in the boiler on the pressure gauge, as well as the water level in the boiler, and re-check the correct operation of all fittings.

Ignite the boiler until the operating pressure is reached.

2.9. In case of mechanical atomization of fuel oil, after introducing fire into the furnace with a kindling torch, slightly open the air damper and, slowly opening the fuel supply valve, feed fuel oil into the furnace. After the fuel ignites, it is necessary to adjust the combustion. The kindling torch should be removed from the furnace when the burning becomes constant. If ignition was carried out with diesel fuel, then when switching the boiler to fuel oil (as well as when igniting the boiler with fuel oil), if fuel oil does not ignite, you should immediately shut off its supply to the nozzle, remove the ignition torch from the furnace (if it was there) and ventilate the furnace, gas ducts and air ducts for 10-15 minutes, determine the cause of fuel oil non-ignition, and immediately shut off its supply to the nozzle. Only then can the burner be ignited again (that is, the boiler is ignited).

2.10. If there are several nozzles near the boiler, they are ignited sequentially.

If all working nozzles go out during ignition, you should immediately stop supplying fuel to them, remove manual kindling torches from the furnace and ventilate the furnace, chimneys and air passages for 10-15 minutes. with the smoke exhauster and fan running. After that, you can re-ignite the nozzles.

If some of the operating injectors go out, immediately stop the fuel supply to these injectors, and then light them with a manual ignition torch.

2.11. The burner of a gas-fired boiler should be ignited as follows: bring an igniter into the furnace to the mouth of the burner being turned on, apply gas, slowly opening the valve in front of the burner and making sure that it ignites immediately, start the air supply, then increase the gas and air supply, simultaneously adjusting the vacuum in the furnace and the flame in the burner. Remove the igniter from the furnace after the torch burns out.

If the igniter flame goes out before the burner is ignited, it is necessary to immediately stop the gas supply to the burner, remove the igniter from the furnace and ventilate the furnace and gas ducts for 10-15 minutes. Only then can the burners be re-ignited.

2.12. If there are several burners in the boiler, they are ignited sequentially.

If all or part of the lit burners go out during ignition, immediately stop the gas supply to them, remove the igniter from the furnace and ventilate the furnace and gas ducts for 10-15 minutes. Only then can the burners be re-ignited.

Do not:

  • ignite gas in the furnace if it goes out without first ventilating the furnace and gas ducts;
  • light a gas torch from a nearby burner.

2.13. When igniting the burners or kindling the nozzles, one should not stand in front of the inspection holes (lighting hatches), so as not to get burned from the flame that is accidentally ejected from the furnace.

2.14. Carefully tighten bolts, manholes, hatches during ignition of the boiler only with a normal key, without using extended levers - in the presence of the person responsible for the boiler room.

2.15. Before putting the boiler into operation, the following must be carried out:

  • checking the serviceability of the operation of warning valves, water-indicating devices, pressure gauges and power supplies;
  • checking the readings of reduced water level indicators according to direct action water level indicators;
  • checking and switching on safety automation, signaling devices and automatic boiler control equipment;
  • boiler purge.

It is forbidden to put into operation boilers with faulty fittings, supply devices, safety automatics and means of emergency protection and alarms.

2.16. It is necessary to turn on the boiler in the steam pipeline smoothly, after thorough heating and purging of the steam pipeline. When warming up, it is necessary to monitor the serviceability of the steam pipeline, compensators, supports and suspensions, as well as the uniform expansion of the steam pipeline.

In the event of vibration or sharp shocks, it is necessary to stop heating until the defects are eliminated.

With reduced combustion, the steam shut-off valve is smoothly, slowly and carefully opened by 1/8 turn (steam noise can be heard in the steam line), as the noise stops, the valve is opened another 1/8 turn, etc. At a fully open steam shut-off valve, the handwheel is turned slightly back.

3. Safety requirements during work

3.1. During the duty, the boiler house operator must monitor the health of the boiler and all equipment of the boiler room, strictly observe the operating mode of the boiler.

Faults identified during the operation of the equipment must be recorded in a shift log. The operator must take immediate action to eliminate faults that threaten the safe and trouble-free operation of the equipment. If it is not possible to eliminate the faults on your own, you must inform the person responsible for the safe operation of the boilers.

Particular attention during work should be paid to:

  • maintaining a normal water level in the boiler and evenly filling it with water. At the same time, the water level must not be allowed to fall below the permissible minimum or rise above the permissible maximum level;
  • maintaining normal steam pressure (increasing the pressure in the boiler above the permitted one is not allowed);
  • maintaining the temperature of the superheated steam, as well as the temperature of the feed water after the economizer;
  • normal operation of the burners (nozzles).

3.2. It is necessary to check the serviceability of the pressure gauge using three-way valves or shut-off valves that replace them at least once per shift with an entry in the shift log.

3.3. When the boiler is running on gas fuel, to increase the load, you should gradually add gas supply first, then air and adjust the draft; to reduce - first reduce the air supply, then gas, and then adjust the draft.

If, when the boiler is operating on gas, all burners or some of them go out (the air supply to the burners that operate with forced air supply stops, or the gas pressure rises sharply in front of the burners), the gas supply to the burners should immediately be stopped by shutting off the shut-off valve before burners, ventilate the furnace, gas ducts and air ducts, find out and eliminate the cause of the violation of the normal combustion regime.

3.4. When the boiler is operating on liquid fuel, to increase the load, add draft, increase the air supply and then fuel oil; to reduce - first reduce the supply of fuel oil and air, and then reduce the draft.

If all the nozzles go out during the operation of the boiler on liquid fuel, immediately stop the fuel supply, reduce the blast and draft and eliminate the cause of the cessation of combustion.

3.5. To remove sludge from the boiler, to maintain a constant content of salts in the boiler water (to reduce their deposits on the heating surfaces), the boilers are blown, while from the lowest parts of the boiler part of the boiler water, which is most saturated with sludge, is periodically removed.

Periodic purging must be carried out at the time specified by the administration, in the presence of the person in charge of the change.

The personnel of the boiler room and other persons who are in it must be warned about the next purging of the boiler.

Before purging, steam release into the steam line is stopped.

3.6. Purge order:

  • check the serviceability of the purge line and drain valves. The outlet between the boiler and the blowdown cock must be hot; a cold state is a sign of clogging, while it is dangerous to purge, because when the purge cock is opened, the pressure of the boiler water can break through the dirt in the outlet, and as a result of the water hammer, the outlet and the purge cock may be destroyed, which will lead to the boiler explosion;
  • check the serviceability of the feed pumps and the presence of a sufficient amount of water in the feed tank;
  • establish the serviceability of water-indicating glasses and water taps;
  • The water level in the boiler must be slightly above normal before purging. Pump water into the boiler to approximately 3/4 of the height of the water indicator glass.
  • purge can be performed no earlier than after 8-10 minutes. after the last pumping of water into the boiler;
  • weaken combustion in the furnace;
  • while blowing down the boiler, it is necessary to observe the water level in the boiler.
  • purges are usually carried out by two drivers or operators, one of whom observes the water level on the water-indicating glass and the pressure on the pressure gauge, and the second alternately opens and closes the taps, doing this smoothly, without jerks, carefully and gradually;
  • if there are two purge valves, first open the second valve from the boiler, then the first one. After the purge has stopped, the first tap from the boiler is closed first, and then the second one;
  • for one opening it is not recommended to release more than 2 cm of water (on the water-indicating glass). At the end of the purge, the water level must be at least 3 cm higher than the minimum allowable level. It is prohibited to pump water into the boiler during the purge;
  • in the event of hydraulic shocks, pipeline vibrations, etc. appearing in the purge line. purge must be stopped immediately;
  • at the end of the purge, make sure that the shut-off devices on the purge line are securely closed and do not let water through, and turn on the boiler in normal operation;
  • it is forbidden to purge with a faulty purge valve, open and close the valve with blows from a hammer or other objects, as well as with the help of extended levers;
  • purge start and end times are recorded in the shift log.

3.7. It is forbidden to straighten rivet seams, weld boiler elements, etc. during the operation of the boiler.

3.8. All devices and devices for automatic control and safety of the boiler must be maintained in good condition and checked regularly. The procedure and timing of the verification should be established by the administration.

3.9. Stops of the boiler in all cases, except for a stop in case of an accident, must be carried out only by written order of the administration.

When stopping the boiler, you must:

  • maintain the water level in the boiler above average;
  • stop the supply of fuel to the furnace;
  • disconnect the boiler from the steam pipelines after the complete cessation of combustion in the furnace and the cessation of steam extraction;
  • in the event of a prolonged shutdown (and only by order of the person responsible for the boiler room), cool down the boiler and drain water from it only after the pressure in the boiler is completely reduced (to zero according to the pressure gauge), and also after the masonry has sufficiently cooled down (with the safety valve open and jammed and open air valves);
  • it is forbidden to leave an idle boiler connected to the steam line.

3.10. When stopping a boiler that runs on liquid fuel, you should:

  • stop the fuel supply to the nozzle;
  • stop the air supply during air spraying;
  • ventilate the furnace, gas ducts, then close the blast and draft.

3.11. When stopping the boiler, which runs on gas fuel with forced air supply, it is necessary to reduce, and then completely stop the gas supply to the burners, and after that - air. With injection burners, first stop the air supply, and then the gas supply. After turning off all the burners, it is necessary to disconnect the gas pipelines of the boiler from the common line, open the purge candle at the outlet, and also ventilate the furnace, gas ducts and air ducts.

3.12. When stopping a boiler that runs on solid fuel, you should:

  • to finish heating with reduced blast and draft the remaining fuel remaining in the furnace. It is forbidden to extinguish fuel by filling it with fresh fuel or filling it with water;
  • stop blowing and reduce thrust;
  • clean the furnace and bunker;
  • stop the draft by closing the smoke damper, furnace and blower doors (with a mechanical furnace, stop the draft after the grate has cooled).

3.13. The procedure for the conservation of stopped boilers must comply with the manufacturer's instructions for the installation and operation of boilers.

4. Safety requirements during repair work

4.1. When carrying out repairs, the operator must:

4.1.1. Before starting any work inside the boiler, connected to other operating boilers by common pipelines (steam, supply, drainage, drain lines, etc.), as well as before inspecting or repairing elements working under pressure, disconnect the boiler from all pipelines plugs.

At the same time, it is allowed to turn off boilers with a pressure of more than 39 kgf / cm2 by two shut-off devices, if there is a drainage device between them with a nominal diameter of at least 32 mm, which has a direct connection to the atmosphere. In this case, the actuators of the locking devices, as well as the valves of open drains, should be locked so that the possibility of weakening their tightness when the lock is closed is excluded. The key to the lock must be kept by the person who is responsible for the good condition and safe operation of the boilers (the head of the boiler room). When operating on gas, liquid and pulverized fuel, the boiler must be securely disconnected from the common fuel line.

4.1.2. Opening hatches and hatches, as well as repairing boiler elements, should be carried out only in the absence of pressure. Before opening hatches and hatches located within the boundaries of the water area, remove water from the elements of boilers and economizers.

4.2.3. Carry out work inside the furnaces and gas ducts of the boiler only at a temperature of 50-60 ° C and with the written permission (along with a permit) of the person responsible for the good condition and safe operation of the boilers (the head of the boiler house), after an appropriate check of the place of work.

4.2.4. Before starting work, the furnace and gas ducts should be ventilated, enlightened and reliably protected from possible penetration of gases and dust from the gas ducts of operating boilers. At the same time, the purity of the air in the furnace and gas ducts must comply with the requirements of sanitary standards.

When the boiler is operating on gas or pulverized fuel, it is also necessary to securely disconnect it with a plug from the common gas or dust pipeline.

4.2.5. On valves, gate valves and dampers when disconnecting sections of pipelines and gas ducts, as well as on starting devices for smoke exhausters, blowers and fuel feeders, hang posters: "Do not turn on - people are working." At the same time, remove the fusible links on the starters of smoke exhausters, inflatable fans and fuel feeders. The installation and removal of plugs should be carried out according to the order-tolerance.

4.2.6. When working in the boiler, on its platforms and in gas ducts for electric lighting, use a voltage not higher than 12 V.

4.2.7. Before closing the hatches and manholes, check and make sure that there are no people and foreign objects inside the boiler, as well as the presence and serviceability of the devices that are installed inside the boiler.

4.2.8. If all the boilers did not work in a boiler room that runs on gaseous fuel, then at the entrance to it, check with a gas analyzer (or other reliable means) the presence of gas in the room.

If signs of gas contamination are detected in the boiler room, switching on and off electric lighting and electrical equipment made without explosion-proof properties, lighting boilers, as well as using open fire is prohibited.

The inclusion of electric lighting and artificial forced ventilation is allowed only after it has been established by inspection that the boiler room is not gassed.

5. Safety requirements in emergency situations

5.1. In emergency cases, the driver or operator must immediately stop the boiler and inform the person responsible for the boiler room (or the person replacing him), in particular in the following cases:

  • more than 50% of the safety valves have ceased to operate;
  • the pressure has risen above the permitted by more than 10%, and continues to increase, despite the interruption of the fuel supply, the reduction of draft and blast and the increased supply of water to the boiler;
  • there was a release of water from the boiler (below the lower edge of the water-indicating glass). Pumping the boiler with water is prohibited;
  • the water level drops rapidly, despite the increased supply of water to the boiler;
  • the water level has risen above the upper edge of the water-indicating glass, and it is not possible to lower it by blowing the boiler;
  • the operation of all power devices (pumps, etc.) has been stopped;
  • revealed in the main elements of the boiler (drum, collector, chamber, flame tube, firebox, furnace casing, tube sheet, external separator, steam pipeline, etc.) near;
  • the gas pollution of the boiler room with boilers operating on gas fuel was revealed; the gas supply is stopped, an explosion of the gas-air mixture has occurred in the boiler furnace or gas ducts;
  • the operation of all water-indicating devices has been discontinued;
  • the supply of electricity with artificial draft is interrupted, as well as the elements of the boiler and its lining are damaged, which creates a danger to the maintenance personnel or the threat of destruction of the boiler;
  • a fire broke out in the boiler room or soot or fuel particles ignited in the gas ducts, which threatens the operating personnel and the boiler.

5.2. The reasons for the emergency stop should be recorded in the shift log.

5.3. In the event of a leak in the rivet joints or in the places of pipe rolling, fistulas on the pipes of the heating surfaces of the boiler, as well as in case of other damages and malfunctions of the boiler, fittings, pressure gauges, safety devices and auxiliary equipment that do not require immediate shutdown of the boiler, the driver or operator must immediately inform about it to the person responsible for the boiler room.

5.4. In case of emergency shutdown of the boiler, it is necessary:

  • stop the supply of fuel and air, sharply reduce traction;
  • remove the burning fuel from the furnace as soon as possible, in exceptional cases, if it is impossible to do this, fill the burning fuel with water, making sure that the water jet does not fall on the walls of the boiler and lining;
  • after the cessation of combustion in the furnace, open the smoke damper for a while, and in manual furnaces, the furnace doors;
  • disconnect the boiler from the main steam line.

5.5. When the boiler is stopped due to soot fire or fuel being carried into the superheaters or gas ducts, immediately stop the fuel and air supply to the furnace, shut off the draft, stop the smoke exhausters and fans and completely shut off the air and gas dampers; ventilate the furnace after the combustion has stopped.

5.6. In the event of a fire in the boiler room, the driver or operator must immediately call the fire brigade and take all measures to extinguish it, without stopping monitoring the boilers.

5.7. In the event of a fire in a boiler room with gas-fired boilers, immediately turn off the gas pipeline of the boiler room using a valve installed outside the boiler room.

5.8. Externally, the obtained samples are indistinguishable from a transparent polyethylene film. The main difference is in the composition. Paper is lightweight, flexible, and environmentally friendly as it is easily recycled and does not harm the environment.

The developers expect that their product will be able to eventually replace glass, for example, on tablet computers.
