General provisions 1.1. The instructions apply to all departments of the enterprise. 1.2. According to this instruction, the driver is instructed before starting work (initial briefing), and then every 3 months (re-instruction). The results of the briefing are recorded in the "Journal of registration of briefings on labor protection issues". In the journal, after passing the briefing, there must be the signatures of the instructing and the driver. 1.3. The owner must insure the driver against accidents and occupational diseases. In case of damage to the driver's health due to the fault of the owner, he (the driver) has the right to compensation for the harm caused to him. 1.4. For non-compliance with this instruction, the driver bears disciplinary, material, administrative and criminal liability. 1.5. Persons who have a license to drive a car of the corresponding category, have undergone special training and have a driver’s license for a hydraulic lift (telescopic tower), have passed an introductory briefing on labor protection, briefing at the workplace and briefing on fire safety security. 1.6. The driver must: 1.6.1. Know the device and rules for the safe operation of the hydraulic lift (telescopic tower). 1.6.2. Know the general rules of labor protection and safety rules when performing work on towers. 1.6.3. Pass a knowledge test on the Rules for the technical operation of electrical installations and the Rules for the safe operation of consumer electrical installations with the assignment of an electrical safety group of at least II. 1.6.4. Comply with internal labor regulations. 1.6.5. Keep unauthorized persons out of the work area. 1.6.6. Perform only the work that is entrusted to the head and in which he is instructed. 1.6.7. Remember personal responsibility for the implementation of labor protection rules and responsibility for the safety of colleagues. 1.6.8. Do not follow instructions that are contrary to the rules of labor protection. 1.6.9. Be able to provide first aid to victims of accidents. 1.6.10. Be familiar with the use of primary fire extinguishing equipment. 1.7. When performing work, the driver, in addition to this instruction, must follow the instructions of the manufacturer of the hydraulic lift (telescopic tower). 1.8. 1.10. For the driver-engineer, by order of the enterprise, a specific hydraulic lift (telescopic tower) is assigned. 1.11. The driver-machinist must have a journal in which technical inspections and tests are kept, information about repairs, the name and position of the person responsible for the good condition, the name of the driver-engineer who is allowed to work on the mechanism and the permission of the responsible persons. 2. Safety requirements before starting work 2.1. Install the hydraulic lift (GP), telescopic tower (TV) on a flat horizontal surface. If necessary, gaskets made of a board 40-50 mm thick should be placed under the hydrosupport shoes. 2.2. It is forbidden to use random objects as gaskets, as well as to install GP and TV on the edge of trenches, pits, etc., where soil collapse is possible. 2.3. With the non-extended hydraulic supports of the robot on the HP and TV is prohibited. 2.4. Before starting work, the driver-machinist must check all the working movements of the GP and TV to the extreme positions and the operation of the safety devices. The check should be carried out without workers in cradles (baskets) when controlled from the bottom console. The lifting of workers in cradles (baskets) and the use of remote control is only allowed after the above checks. 2.5. In cold weather, before starting work, it is necessary to let the hydraulic pump work for 5 minutes, and then several times to perform all movements of the tower knees to the extreme positions of the rods in the cylinders in order to clear them of thickened cooled lubricating oil. 3. Safety requirements during work 3.1. It is allowed to work only on serviceable GPUs and TVs. 3.2. To lift and work in cradles (baskets) are allowed workers who have undergone special training and instructions on labor protection at the workplace. The rise of workers in cradles (baskets) is allowed only by the driver-engineer. It is forbidden to perform this operation by other workers. 3.3. Workers lifted in cradles (baskets) must use protective helmets and safety belts. 3.4. In each cradle (basket) GP and TV can be only one worker, and the total load should not exceed the value indicated in the plate posted on the cradle (basket). The value of the maximum load on the cradle (basket) is entered in the plate from the passport of the manufacturer of the hydraulic lift (telescopic tower). 3.5. Additional load on the tower and cradles (baskets) of hydraulic lifts (telescopic towers) is not allowed. 3.6. During operation, the danger zone must be marked with signal fences with a height of at least 0,8 m. The driver-engineer must ensure that during the operation of the HP and TV there are no people in the danger zone. Z.7. It is allowed to perform work on the GP and TV in the dark only with sufficient illumination of the working area. 3.8. When performing work, workers must stand on the floor of cradles (baskets). It is forbidden to sit and stand on the sides of the cradles (baskets). 3.9. The driver-machinist can raise the cradle (basket) to the working position only after making sure that the worker is secured with a carabiner of the safety belt to the cradle (basket) handrail. 3.10. Raising and lowering cradles (baskets) should be performed only at the signal of the worker who is in the cradle (basket). If the signal is not understood, the driver must require the worker to clearly repeat it. The method of signaling the driver-engineer must be agreed upon before starting work. 3.11. During operation, the cradle (basket) of the GP and TV should not touch wires, electrical cables, metal or reinforced concrete supports of overhead power lines, grounded (zeroed) structures, parts of buildings (structures). 3.12. Lifting the cradle (basket) to the maximum height, as well as near the wires (cables) under voltage, should be carried out at a reduced speed (low engine speed). 3.13. Work in the protective zone of the power transmission line is allowed to be carried out under the direct supervision of the engineer responsible for the safety of the work, with the written permission of the owner of the line and the work permit, which specifies the safe conditions for the work. 3.14. It is forbidden to tie chain hoists, blocks, ropes to the cradle (basket). 3.15. It is allowed to lower and raise the tool, materials only with the help of a rope, one end of which should be with the person working in the cradle (basket), and the other - with the person standing on the ground. 3.16. Short trips on level ground on the territory of the construction site with a slope of no more than 6° and at a speed of no more than 20 km/h are allowed to be carried out with the telescope lowered without placing it in the transport position. 3.17. Passage under structures with a clearance of less than 5 m (bridges, tunnels, etc.) is allowed with the telescopic tower installed in the transport position and fixed. 3.18. When operating the GPU and TV, it is prohibited: 3.18.1. Work at height with wind speed over 10 m/s. 3.18.2. Perform work during thunderstorms, snowfall and heavy fog. 3.18.3. Move with extended telescopic tower. 3.18.4. Move with people in the cradle (basket). 3.18.5. During the operation of the HP and TV, stay in the zone of a possible fall of a tool or load from a cradle (basket). 3.19. When fitters work on a raised tower, the driver-machinist must constantly monitor the workers and the condition of the tower. It is forbidden to leave the car during this time. 3.20. The insulation resistance of the telescopic tower basket must be checked once every 6 months and must be at least 2 MΩ. 4. Safety requirements after finishing work 4.1. Lower the cradle (basket) to the lowest position. 4.2. Clean the cradle (basket) from the remnants of materials, pick up the tool and put it in the place provided for it. 4.3. Inspect the GP and TV, transfer to the transport position and secure. 4.4. Make an appropriate entry in the journal of the operation of the mechanism. 4.5. Remove overalls and safety shoes, clean them of dirt and put them in the place provided for them, wash your face and hands with soap; shower if possible. 4.6. Report to the head of work on all the shortcomings that occurred during work. 5. Safety requirements in emergency situations 5.1. An emergency situation and accidents can occur as a result of: falling objects, falling from a height, not using a safety belt, electric shock, etc. 5.2. In the event of such a situation, it is necessary to lower the cradle (basket), stop working; protect the danger zone; not allow unauthorized persons into it; report what happened to the supervisor. 5.3. If there are victims, provide them with first aid, if necessary, call an ambulance. 5.4. Providing first aid. 5.4.1. First aid for electric shock. In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand. If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this state of recovery, it is necessary to start immediately, and then call an ambulance. 5.4.2. First aid for injury. To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing material, which is placed in it, to the wound and tie it with a bandage. If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds. 5.4.3. First aid for fractures, dislocations, shocks. In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso. In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion. If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach, face down, while observing that the body does not bend, in order to avoid damage to the spinal cord. In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation. 5.4.4. First aid for burns with acids and alkali. If acid or alkali gets on the skin, the damaged areas must be thoroughly rinsed with a stream of water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burnt with alkali - with a 3% solution of boric acid or an acetic solution. acids. If acid or alkali gets on the mucous membrane of the eyes, it is necessary to thoroughly rinse the eyes with a stream of water for 15-20 minutes, then rinse with a 2% solution of baking soda, and if the eyes are damaged by alkali, with a 2% solution of boric acid. In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda. If acid enters the respiratory tract, it is necessary to breathe a 10% solution of baking soda sprayed with a spray gun, if alkali enters, a sprayed 3% solution of acetic acid. 5.4.5. First aid for bleeding. 5.4.5.1. Raise the injured limb up. 5.4.5.2. Close the wound with a dressing (from a bag) folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure). 5.4.5.3. In case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of heavy bleeding, you should immediately call a doctor. 5.5. If a fire occurs, start extinguishing with the available fire extinguishing equipment.
