Introduction

This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the section "General Safety Requirements" of this document, inter-industry rules on labor protection during the operation of industrial transport, "Road Rules of the Russian Federation" - Collection of Legislation of the Russian Federation, 2000, 318, Art. 1985 and is intended for the driver of a mobile concrete mixer when performing work on its management and maintenance according to his profession and qualifications (hereinafter referred to as the driver).

General safety requirements

1. Men at least 18 years of age, who have undergone appropriate training, have a license to drive a truck and have professional skills as a driver, before being allowed to work independently, must pass:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Drivers are obliged to comply with labor safety requirements to ensure protection from the impact of hazardous and harmful production factors related to the nature of work:

  • moving machines, mechanisms and their moving parts;
  • collapsing structures;
  • increased noise and vibration in the workplace;
  • emotional overload.

3. To protect against mechanical impacts and pollution, drivers are required to use cotton overalls provided by employers free of charge, combined mittens, suits with insulating padding and felt boots for the winter period.

Drivers must wear safety helmets when on site.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, drivers must:

  • use machines and mechanisms for their intended purpose in the process of operation, in accordance with the instructions of manufacturers;
  • maintain order at workplaces, clean them of debris, snow, ice, prevent violations of the rules for storing materials and structures;
  • be careful during work and avoid violations of labor safety requirements.

6. Drivers are obliged to immediately notify their immediate or superior manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, the driver must:

a) have with you a license to drive a basic vehicle, receive a waybill (route) sheet and undergo a pre-trip medical examination;

b) have with you a certificate of knowledge of safe work methods and a vehicle technical passport, receive a work order and a route (the place where dry or liquid concrete is loaded and the place where the concrete mixer truck works);

c) put on overalls and special footwear of the established sample.

8. After receiving the work order from the immediate supervisor of the work, the driver must:

a) check the availability of a first aid kit, fire extinguishers, and a set of tools;

b) in order to ensure safe and uninterrupted operation on the line, check the technical condition of the base vehicle, paying attention to the serviceability of tires, brakes, steering, propeller shaft mounting bolts, serviceability of wiring, headlights, brake lights, direction indicators, sound signal, control measuring instruments, rear view mirrors;

c) perform daily maintenance and fill the car with fuel, oil, water, antifreeze (in cold seasons) and brake fluid, check the electrolyte level in the battery;

d) after refueling the car with fuel and oil, wipe dry all parts of the car that are stained with petroleum products. Remove fuel and lubricants spilled during refueling using rags, sawdust or sand;

e) check the serviceability of the concrete mixing unit;

f) check the performance of the engine and its serviceability at idle, as well as lighting and instrumentation, check the operation of the brakes and steering at low speed;

g) present the car to the person responsible for releasing technically sound cars from the garage (mechanic) and receive a note on the waybill about the technical serviceability of the base car.

9. The driver must not go to the line with the following violations of safety requirements:

a) malfunctions of mechanisms and systems in which the operation of the base vehicle is prohibited;

b) the presence of cracks and deformations in the metal structures of the supporting frame and concrete mixer;

c) lack of primary fire extinguishing equipment.

Detected violations must be eliminated on their own before starting work, and if it is impossible to do this, the driver is obliged to report them to the immediate supervisor of the work and the person supervising the safe operation of the concrete mixer truck.

Safety requirements during work

10. Before loading dry mix or ready-mixed concrete, the driver must make sure that the outlet of the concrete unit's hopper coincides vertically with the neck of the concrete mixer.

11. Upon arrival at the facility specified in the waybill, the driver must:

a) report to the work manager at whose disposal he is sent, present a waybill and a certificate of testing knowledge of safe work methods, receive a production task and undergo training at the workplace on the specifics of the work performed;

b) together with the work manager, make sure that there are no hazardous production factors at the site of unloading the concrete mixture (from buildings under construction, working machines and mechanisms, slopes of pits and trenches, communications and power lines);

c) agree with the concrete workers on a system of sound and sign signals during unloading of the concrete mixture;

d) determine with the work manager the place to drain the water after washing the concrete mixer drum.

12. When unloading the mixture, the driver is obliged to install the concrete mixer truck on a horizontal, level surface with access roads. A free passage of at least 1 m must be provided around the concrete mixer truck. After directing the concrete conveyor tray to the unloading location, the driver turns on the reverse rotation of the concrete mixer drum and releases the concrete mixture in the required quantity.

13. When installing and moving the concrete mixer truck near excavations (pits, trenches, ditches, etc.), the driver must maintain the minimum distances from the base of the excavations to the nearest support of the concrete mixer truck, given below in Table 1.

14. When performing work, the driver must:

a) keep the control cabin and concrete mixing unit clean, and do not leave concrete mixture in the drum;

b) do not allow transportation of concrete mixture in quantities exceeding the carrying capacity of the concrete mixer truck;

c) do not leave the mixer truck with the engine running unattended;

d) do not start moving the concrete mixer truck and supplying concrete when there are people on the steps and its upper platform.

15. When stopping and parking a concrete mixer truck on unlit sections of the road, in the dark or other conditions of insufficient visibility (fog), the driver must turn on the side or parking lights.

16. When moving a concrete mixer truck under its own power along a public road, the driver is obliged to follow the traffic rules.

17. The concrete mixer drum should be washed in specially designated areas. After washing the drum, the water should be drained into a container to settle the water and separate the crushed stone.

18. The driver is required to work in the security zone of an operating overhead power line under the direct supervision of an engineer and technical worker responsible for the safe conduct of work, with written permission from the organization that owns the line and a permit specifying safe working conditions.

Safety requirements in emergency situations

19. Operation should be stopped if the following faults occur:

a) the appearance of cracks or deformations in the metal structures of the supporting frame and the mixing unit;

b) detection of a leak in the fuel or oil system;

c) pressure drop in tires;

d) the appearance of suspicious noises, crackling, grinding and other signs of malfunction of the engine or mixing unit;

e) malfunction of the parking or service brake;

f) the absence of regular fire extinguishing equipment on the machine;

g) the absence of a work permit for work near power lines.

20. In the event of a fuel ignition on a concrete mixer truck, the driver is obliged to stop the fuel from reaching the source of the fire and extinguish the flame with a fire extinguisher, earth, sand or tarpaulin. Do not pour water into burning fuel or electrical wiring.

Safety requirements at the end of work

21. At the end of the work, the driver must:

a) wash the drum and clean the mixer truck from concrete;

b) put the concrete mixer truck in the parking lot;

c) turn off the engine, cut off the fuel supply;

d) slow down the car, set the gear to neutral;

e) hand in the waybill and report any problems noticed during work to the work manager or the person supervising the safe operation of the concrete mixer truck.
