Full document Occupational Safety and Health / Standard instructions for labor protection Introduction This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, as well as intersectoral labor protection rules and is intended for construction painters when they perform work (preparation of paint compositions, surface preparation, painting walls, ceilings, floors) according to their profession and qualifications. General safety requirements 1. Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited. 5. In the course of their daily activities, painters should:

Painters are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning). Safety requirements before starting work 7. Before starting work, painters must: a) receive a task from the foreman or work manager and undergo instruction at the workplace on the specifics of the work performed; b) put on overalls, special footwear and a helmet of the established sample. 8. After receiving the task from the foreman or work manager, the painters must: a) prepare the necessary personal protective equipment and check their serviceability; b) check the workplace and approaches to it for compliance with safety requirements; c) select technological equipment, tools necessary for the performance of work, and check their compliance with safety requirements. 9. Painters should not start work in case of the following violations of safety requirements: a) malfunctions of technological equipment, fixtures, inventory, protective equipment for workers, scaffolding, mechanized tools and mechanisms specified in the instructions of manufacturers, in which their use is not allowed; b) absence of seals on safety valves and pressure gauges of compressors; c) insufficient lighting and cluttered workplaces and approaches to them. Detected violations of safety requirements must be eliminated on their own, and if it is impossible to do this, the painters are obliged to report them to the foreman or work manager. Safety requirements during work 10. For access to the workplace, painters must use equipped access systems (ladders, ladders, ladders). 11. To equip a workplace at a height, it is necessary to use inventory scaffolding (collapsible or mobile scaffolding with a movable workplace, tables, etc.), equipped with fences. It is forbidden to use random objects (boxes, barrels, buckets, etc.) as scaffolding. 12. When performing painting work from hanging cradles or other means of scaffolding with a movable workplace, painters must comply with the requirements of TI RO-056. 13. When performing work, painters must comply with the following requirements: a) prepare compositions taking into account the instructions or specifications for the components. Do not use paints, solvents, thinners or adhesives of unknown composition; b) when cleaning plastered surfaces with scrapers, wear protective goggles and an anti-dust respirator; c) a solution of hydrochloric acid should be prepared by pouring a thin stream of acid into a vessel with water; d) when cleaning surfaces with a chemical method (acid solution), use goggles and rubber gloves, as well as use a spatula with a long handle; e) periodically clean the means of paving from waste materials and debris (paints, fillers, etc.). 14. In the premises for the preparation of compositions for painting work, as well as in places where nitro-paints, paints and varnishes and other compounds that form explosive and flammable vapors are used, it is prohibited to use open fire and bring in lamps that are not made in an explosion-proof design. 15. Materials, tools, technological equipment and scaffolding should be placed at the workplace in such a way that they do not impede passage and do not hamper work movements in the process of performing work. 16. Containers with materials (varnishes, nitro-paints) that have explosive vapors during breaks in work should be closed with appropriate plugs or lids and opened to prevent sparking with a brass hammer and chisel. 17. When performing work using pneumatic tools, painters are required to: a) make sure that the tool is in good condition (rods, nozzles of the spray gun, devices for grinding putty surfaces, connecting hoses and attachment points to the tool); b) check the serviceability of the pressure gauge and the presence of a seal; c) prevent bending of hoses in the process of performing work and their contact with movable steel ropes; d) thaw frozen hoses in a warm, dry room. It is not allowed to warm the hoses with steam; e) turn off the air supply and shut off the air valve in the event of a break in operation or failure of the pneumatic tool mechanisms. It is not allowed to kink the hose or tie it in a knot to stop the air supply. 18. To protect hands, painters should use rubber gloves, mittens or lubricate their hands with special protective and cleaning pastes. 19. When refueling the pressure tank, it is necessary to check the safety and serviceability of the wing nuts, the pressure reducing valve, the rubber gasket of the cover, the air supply valves and the composition, after which the hoses and the manual sprayer should be blown with compressed air. 20. When cleaning the surface, smoothing and grinding (using pumice stone or sandpaper), when applying putty and mechanized painting, goggles and a respirator should be used. 21. When removing old paint by fire using a blowtorch indoors, it is necessary to ensure continuous through ventilation or forced ventilation. 22. It is not allowed to perform work from ladders resting on window frames, as well as to arrange transitional bridges from one mobile table to another, connecting them with a board. 23. Metal roofs with a slope of more than 25° should be painted from portable ladders with sewn-on strips, while the ladders must be securely fastened. 24. To paint the inner surfaces of tanks, cisterns, sanitary cabins, use spray guns that do not give fogging, and with constant forced ventilation. Safety requirements in emergency situations 25. When performing painting work on the scaffolding, in the event of a change in weather conditions (snowfall, fog or thunderstorm), which impair visibility within the work front, as well as an increase in wind speed up to 15 m/s or more, the painters are obliged to stop work and move to a safe place. 26. If a malfunction occurs in the operation of a mechanized tool, work should be suspended, the tool should be disconnected from the network and reported to the foreman or work manager. 27. In case of fire of paints and varnishes or other materials, it is necessary to suspend work and take measures to extinguish the source of ignition with improvised means. If it is impossible to eliminate the fire on your own, you must call the fire brigade in the prescribed manner and inform the foreman or work manager. Safety requirements at the end of work 28. Upon completion of work, painters must: a) disconnect the used mechanized tool and equipment from the mains; b) remove the tool to the place intended for storage; c) clean the materials and wash the equipment, put the workplace in order; d) inform the foreman or work manager about all the problems that have arisen during work.
