1. General safety requirements

1.1. To independent work as a storekeeper of a warehouse of fuels and lubricants (fuels and lubricants) are allowed persons who have passed:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • training in safe working methods and techniques for at least a 10-hour program (for work that is subject to increased safety requirements - a 20-hour program);
  • instructing on electrical safety at the workplace and checking the assimilation of its content. Persons who do not have medical contraindications can be accepted to perform the duties of a storekeeper of a fuel and lubricants warehouse.

1.2. The storekeeper of the fuel and lubricants warehouse must be re-instructed on labor safety at the workplace at least every three months;

1.3. The storekeeper of the fuel and lubricants warehouse is obliged to:

  • comply with the internal labor regulations established at the enterprise;
  • comply with the requirements of this manual, fire safety instructions, electrical safety instructions;
  • comply with the requirements for the operation of equipment;
  • use for its intended purpose and take care of the issued personal protective equipment.

1.4. The storekeeper must:

  • be able to provide first (pre-medical) assistance to the victim in an accident;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire;
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.5. The storekeeper of the fuel and lubricants warehouse must know and observe the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from specially designed installations.

1.6. The main hazardous and harmful production factors under certain circumstances can be:

  • means of transport;
  • faulty roads, unloading platforms, scaffolds, racks, ladders, loading mechanisms;
  • cargo;
  • explosive, toxic, combustible substances.

1.7. The territory of the fuel and lubricants warehouse should be planned in such a way that the possibility of sewage and oil products from entering outside this territory is excluded.

1.8. On the territory of the fuel and lubricants warehouse it is prohibited:

  • car repair;
  • car parking on the main roads;
  • storage of materials;
  • smoking, welding.

1.9. Hot work at loading and unloading sites may be allowed only after these devices are turned off and completely freed from flammable liquids, thoroughly cleaned and freed from the vapors of these liquids.

1.10. Vehicles are allowed on the territory of the fuel and lubricants warehouse if there are spark arresters on the exhaust pipes.

1.11. Drainage and refueling points must be kept clean, spilled flammable liquids must be cleaned up, and spillages covered with sand.

1.12. Tank trucks intended for the transport of flammable liquids must have:

  • a device for removing static electricity;
  • muffler taken out from under the tank;
  • flashlight for lighting the license plate, moved to the top of the cab flashlight;
  • at least two thick foam fire extinguishers;
  • devices for fastening hoses in a non-working condition.

2. Responsibilities before starting work.

2.1. Wear the appropriate clothing.

2.2. Make sure that the territory of the fuel and lubricants warehouse is sufficiently illuminated, that the floors and coatings are clean, do not have potholes, and passages and driveways are not cluttered with foreign objects.

2.3. Lighting fixtures and wiring in the fuel and lubricants warehouse must be made in an explosion-proof design.

2.4. Check the serviceability of portable ladders and ladders.

2.5. Check the availability of trash bins and special metal boxes for used cleaning material.

2.6. Check the availability and serviceability of fire fighting equipment.

2.7. If any deficiencies are found, take corrective action.

3. Safety requirements during work

3.1. When draining and filling gasoline, it is necessary to reliably ground the tank and the fuel line with flexible metal or copper conductors.

3.2. When draining and filling gasoline, the metal fuel line must be grounded.

3.3. Drain and filling pipelines, pumps, parking lots should be subject to regular inspection.

3.4. The tank hoses must have a metal braid attached to the tank nozzle on one side and to the metal hose head on the other.

3.5. Hoses without a metal braid must be wrapped with copper ground wire.

3.6. Drain and filling hoses must be equipped with tips made of materials that exclude sparking upon impact.

3.7. Operations on loading and unloading devices during lightning discharges should be stopped

3.8. Connecting hoses, opening and closing hatches of tanks should be carried out carefully, avoiding impacts that could cause sparking.

3.9. It is forbidden to use a metal tool that gives a spark when struck.

3.10. During operation of the pumps, check the presence of lubrication.

3.11. In the event of a malfunction that violates the operation of the pumps, the latter must be stopped, checked and corrected.

3.12. Refueling of cars and other construction machines should be carried out calmly, even, not falling jet without splashing, splashing and mixing with air.

3.13. When using leaded and regular gasoline, the organization must have separate tanks for their storage, separate gas pipelines and gas stations, as well as separate containers for transportation.

3.14. When leaded gasoline is spilled, spilled areas must be immediately cleaned and neutralized.

3.15. Operations for pouring, receiving and dispensing leaded gasoline must be mechanized.

3.16. The tanker and driver must be on the windward side of the vehicle.

3.17. Forbidden:

  • release and use leaded gasoline for the operation of blowtorches, gas cutters, for cleaning clothes, washing parts;
  • fill cars with leaded gasoline with the help of buckets;
  • discharge of water contaminated with leaded gasoline into the fecal sewer;
  • in rooms where leaded gasoline is used, eat.

3.18. Do not litter aisles in the warehouse and access roads to the warehouse.

4. Safety requirements in emergency situations

4.1. In case of an emergency, suspend the receipt and release of petroleum products, leave the danger zone, and, if necessary, remove people nearby.

4.2. In the event of a fire, immediately call the fire brigade by phone 01, remove people and, if possible, combustible substances to a safe place, start extinguishing the fire with the available primary fire extinguishing equipment. Report the fire to management.

4.4. Provide first aid to victims in case of injury and call an ambulance or send the victim to a first-aid post, inform the head.

5. Safety requirements at the end of work

5.1. Tidy up the workplace.

5.2. Places of production of works should be subjected to thorough cleaning, washing.

5.3. Remove and put away protective clothing and other protective equipment in the place provided for this.

5.4. Wash your face and hands, take a shower.
