General requirements for labor protection 1.1. Persons at least 18 years of age who have undergone a medical examination and instructions on labor protection are allowed to hold public events (evenings, matinees, concerts, festivals, competitions, conferences, rallies, brain rings, etc.). 1.2. Students and pupils who have been instructed in labor protection are allowed to participate in mass events. 1.3. When holding mass events, the following hazards may affect their participants:
1.4. Premises where mass events are held should be provided with a first aid kit, equipped with the necessary medicines and dressings, to provide first aid in case of injuries. 1.5. Participants of a mass event are required to comply with fire safety rules, know the location of primary fire extinguishing equipment. Floors and premises where mass events are held must have at least two emergency exits, which are indicated by signs with the inscription "Exit", provided with primary fire extinguishing equipment (at least two fire extinguishers), equipped with an automatic fire alarm system and supply and exhaust ventilation. 1.6. The windows of premises where public events are held should not have solid bars. 1.7. Immediately report any accident involving participants in a mass event to the head of the event and the administration of the institution, and take measures to provide first aid to the victim. During the mass event, workers must be on duty with at least two people. 1.8. Persons who have failed to comply with or violate the instructions on labor protection are subject to disciplinary liability in accordance with the internal labor regulations and, if necessary, are subjected to an extraordinary examination of knowledge of the norms and rules of labor protection. 2. Labor protection requirements before holding a mass event 2.1. By order of the head, appoint responsible persons for holding a mass event. Bring the order to the responsible persons against signature. 2.2. Conduct a targeted briefing on labor protection for designated responsible persons with an entry in the briefing log at the workplace. 2.3. Conduct a briefing on labor protection for participants in a mass event with an entry in the journal of the established form. 2.4. Thoroughly check all premises, evacuation routes and exits for compliance with their fire safety requirements, as well as make sure that primary fire extinguishing, communications and fire automatics are available and in good condition. 2.5. Ventilate the premises where mass events will be held and carry out wet cleaning. 3. Labor protection requirements during a mass event 3.1. In the room where the mass event is held, appointed responsible persons must be inseparably present. 3.2. Strictly follow all the instructions of the leader when holding a mass event, do not take any action on your own. 3.3. All emergency exits during a mass event are closed with easy-to-open latches, and the "Exit" light signs must be on. 3.4. The New Year tree must be installed on a stable base in such a way that leaving the room is not difficult. The branches of the Christmas tree must be at a distance of at least 1 m from the walls and ceilings. It is prohibited to use homemade electric garlands, toys made of flammable materials, or cotton wool to decorate the Christmas tree. When holding a mass event, it is prohibited to use open fire (torches, candles, fireworks, sparklers, firecrackers, firecrackers, etc.), or to create lighting effects using chemicals and other substances that can cause fire. 4. Labor protection requirements in emergency situations 4.1. In the event of a fire, immediately, without panic, evacuate students and pupils from the building using all available emergency exits, report the fire to the nearest fire station and proceed to extinguish the fire using primary fire extinguishing equipment. 4.2. If a participant in a mass event is injured, immediately inform the head of the event and the administration of the institution, provide first aid to the victim, and, if necessary, send him to the nearest medical institution. 5. Requirements for labor protection at the end of a mass event 5.1. Remove inventory and equipment to designated area. 5.2. Thoroughly ventilate the room and carry out wet cleaning.
