Safe Operation

1. General safety requirements

1.1. The labor safety officer on duty must know an approximate list of works for which a permit must be issued. This:

  • construction and installation work using construction machines in security zones of overhead power lines with voltages over 42 V;
  • construction and installation work performed in wells, pits or closed containers;
  • excavation work in areas with pathogenic soil contamination (landfills, cattle burial grounds, cemeteries, etc.);
  • construction and installation work carried out on the territory of an operating enterprise, when there is or may arise an industrial hazard emanating from the operating enterprise;
  • construction and installation work performed in areas where there is or may arise an industrial hazard emanating from other types of work performed in adjacent areas;
  • excavation work in waterlogged soils with a trench depth of more than 1,5 m;
  • access to the crane tracks of overhead cranes for repair and other work;
  • production of works with the use of mounting gunpowder tools;
  • welding work in fuel tanks, repair of containers and tanks containing flammable materials;
  • performance of work in existing electrical installations.

1.2. The labor safety officer on duty must be familiar with the internal labor regulations at the facility under construction, with information about the dangers and health hazards of the materials used, as well as with the rules for the use of protective equipment, safety and other devices.

1.3. The labor safety officer must know the technological process, the types of tools and production equipment that must be used when performing work, and the safety rules when performing work as part of complex teams.

1.4. The labor safety officer must know the procedure for notifying the administration about cases of injury, poisoning, as well as about all violations, malfunctions and malfunctions that were identified during preparation for work, when accepting a shift, and also during the work process.

1.5. Dangerous and harmful production factors:

  • electricity;
  • unfenced trenches and pits, wells; insufficient illumination of the territory;
  • transported goods, vehicles;
  • improperly stored products and structures.

1.6. For non-compliance with the requirements of this instruction, the employee is liable in accordance with applicable law.

2. Duties of the attendant before starting work

2.1. Before starting work, the labor protection officer must:

2.1.1. together with the foreman, foreman, check the condition of workplaces, scaffolding, scaffolding, lifting and load-handling devices and devices, electrical installations and protective devices in accordance with the requirements of the safety standards and the work project;

2.1.2. check the cleanliness and order of passages, passages, crane tracks and loading and unloading areas, as well as the sufficiency of illumination of workplaces;

2.1.3. check the condition of household premises, places designated for smoking, the presence and condition of fire-fighting equipment, warning posters and inscriptions, brigade first aid kits;

2.1.4. check the availability of work permits for work in hazardous areas and measures for combined work.

2.2. Make an appropriate entry in the 3-stage safety control logs about all identified deficiencies and violations of labor protection rules and the requirements of safety standards.

3. Duties of the attendant during work

3.1. Suspend work in this area until identified deficiencies and violations are eliminated.

3.2. Supervise compliance with the requirements of safety standards, rules and regulations on labor protection by employees. Report violations to the foreman and make an appropriate entry in the three-stage safety control log.

3.3. Ensure that all working teams located on the territory of the construction site, regardless of the work they perform, use protective helmets, slingers wear armbands, and at work, where this is provided, safety belts and other personal protective equipment are used.

3.4. Ensure that work teams use the work clothing, footwear and other personal protective equipment established for this profession.

3.5. Systematically conduct supervision to ensure that wells and canals are closed at all times, and hazardous areas of the work site are fenced off or marked with appropriate signs, posters, and inscriptions.

3.6. Make sure that when working with machines, workers who are not involved in the production process related to the machine are not in the area of ​​its operation.

3.7. Monitor the order and cleanliness of household premises in the adjacent territory.

3.8. Do not allow unauthorized persons to be on the construction site.

3.9. The duty officer is required to wear an armband with the inscription “OT Duty Officer” and a red helmet during the shift.

4. Safety requirements in emergency situations

4.1. In case of accidents and accidents, immediately take measures to provide the victims with pre-medical assistance and notify the foreman (foreman), and also ensure the safety of the situation until the arrival of the investigation commission, if this does not pose a danger to the life and health of people.

4.2. Emergencies and accidents at a facility can occur for organizational, technical and other reasons, in particular due to:

  • being in the workplace in a state of intoxication;
  • admission to work of untrained, not certified, not instructed on labor safety of persons;
  • non-use of personal protective equipment;
  • malfunctions of machines and mechanisms, including safety devices and brakes;
  • malfunctions of removable load-handling devices and their non-compliance with the work design;
  • unsatisfactory condition of the workplace;
  • insufficient illumination of the place of work, etc.

4.3. In the event of an emergency, the labor safety officer on duty at a construction site must follow the instructions of the foreman (foreman), under whom he constantly works.

5. Duties of the attendant at the end of work

5.1. At the end of the work, the labor safety officer on duty is obliged to check the shutdown of the power supply to equipment, machines, machine tools, mechanisms, etc., and in the case of a continuous process, the order of their transfer to shifts.

5.2. Check the removal of explosive, fire-hazardous and harmful substances, waste materials, cleaning of passages and the workplace.

5.3. Check the cleaning of household premises, storage of protective clothing and personal protective equipment.

5.4. Notify the administration of any deficiencies discovered during work.
