Safe Operation

1. General safety requirements

1.1. Persons at least 18 years of age who have undergone a medical examination and are allowed to perform this type of work for health reasons, who have undergone special training and are certified in accordance with the requirements of Appendix 1-2000 KS NB 4.03.01-98 "Design" are allowed to perform welding work on polyethylene gas pipelines and construction of gas pipelines from polyethylene pipes."

1.2. All types of briefings, training in safe techniques and work methods, internships and testing of knowledge on labor protection issues for polyethylene welders are carried out in accordance with the requirements of the instructions for occupational safety and industrial sanitation at the enterprise

1.3. A periodic medical examination of a polyethylene welder is carried out in the manner established by the Ministry of Health of the Republic of Belarus.

1.4. A polyethylene welder must have a clear understanding of the dangerous and harmful production factors associated with the work (increased danger, electric shock, etc.)

External manifestations of electrical trauma can be burns, electrical marks on the skin, metallization of the surface of the skin of the human body.

1.5. The polyethylene welder must:

  • know the requirements set out in technological instructions and labor protection instructions;
  • know the requirements for electrical and fire and explosion safety when performing work and be able to use fire extinguishing equipment;
  • when performing work, use personal protective equipment issued in accordance with the Industry Standard Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees;
  • be able to provide first aid to the victim;
  • comply with the internal labor regulations;
  • know sanitary and hygienic working conditions and comply with industrial sanitation requirements.

1.6. A polyethylene welder should not expose himself to danger and be in places of work that are not related to the work he directly performs.

1.7. The victim or eyewitness must immediately report each accident at work to the immediate supervisor of the work, who is obliged to:

  • organize first aid for the victim and his delivery to the medical center;
  • report the incident to the head of the department;
  • Before the commission of investigation begins, preserve the situation at the workplace and the condition of the equipment as they were at the time of the incident, if this does not threaten the life and health of surrounding workers and does not lead to an accident.

An accident about which the victim or an eyewitness did not report to the employer during the work shift or from which the loss of ability to work did not occur immediately is investigated upon the application of the victim or a person representing his interests within a period of no more than a month from the date of filing the application. The issue of drawing up an act of form N-1 is decided after a comprehensive verification of the accident claim, taking into account all the circumstances, eyewitness testimony and other evidence.

1.8. The welder must report all noticed malfunctions of equipment, tools and devices to the immediate supervisor of the work and not begin work until they are eliminated.

1.9. The welder is responsible for:

  • compliance with the requirements of technological instructions and labor protection instructions, fire safety rules;
  • compliance with the rules of internal labor regulations;
  • high-quality work performance;
  • safety of the equipment entrusted to him;
  • accidents, accidents and other violations caused by the actions of a polyethylene welder who violates the requirements of technological instructions and labor protection instructions.

1.10. For violation of labor discipline, failure to comply with the requirements of regulatory and technical documents on labor protection, a polyethylene welder is subject to disciplinary liability in accordance with the Labor Code of the Republic of Belarus.

1.11. A polyethylene welder who appears at work drunk, under the influence of drugs or toxic substances is suspended from work.

1.12. A polyethylene welder is obliged to perform work stipulated by the employment contract.

In case of production necessity for the employer, he has the right to transfer the electric and gas welder for a period of up to one month to work not stipulated by the employment contract in the manner established by the Labor Code of the Republic of Belarus.

1.13. A polyethylene welder who is on a business trip and when performing a production task outside the organization’s territory is obliged to comply with the requirements of this instruction, technological instructions in the scope of the work performed, Technical Rules

safety in the field of gas supply of the Republic of Belarus, regulatory legal acts and technical regulatory legal acts, as well as relevant articles of the labor code.

2. Safety requirements before starting work

2.1. The organization of work at the welder's place must ensure the safety of work.

2.2. Unauthorized persons are not allowed to stay at the work site.

2.3. Before starting work, the welder must check the serviceability and completeness of the equipment, tools, fixtures and other equipment necessary for the work.

2.4. The welder must place the welding installation in such a way that free access to it, convenience and safety during work are ensured.

2.5. When checking the serviceability of a hand tool, you need to make sure that: the hammer or sledgehammer strikers have a smooth, slightly convex surface without ripples, chips, gouges, cracks, or burrs.

2.6. When checking ladders and stepladders, it is necessary to pay attention to the compliance of the ladders with technical requirements and the absence of defects.

2.7. When checking the serviceability of the welding machine, check by external inspection the serviceability of the connecting cable and plug.

2.8. When using a welding machine, it is prohibited:

  • disassemble and make any repairs yourself;
  • do not disable or disconnect the safety device;
  • Maintenance and repair work must only be carried out by specialists.

2.9. The materials and equipment necessary for the construction of polyethylene gas pipelines should be placed on leveled areas. Materials and equipment should be stored at workplaces in such a way that they do not create a hazard during the performance of work.

2.10. Before starting work in a trench, you must ensure that the trench slopes are in a safe condition and that its fastenings are secure.

2.11. To descend into the trench, you should use portable ladders. Crossing the trench is permitted only on crossing bridges.

2.12. Cleaning the bottom of the trench from collapsed soil, debris, dirt, stones and cleaning the bottom to the design level must be carried out before laying the pipeline. The bottom of the trench must be smooth, dense and free of solid soil fractions.

3. Safety requirements during work

3.1. When performing any welding work, you must monitor:

  • absence of bending stress in the welding zone;
  • uniform heating of the welding zone;
  • heating a sufficient amount of material; uniform cooling.

3.2. The welding machine must be grounded at all times during operation. To avoid electrical injury, the welder must ensure that hands, shoes and clothing are always dry while working.

3.3. When preparing the welding installation, it is necessary to install inserts corresponding to the diameter of the pipes being welded into the clamps of the welding unit (centralizer). Slipping of pipes in clamps is not allowed. After securing the pipes in the clamps of the welding installation, the free ends of the pipes must be placed on supports.

3.4. To level and remove the surface layer (damaged or exposed to solar radiation), the welded ends of the pipes must be processed (trimming) by trimming, milling, etc. It is forbidden to check the sharpness of the cutter by hand.

After machining, chips should be removed from inside the pipe using a brush, and burrs from sharp edges should be removed using a knife. The knife blade should be moved away from you.

3.5. When working with heating tools, to avoid burns, electric shock and ignition of flammable substances, you must:

  • do not leave the heating tool with the power off
  • during long breaks in work;
  • keep the welding tool in heat-shielding covers;
  • Clean welding tools after each welding process to remove any adhering molten material. The working surfaces of the tool are wiped using mittens with dry tips without the use of solvents. The presence of oils and other contaminants is not allowed on the working surfaces of the heating tool;
  • Avoid overheating of heaters with a fluoroplastic anti-adhesive coating, since at temperatures above plus 28°C fluoroplastic decomposes, releasing toxic volatile products.

3.6. When working on welding equipment, it is prohibited:

  • when the welder is temporarily absent from the workplace, leave the installation turned on;
  • move welding equipment without first disconnecting it from the power supply;
  • independently connect and disconnect the welding installation to the power grid, as well as repair it.

3.7. The welder must turn off the installation in the following cases:

  • temporary cessation of work;
  • interruption in the supply of electricity;
  • cleaning and cleaning of the installation;
  • detection of a malfunction in the equipment.

3.8. When welding polyethylene pipes using electrofusion couplings, it is necessary to:

  • place the equipment on a pre-planned gas pipeline route, taking into account the convenience of welding work;
  • adjust welding equipment and ensure the parameters established by the instructions (certificates) of the manufacturing plants;
  • do not touch equipped electrical wires or electrical wires with damaged insulation;
  • mechanical processing of pipe ends is carried out immediately before welding using special devices;
  • before welding, it is necessary to wipe the ends of the pipes with absorbent paper that does not leave marks;
  • constantly monitor the progress of the welding process.

3.9. It is forbidden:

  • start working on faulty welding equipment;
  • leave unattended welding equipment;
  • allow unauthorized persons to enter the work area;
  • touching a hot heating tool with unprotected hands;
  • work with insufficient illumination of the workplace;
  • work during rain or snowfall without protective tents;
  • touch equipped electrical wires or electrical wires with damaged insulation;
  • carry welding equipment with attached cables;
  • jump over trenches, step on manhole covers and ceilings of pits, ditches, pits to avoid falling into them;
  • go down into pits, trenches and climb out of them without the use of special ladders;
  • descend into pits, trenches without a life belt;
  • hold any objects in your hands when descending into the pit, trenches and when leaving them. All tools and materials necessary for work must be placed separately in a bag or other container after the workers have descended.

4. Safety requirements in emergency situations

4.1. If a fire occurs near the work site, the welder must:

  • turn off the breaker of the welding machine (when performing welding work);
  • take measures to extinguish the fire using fire extinguishing agents (sand, fire extinguisher). It is prohibited to use water to extinguish a fire;
  • If necessary, inform the emergency service and call the fire department by calling 101.

4.2. In the event of an accident:

  • turn off the breaker of the welding machine (when performing welding work);
  • report the incident to the immediate supervisor;
  • notify the emergency services.

4.3. In the event of an accident (injury, burn, electric shock, poisoning, sudden illness), the welder is obliged to provide first aid to the victim.

5. Safety requirements at the end of work

5.1. Upon completion of work, the welder must:

a) upon completion of welding work: turn off the switch of the welding machine; clean the welding equipment.

b) tidy up the workplace, collect tools and protective equipment;

c) take off overalls and safety shoes in a specially designated place;

d) inform the immediate supervisor of the work about the shortcomings identified during the work.

Space elevator test 06.09.2018

A team of Japanese scientists from the University of Shizuoka, as well as other organizations, is going to conduct the first experiment related to the idea of ​​developing a "space elevator" - a device capable of theoretically connecting the Earth and a space station with a special cable, which in the future will open up new possibilities in bringing payloads to low Earth orbit, as well as the delivery of people.

This is the first time such an experiment will be conducted in space. Before scientists can begin to create a full-fledged "space elevator", they will have to solve many engineering and scientific issues related to the development of special, high-strength cables, with which the space elevator will rise into orbit. The experiment should take place in the coming days, writes Hi-news.

Within its framework, scientists want to use two ultra-compact cubesat satellites (dimensions 10x10 cm), which will be launched into orbit using the H-2V launch vehicle. The satellites will be interconnected using a 10-meter steel cable, on which an improvised blank will be installed, which will act as an elevator. With this set, the Japanese want to prove the reality of the "space elevator" theory.

The essence of the experiment is to stretch the same elevator along a cable 10 m long. The wire will be in limbo at this time. Cubesats, in turn, are needed in order to keep the cable taut. The "space elevator" will start its journey along the wire from the container inside which the launch vehicle will deliver the satellites into orbit.

It will be possible to monitor the movements of the "space elevator" using cameras installed on satellites. However, experts note that even if successful, the Japanese will not yet approach the end point of the "space elevator" project.

The launch of the H-2V carrier rocket with two satellites on board is scheduled for September 11.
