Safe Operation

1. General requirements for labor protection

1.1. To work as a roofer on rolled roofs and roofs made of piece materials, persons are allowed at least 18 years of age who have professional training, are recognized as fit to work at height by a medical board, as well as have passed an introductory briefing on labor protection, briefing at the workplace, internship for 12-14 shifts under the guidance of an experienced worker or foreman who has studied this manual.

1.2. The employee must know and comply with the internal labor regulations of the enterprise. Do not allow the use of alcoholic, narcotic and toxic drugs before and during work, smoking is allowed only in places designated for this purpose.

1.3. The employee must know and comply with fire safety rules, safety rules when using the elevator, and hold on to the railing when walking up the stairs. Take precautions when walking around the plant.

1.4. In the process of work, the following dangerous and harmful factors can affect the roofer:

  • increased or decreased air temperature of the working area;
  • increased or decreased air humidity in the working area, as well as strong wind;
  • increased voltage in the electrical circuit;
  • work at height;
  • harmful substances;
  • sharp tool edges.

1.5. Climbing work is considered to be all work that is performed at a height of more than 5 m from the surface of the ground, ceilings or working platform. In this case, the main means of protecting against falls from a height is a safety belt.

1.6. The roofer, in accordance with the standard norms for the free issuance of personal protective equipment (PPE), is provided with:

  • cotton suit with a wear period of 12 months;
  • leather boots with non-slip soles with a wear period of 12 months;
  • combined mittens with a period of wear "to wear";
  • protective helmet with a wearing period of 24 months;
  • safety belt on duty;

in winter additionally:

  • a cotton cotton jacket with a wearing period of 36 months;
  • cotton cotton trousers with a wearing period of 36 months.

1.7. The employee is obliged:

  • comply with the requirements of this manual;
  • comply with fire safety requirements;
  • use overalls and PPE;
  • know and follow the rules of personal hygiene.

1.8. It is forbidden to carry out roofing work at unenclosed workplaces located at a height of more than 1,3 m above the ground, in unlit or dark places.

1.9. If it is impractical to install scaffolding at a height, when performing work on a roof with a slope of more than 200 or on the edge of a roof with any slope, the roofer must use a tested safety belt, the places for fastening the safety belt carabiner must be indicated by the foreman.

1.10. It is forbidden to carry out roofing work during a thunderstorm, ice, fog, wind at a speed of 15 m/s. and more.

1.11. It is allowed to place materials on the roof only in the places provided for by the project for the production of works, with the adoption of measures against their fall, including from the effects of wind.

1.12. During breaks in work, technological devices, tools and materials must be removed or securely fastened.

1.13. Work with manual power tools, as well as slinging of materials to be lifted by load-lifting mechanisms, can be performed by a specially trained and certified roofer.

1.14. It is necessary to immediately inform the work manager about each accident that has occurred, provide first medical aid to the victim, maintaining, if possible, the situation at the workplace as it was at the time of the incident, if this does not threaten the health and life of others and does not lead to an accident.

1.15. The employee is responsible for violation of the requirements of this instruction in the manner prescribed by the Internal Labor Regulations of the enterprise and the current legislation.

2. Labor protection requirements before starting work

2.1. Before starting work, it is necessary to put on special clothing and tuck it in so that there are no hanging ends. Check the PPE required for the job.

2.2. An employee performing work at height must inspect the safety belt. The belt must be in good working order and it must be marked with the date of the test. Safety belts are tested every 6 months with a static load of 400 kg for 5 minutes.

2.3. Before starting work, the roofer must:

  • check the workplace;
  • check the condition of decks and scaffolds. Scaffold decking and scaffolding with a height of more than 1,3 m from the ground level or ceiling must be protected by railings with a height of at least 1,1 m with a side board with a width of at least 15 cm;
  • check the grounding and lightning protection of metal tubular scaffolding, the serviceability of the ladders used;
  • prepare tools and fixtures for work;
  • clear aisles and remove foreign objects and unnecessary materials.

2.4. It is forbidden to use a hand tool that has potholes, chips of working ends, burrs and sharp ribs in places of clamping by hand, cracks and chips on the back of the head. Hand tool handles must be smoothly finished, fitted and securely fastened.

2.5. To carry and store tools and small parts, the roofer should use an individual bag. Sharp parts of the tool should be protected with sheaths.

2.6. The tool must be used for its intended purpose. Cutting tools must be well sharpened.

2.7. Materials for work must be stored as follows:

  • tile materials - in stacks up to 1 m high;
  • roll materials - vertically in 1 row, on linings;
  • tiles - in a stack up to 1 m high, on the edge with gaskets;
  • bitumen - in a tightly closed container or in a fenced pit.

3. Labor protection requirements during work

3.1. The area where roofing work is carried out must be fenced off to prevent possible falling of materials, tools or containers from the building.

3.2. When arranging roofs from rolled materials on mastic, it is necessary to follow the rules for cooking, heating, transporting and applying hot mastics.

3.3. Sites for the preparation of bituminous mastics should be at least 50 m away from flammable buildings and warehouses.

3.4. During mastic cooking it is forbidden:

  • bend over the boiler;
  • lower wet pieces of bitumen into the boiler.

When loading the boiler and mixing the mass, one should be on the side opposite the furnace door of the boiler.

3.5. Boilers for cooking and heating bituminous mastics must be equipped with devices for measuring the temperature of the mastic and tightly closed lids.

3.6. Boilers should be filled no more than ¾ of their capacity. The filler loaded into the boiler must be dry. It is unacceptable to get ice and snow into the boiler. There should be fire extinguishing equipment (fire extinguishers, shovels and dry sand) near the digester.

3.7. It is forbidden to use open fire within a radius of less than 50 m from the place where bitumen is mixed with organic solvents. The distance between residential buildings and installations must be at least 200 m.

3.8. When preparing a primer consisting of a solvent and bitumen, the molten bitumen should be poured into the solvent. It is not allowed to pour the solvent into the molten bitumen.

3.9. To prevent swelling and splashing of the hot mass during cooking, it should be periodically mixed, preventing moisture from entering. Mixing and scooping should be done with a metal stirrer with a handle no less than 1,5 m long. It is not allowed to lower the heated stirrer into the mastic cauldron.

When mixing the mastic, you should stand on the windward side.

3.10. To fill with mastic, the tanks should be placed near the digester on a special stand of such a height that the top of the tank is 3-5 cm below the level of the top of the boiler.

3.11. Tanks must be filled no more than ¾ of their volume and placed in places that exclude tipping and falling.

It is forbidden to carry mastics in open containers. Lids must have locking devices that prevent opening in case of accidental overturning.

3.12. Tanks with bituminous mastic must be carried manually only on special holders with handles for two workers.

3.13. It is not allowed to use bituminous mastics with temperatures above 180°C.

3.14. Cleaning of the digesters should be done after they have cooled down to a temperature not exceeding 50°C in safety goggles.

3.15. The roofer is prohibited from:

  • pour hot bitumen manually from one boiler to another;
  • transfer tanks from hand to hand to a height;
  • to transport hot bitumen in tanks on cars.

3.16. For heating bituminous compounds indoors, it is not allowed to use devices with an open fire, but to use electrical appliances with a closed spiral.

3.17. When working with green and anthracene oils and other similar materials, the following rules must be observed:

  • do not contaminate hands, face and other parts of the body;
  • when spraying, stand on the windward side;
  • do not use green oil to cleanse the body of bitumen and mastics.

It is forbidden to work with degen materials for roofers with abrasions on their hands.

3.18. When installing roofs from asbestos-cement slabs, the roofer must, in addition to the safety belt, use portable ladders, inventory devices for materials that are attached to stable parts of the roof.

3.19. When covering roofs with tiles, in addition to the safety belt and ladders, a movable bench should be used to serve as a seat for the roofer.

3.20. When installing glass roofs and lanterns, a continuous boardwalk should be arranged under the place of work.

3.21. Umbrellas over ventilation shafts should be arranged from scaffolds, and over chimneys - from scaffolds firmly fixed to the roof lathing.

3.22. Roof elements and details, including expansion joints in joints, protective aprons, downpipe sections, drains, overhangs, etc. should be submitted to the workplace in prepared form. Procurement of these elements and parts directly on the roof is not allowed.

3.23. It is forbidden to drop materials and tools from the roof.

4. Labor protection requirements in emergency situations

4.1. In case of signs of fire, immediately stop the equipment, inform the head of work, the paramilitary fire department of the enterprise by tel. _______ and take part in the elimination of fire with primary fire extinguishing equipment (fire extinguishers, shovels, dry sand).

4.2. Extinguish the ignited mastic with dry sand or a thick foam fire extinguisher. Do not extinguish with water.

4.3. In cases of injury, you must immediately inform the work manager, contact the health center of the enterprise by tel. _______, if necessary, call an ambulance at tel. 03, provide first aid to the victim.

5. Labor protection requirements at the end of work

5.1. Remove tools, tidy up the workplace, remove construction debris and foreign objects from the roof.

5.2. Overalls must be stored in accordance with the procedure established by the enterprise.

5.3. Upon completion of all work, wash hands and face, if possible, take a shower.

5.4. Report any violations found to the supervisor.

5.5. After the end of the shift, it is prohibited to be on the territory of the enterprise without the knowledge of the management.
