Safe Operation

1. General requirements for labor protection

1.1. The following persons are allowed to work as a supply agent (food warehouse) (hereinafter referred to as supply agent) at PNI:

1.1.1. not younger than 18 years old,

1.1.2. passed medical examinations (examinations): preliminary (upon entry to work) and periodic (during work activity - by a general practitioner - annually, by a dermatovenerologist - 2 times a year; on the basis of the occupational pathology center - once every 1 years) and recognized fit for work;

1.1.3. past training:

  • introductory briefing on labor protection and introductory briefing on fire safety (when hiring);
  • initial briefing at the workplace with subsequent registration of admission;
  • repeated briefings at the workplace (on labor protection and fire safety, sanitation) (at least once every 1 months);
  • targeted (when performing one-time work not related to the direct responsibilities of the supply agent).

unscheduled:

  • when working conditions change (the introduction of new or revised norms, rules, instructions in the institution; installation of new equipment);
  • upon appointment or transfer to another job, if new duties require additional knowledge of the rules and regulations;
  • in case of violation by employees of the requirements of regulations on labor protection, fire safety, electrical safety, safety precautions when working with the provided APIN, sanitation and occupational hygiene, rules for providing first aid in case of accidents;
  • at the request of state supervision bodies;
  • according to the conclusion of the commissions investigating accidents with people;
  • when increasing knowledge to a higher electrical safety tolerance group;
  • when testing knowledge after receiving an unsatisfactory grade;
  • when there is a break in work in this position for more than 60 calendar days.

1.1.4. trained on the job

1.1.5. trained:

  • preliminary (when applying for a job within 1 month);
  • annual - on labor protection, fire safety, electrical safety, safety precautions when working with the provided PNI, rules for providing first aid in case of accidents at work, sanitation and occupational health.

1.1.6. passed the knowledge test:

  • primary (conducted by workers who first come to work);
  • regular (carried out at least once a year);

extraordinary (carried out regardless of the date of the previous inspection):

  • when working conditions change (the introduction of new or revised norms, rules, instructions in the institution; installation of new equipment);
  • upon appointment or transfer to another job, if new duties require additional knowledge of the rules and regulations;
  • in case of violation by employees of the requirements of regulations on labor protection, fire safety, electrical safety, safety precautions when working with the provided PNI, sanitation and occupational hygiene, rules of first aid in case of accidents
  • at the request of state supervision bodies;
  • according to the conclusion of the commissions investigating accidents with people;
  • when increasing knowledge to a higher electrical safety tolerance group;
  • when testing knowledge after receiving an unsatisfactory grade.

Workers combining professions must be trained in safe work practices and instructed in labor protection at all work performed.

1.1.7. In case of unsatisfactory assessment of knowledge of the "Rules ..." and instructions, repeated checks are scheduled no later than 1 month from the date of the last check. Personnel who showed unsatisfactory knowledge during the third test are not allowed to work in this specialty and must be transferred to another job.

1.2. The main dangerous and harmful production factors associated with the nature of the work of a supply agent are:

  • moving cars, the possibility of traffic accidents;
  • moving machines and mechanisms, moving parts of lifting and transport equipment;
  • noise, general vibration;
  • increased air movement;
  • transported goods, containers;
  • unstable stacks of transported and weighed goods;
  • sharp edges, burrs and uneven surfaces of goods and containers;
  • low temperature of the surfaces of refrigeration equipment, products;
  • reduced air temperature of the working area;
  • lack or lack of natural light;
  • insufficient illumination of the working area;
  • increased physical activity;
  • increased voltage in the electrical circuit;
  • psycho-emotional stress;
  • the risk of physical injury from the provided PNI.

1.3. Lifting and moving weights manually must be carried out in compliance with the following permissible loads:

1.3.1. Lifting and moving weights on a horizontal surface when alternating with other work (up to 2 times per hour):

  • for women - up to 10 kg (including when moving loads on carts or containers, the applied force should not exceed 10 kg.)
  • for men - up to 30 kg (including when moving loads on carts or containers, the applied force should not exceed 30 kg).

1.3.2. Constantly during the work shift:

  • for women - 7 kg;
  • for men - 15 kg.

1.4. The supply agent must wear sanitary clothing when working with products:

  • cotton robe or cotton suit - 2 for 2 years;
  • cap (or scarf) cotton -2 for 2 years.

When involved in one-time work, the implementation of which involves the provision of work clothes, safety footwear and other personal protective equipment (PPE), the supply agent is issued the specified PPE for the duration of the work.

The overalls must be in good working order and subject to regular washing and repair at the PNI. Sanitary and hygienic and protective clothing that fails ahead of schedule must be replaced.

1.5. The supply agent must:

1.5.1. comply with the internal labor regulations in force at the PNI, work schedule, work and rest schedule, sanitation, safety and fire safety rules. Smoking is permitted only in specially installed, designated and equipped areas.

1.5.2. be able to provide first aid in case of accidents;

1.5.3. immediately notify your immediate or superior work manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in your health, including the appearance of an acute occupational disease (poisoning).

1.5.4. leave outerwear, shoes, headgear, personal items in the dressing room;

1.5.5. Before starting work, put on clean sanitary clothing and change it when soiled;

1.5.6. observe the rules of personal hygiene, follow the "Instructions for household and hygienic treatment of hands" (before and after working with goods, after visiting the toilet, any contamination of hands and before eating, wash your hands with soap, wipe dry with a clean towel, trim your nails in a timely manner, clean subungual spaces);

1.5.7. Avoid eating food in unsuitable places, utility rooms and storage areas.

1.5.8. clearly know and comply with sanitary and hygienic requirements for the storage regime and safety of transportation of goods;

1.5.9. when driving a vehicle (during the performance of official duties), require the driver to comply with road safety rules and speed limits, as well as safety and sanitation requirements when transporting products;

1.5.10. follow the safety instructions when working with the provided APNI;

1.5.11. perform only the work assigned to him by his immediate superior.

It is not allowed to carry out orders and tasks that contradict the requirements of the Safety Rules.

1.6. A supply agent may be suspended from work in the following cases:

  • ignorance and non-compliance with safety instructions, sanitation, fire safety;
  • appearing at the workplace under the influence of alcohol, drugs or toxic substances, or in a sick state;
  • in the absence of sanitary and hygienic and special clothing and personal protective equipment.

1.7. The supply agent is responsible for improper performance or failure to fulfill his official duties and violation of the requirements of labor protection instructions - within the limits determined by the current labor legislation of the Russian Federation.

2. Labor protection requirements before starting work

2.1. Fasten special (sanitary) clothing with all buttons (tie ties), avoiding hanging ends of clothing, remove hair under a headdress.

Do not stab clothes with pins, needles, do not keep sharp, breakable objects in the pockets of clothes.

Shoes must be stable, with non-slip soles (the use of shoes with high heels or open (unfixed) heels is prohibited); when working in food warehouses, shoes must be thoroughly cleaned of dirt.

2.2. Check by external inspection the compliance of the place of work with labor protection, fire, environmental safety and hygiene requirements, including:

  • the absence of hanging and bare ends of the electrical wiring;
  • reliability of closing all current-carrying and starting devices, the absence of foreign objects inside and around the switched on electrical equipment;
  • condition of the floors (absence of potholes, unevenness, slipperiness, open ladders, open unguarded hatches, wells);
  • compliance of mechanisms and equipment with the requirements of operating instructions.

2.3. Report any detected malfunctions in premises and equipment or other problems to the responsible manager or immediate supervisor and begin work only after they have been eliminated.

3. Labor protection requirements during work

3.1. Perform only the work for which you have received training, instructions on labor protection and for which you have been authorized by your immediate supervisor.

Do not follow orders if they contradict labor protection, fire safety and environmental requirements.

3.2. Use serviceable equipment, tools, devices necessary for safe work, as well as special and sanitary clothing, special and sanitary footwear and other personal protective equipment, provided for by the relevant standard standards for the free issuance of special and sanitary clothing, footwear and other personal protective equipment; use them only for the work for which they are intended.

3.3. When preparing documentation using a PC and office equipment, follow the current instructions (on operation and labor protection).

3.4. Do not clutter the workplace, passages and driveways leading to it, passages between equipment, shelving, passages to control panels, switches, evacuation routes and other passages with empty containers, equipment, excess supplies of goods, etc.

3.5. Keep the work area clean; remove spilled (spilled) products, fats, etc. from the floor in a timely manner.

3.6. Do not entrust your work to untrained and unauthorized persons.

3.7. Observe the rules of movement in the premises and on the territory of the PNI and other places when performing official duties. When moving in warehouse premises, use only designated passages, do not walk over stacks of goods, empty containers, and do not climb over conveyors, fences and other obstacles.

3.8. When you are in an area of ​​possible traffic of cars or other vehicles, be careful, especially if there are objects that limit visibility:

3.8.1. do not walk or carry out work on the paths of vehicles, electric and forklifts, cargo trolleys;

3.8.2. do not cross the road in front of a moving car, other vehicles or loading equipment;

3.8.3. to pass a moving or maneuvering transport, mechanism;

3.8.4. be at a safe distance from the maneuvering vehicle;

3.8.5. when reversing the vehicle, do not stand between the side of the body and the overpass;

3.8.6. before exiting from behind a parked car, the corner of a building, or from a gate, you should stop and continue on your way only after making sure that there is no moving traffic;

3.8.7. Be careful in narrow passages between cars (especially with running engines);

3.8.8. Do not cross railway tracks under wagons or between uncoupled wagons.

3.9. When assisting the driver when maneuvering a car in a limited area, choose a position that guarantees personal safety when accompanying cargo, and do not ride in the back of the car.

3.10. While the vehicle is moving, it is prohibited to stand on the running board or fender of the vehicle.

3.11. When ensuring the safety of inventory, control and participation in loading and unloading operations:

3.11.1. verify:

  • sufficiency of illumination of passages and places for loading, unloading and movement of goods; if necessary, require lighting of loading and unloading areas;
  • the presence of free passages and passages to places where goods and containers are stored;
  • the condition of floors, platforms, etc. on the routes for transporting goods (the absence of cracks, potholes, loaded planks, protruding nails, open unguarded hatches, wells, and passages and passages are leveled and do not have holes, ruts, are not wet or slippery). In the cold season, require clearing of snow, and when icing occurs, covering passages, driveways, ramps, bridges and gangways with sand, slag or other anti-slip material. It is prohibited to drive a vehicle onto a loading and unloading ramp that is not equipped with side guards and a wheel guard.
  • the presence and serviceability of the trestle railings, fender bars, and security boards necessary for safe operation, as well as the serviceability of the devices used for lifting and moving loads;
  • serviceability of personal protective equipment, if work conditions require their use.

3.11.2. it is necessary to warn people nearby about the upcoming start-up of equipment (conveyor, elevator, etc.).

3.11.3. for loading and unloading, methods must be selected that meet the requirements for safe work performance;

3.11.4. make sure that the cargo is in a safe, stable position, and that there are no unauthorized persons in the areas where loading and unloading operations are carried out and in the areas where lifting machines operate. If you find an incorrectly stacked stack, inform the responsible manager to take measures to dismantle it and stack it again to eliminate the noticed defect;

3.11.5. loading and unloading of cargo must be carried out taking into account its category and degree of danger;

3.11.6. the movement of trolleys manually should be carried out in the direction “away from you”;

3.11.7. goods in glass containers are placed only on strong, stable stands;

3.11.8. if it is necessary to move cargo across rail tracks (at the level of the rail head), as well as on soft or uneven ground, a hard covering or flooring with a width of at least 1,5 m must be laid;

3.11.9. When loading (unloading), do not be inside the car or railway car, or within the range of the crane.

3.11.10. use hand protection when carrying loads in rigid containers or frozen foods;

3.11.11. Loads must be carried only in serviceable containers (without burrs, burrs, protruding nails, edging wire)

3.11.12. do not load containers more than the nominal gross weight;

3.11.13. do not drag loads;

3.11.14. do not stack loads in loose packaging;

3.11.15. do not walk on stacks;

3.11.16. goods (products) must be lowered down the loading chute one by one, and the lowered load must be removed before the next load begins to be lowered;

3.11.17. loads on vehicles are installed (stacked) so that they do not shift or fall during transportation; if necessary, the load is secured;

3.11.18. to secure cargo in a car or railway car, wooden or metal stops, stop frames, and shields are used;

3.11.19. the side of the vehicle body must be opened and closed by at least two workers (subject to the safe location of the cargo) located on one side of the side being opened (closed);

3.11.20. When transporting packaged cargo, packaging is used using pallets, containers and other packaging means;

3.11.21. when loading, cargo of irregular shape and complex configuration must be placed on the vehicle so that its center of gravity occupies the lowest position;

3.11.22. the placement of cargo in a covered wagon must be such that it does not interfere with the free opening of the doors located on both sides of the wagon;

3.11.23. when opening the car doors, do not be in the danger zone of a possible cargo collapse;

3.11.24. the sides of the platform open in the established sequence (first in the middle, and then at the ends of the platform), while you must be at a distance of at least 1 m from the side;

3.11.25. When forming packages with cargo on flat pallets, it is necessary that:

  • the mass of the cargo was distributed symmetrically relative to the longitudinal and transverse axes of the pallet;
  • the upper plane of the package was flat;
  • the cargo on the pallet did not protrude beyond its edges by more than 50 mm;
  • the weight of the package did not exceed the load-carrying capacity of the loading and unloading mechanism;
  • the cargo was packed only in a serviceable container.

3.12. When stacking cargo in the body of a car:

3.12.1. The car body is loaded from the cab to the rear side, unloaded in the reverse order;

3.12.2. when loading in bulk, the cargo must be distributed evenly over the entire floor area of ​​the body and so that it does not rise above the sides;

3.12.3. piece cargo that rises above the side of the body must be tied down with rigging;

3.12.4. box, barrel and other piece goods are stacked tightly and without gaps so that when driving (sharp braking, starting from a stop or on sharp turns) they do not move along the floor of the body;

3.12.5. the gaps between the loads are filled with durable gaskets and spacers;

3.12.6. each load is individually secured to prevent it from moving and tipping over;

3.12.7. barrels with liquid cargo are installed with the plug facing up, each row of barrels is installed on spacers made of boards, and all outer rows are wedged; the use of other objects instead of wedges is not allowed;

3.12.8. glass containers with liquids in crates are installed standing;

3.12.9. it is forbidden to load containers more than the nominal gross weight;

3.12.10. It is necessary to place the cargo in the container so that it is below the level of its sides.

3.12.11. Unloading of barrels from a vehicle must be carried out along fixed slopes, while the rolled barrels must be held with a rope by a worker located in the back of the vehicle. It is not allowed to drop barrels from the vehicle platform.

3.13. When laying in the car body is not allowed:

3.13.1. securing cargo in the car body with wire or metal ropes;

3.13.2. placing cargo in glass containers in lathing on top of each other (in two tiers) without durable gaskets that protect the bottom row from destruction during transportation;

3.13.3. so that the load in the body rises above the roadway by more than 3,8 m and has a width of more than 2,5 m.

3.14. Warehousing and weighing of goods must be carried out in accordance with safety requirements:

3.14.1. when storing barrels laid “lying down”, it is not allowed to use adjacent stacks as a supporting wall;

3.14.2. when weighing barrels and other heavy loads, a commercial scale installed flush with the floor or an inclined bridge should be used;

3.14.3. the goods to be weighed must be placed on the scales carefully, without jolts, if possible in the center of the platform, without protruding beyond the dimensions of the scales;

3.14.4. untared (bulk) cargo must be located evenly across the entire platform of the scales;

3.14.5. After each weighing, the balance of the unloaded scales is checked. If necessary, the scale platform is cleaned of contamination.

3.15. It is forbidden:

3.15.1. use random objects (boxes, barrels, etc.), equipment for sitting;

3.15.2. hang foreign objects (clothes, etc.) on switches or sockets;

3.15.3. store flammable substances outside the places established in the API;

3.15.4. block table lamps and other electric heating devices with flammable materials (fabrics, paper, etc.);

3.15.5. use faulty and homemade electrical appliances;

3.15.6. dry clothes and shoes on electric heating devices (except for specially designed ones);

3.15.7. use open fire in the premises and on the territory of the PNI (except for approved special works);

3.15.8. leave electrical appliances on (including in standby mode) during long breaks or when leaving work (except for refrigerators and other continuous equipment);

3.15.9. leave equipment, goods, containers with hot water and food and other liquids unattended and in accessible places.

3.16. The supply agent must comply with labor protection, fire and environmental safety requirements, including:

3.16.1. safety requirements for mercury contamination of premises, equipment and when working with devices containing mercury, in accordance with the instructions for storage and use of these devices;

3.16.2. safety requirements for irradiation of premises with wall-mounted and mobile ultraviolet bactericidal irradiators;

3.16.3. remove garbage, contaminated rags, etc. to the designated place. It is not allowed to remove garbage and waste directly with your hands; brushes, dustpans and other devices must be used for these purposes.

4. Labor protection requirements in emergency situations

4.1. If a danger is detected that threatens the life and health of people, the supply agent is obliged to immediately notify all nearby people about it, leave the dangerous area,, if necessary, help evacuate those provided, close access to this area, immediately notify a superior and act in accordance with the liquidation plan accidents

4.2. If a fire or fire is detected, you must:

  • immediately inform the fire brigade, duty personnel of other departments or divisions located in the fire or smoke zone and the administration;
  • de-energize the equipment in the area of ​​fire or fire;
  • begin the evacuation of those provided and, if possible, take part in extinguishing the fire using available fire extinguishing means (in compliance with safety requirements);
  • The evacuation of inventory items, etc., should only be carried out if the work is safe.

4.3. If during work the loading area becomes contaminated with fats or spilled powdery substances (flour, oil, etc.), stop work until the contaminants are removed.

4.4. Spilled grease is removed using rags or other grease-absorbing materials. The contaminated area is washed with a heated (to no more than 50°C) solution of soda ash and wiped dry.

4.5. Large amounts of spilled dusty powdery substances must be removed using goggles and a respirator.

4.6. In case of injury, poisoning and sudden illness, the victim should be provided with first (pre-medical) aid and, if necessary, his delivery to a healthcare facility should be organized.

4.7. Before investigating an accident or an accident, it is necessary to maintain the workplace environment as it was at the time of the accident, if there is no threat to the life and health of others, and this will not lead to an accident.

4.8. If breakdowns of electrical appliances or electrical equipment occur: stop their operation, as well as the supply of electricity, water, etc., report to the immediate supervisor or employee responsible for the safe operation of this equipment, and act in accordance with the instructions received.

5. Labor protection requirements at the end of work

5.1. Disconnect electrical equipment that was used during work from the mains. In all APNI premises (regardless of their purpose), which are closed upon completion of work and are not controlled by personnel on duty, all electrical installations and electrical appliances must be de-energized (with the exception of duty and emergency lighting, automatic fire and security alarm systems).

5.2. Tidy up the workplace.

5.3. Take off sanitary clothing and put them in a special closet. Fulfill all personal hygiene requirements (wash your hands with warm water and soap, if possible, take a shower).

5.4. Inform your immediate supervisor about malfunctions at the workplace (in the water supply, heating, sewerage, equipment and mechanization systems).
