If an employee performs work specified in the industry list of work with heavy and harmful, especially difficult and especially harmful working conditions, then he is given additional payments to the established amount of remuneration. Specific amounts of additional payments are determined on the basis of certification of workplaces and assessment of working conditions. With subsequent rationalization of jobs and improvement of working conditions, additional payments are reduced or eliminated completely.

In turn, sectoral ministries and departments develop and, in agreement with the relevant trade union committees, approve sectoral regulations, which include working conditions factors that most fully take into account the specifics of the work performed in the industry.

The actual state of working conditions is assessed on the basis of workplace certification data or special instrumental measurements of the levels of working environment factors, which are reflected in the Map of Working Conditions at the Workplace.

For enterprises that have limited capabilities to carry out instrumental measurements of the levels of factors in the working environment, it is allowed, as an exception, to use the method of express assessment of the state of working conditions according to certain criteria.

The amounts of additional payments depending on the actual state of working conditions are established by the heads of associations, enterprises and organizations in agreement with the trade union committee. Keep in mind that additional payments are established for specific jobs and are accrued to workers only for the period of actual employment in these places.

Thus, ministries and departments, on the basis of Standard Lists of Work with Heavy and Harmful, Particularly Heavy and Particularly Harmful Working Conditions, under which additional payments to workers for working conditions can be established, develop and, in agreement with the central committees of trade unions, approve the corresponding sectoral lists of work. Associations, enterprises, organizations, taking into account the industry list of works and the results of certification of workplaces, develop a list of workplaces and specific jobs in which additional payments are established to workers for working conditions, indicating the amount of these additional payments.

This list is approved, included in the collective agreement with measures to improve working conditions, and is reviewed annually taking into account the work carried out to rationalize jobs, mechanize manual labor, and improve its organization and conditions. With the subsequent rationalization of jobs, new Working Conditions Maps are drawn up, on the basis of which additional payments are reduced or canceled completely.
