Industry of housing and communal services least protected currently in the field of labor protection. Cases of non-compliance with elementary safety and labor protection rules in this industry are not so rare. This is due both to the elementary ignorance of safety regulations on the part of the workers themselves, and the connivance of the managers. The situation is complicated by the fact that the housing and communal services are in a deplorable state, the wear and tear of equipment, mechanisms and communications sometimes reaches 100%. All this affects the number of accidents that occur during the production of works.

Therefore, the heads of enterprises and organizations of the housing and communal sector should be more responsible approach the requirements for labor protection and safety, established both by the Labor Code of the Russian Federation and by departmental by-laws.

The main body that adopts acts on labor protection in this industry is the Ministry of Labor of the Russian Federation. Thus, the Decree of the Ministry of Labor of the Russian Federation of August 16, 2002 No. 61 approved and operates the Intersectoral Rules for Labor Protection in the Operation of Water Supply and Sewerage. These Rules are valid throughout the Russian Federation and should be taken into account when reconstructing and technically re-equipping organizations operating water supply and sewerage facilities, performing repairs of water supply and sewerage systems, organizing technological processes and operations.

Model industry standards for the free issue of special clothing, special footwear and other personal protective equipment to employees of housing and communal services, approved by Decree of the Ministry of Labor of the Russian Federation of December 29, 1997 No. 68.

For workers in boiler houses (engineer (fireman) of a boiler house, operator of a boiler room, fireman of technological furnaces), the Standard Instruction on Labor Protection for Workers of a Boiler House TOI R-218-55-95 (approved by the Federal Road Department of the Ministry of Transport of the Russian Federation on December 5, 1994) is obligatory. Labor protection standards are contained in the Industry Tariff Agreement for Organizations of Housing and Communal Services, Gasification and Operation of the Gas Sector of the Russian Federation for the period from January 1, 2005 to December 31, 2007 dated May 12, 2004 (with amendments and additions registered Federal Service for Labor and Employment dated December 6, 2005 No. 34/05-07).
