Article 211 of the Labor Code "State regulatory requirements for labor protection" states that the procedure for the development and approval of by-laws normative legal acts containing state regulatory requirements for labor protection, is established by the Government of the Russian Federation, taking into account the opinion of the Russian tripartite commission for the regulation of social and labor relations.

In addition, the procedure for the development and approval of by-laws on labor protection is determined by the documents of the relevant federal government bodies, including the Government of the Russian Federation, which is responsible for the preparation and approval of the relevant by-laws.

The Federal Law "On Technical Regulation" required a fundamental change in the entire existing order, introduced a new type of regulatory documents "technical regulations", only in which it is possible to state MANDATORY REQUIREMENTS in the field of technical regulation, and allowed the adoption of technical regulations by federal laws, international treaties and two by-laws : decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation.

However, since the procedure established by this law will finally come only from July 1, 2010, in the current (transitional) period, all previously adopted (before July 1, 2003) regulatory documents continue to operate.

Sub-legislative normative legal acts are issued by the federal executive authorities in the form resolutions, orders, orders, rules, instructions and regulations.

Publication of normative legal acts in the form of letters and telegrams is not allowed

We emphasize that structural subdivisions and territorial bodies of federal executive bodies are not entitled to issue by-laws.

A by-law normative legal act may be issued jointly by several federal executive bodies or by one of them in agreement with others.

State registration of normative legal acts is carried out by the Ministry of Justice of the Russian Federation, which maintains the State Register of normative legal acts of federal executive bodies.

Air trap for insects 01.05.2024

Agriculture is one of the key sectors of the economy, and pest control is an integral part of this process. A team of scientists from the Indian Council of Agricultural Research-Central Potato Research Institute (ICAR-CPRI), Shimla, has come up with an innovative solution to this problem - a wind-powered insect air trap. This device addresses the shortcomings of traditional pest control methods by providing real-time insect population data. The trap is powered entirely by wind energy, making it an environmentally friendly solution that requires no power. Its unique design allows monitoring of both harmful and beneficial insects, providing a complete overview of the population in any agricultural area. “By assessing target pests at the right time, we can take necessary measures to control both pests and diseases,” says Kapil ... >>

The threat of space debris to the Earth's magnetic field 01.05.2024

More and more often we hear about an increase in the amount of space debris surrounding our planet. However, it is not only active satellites and spacecraft that contribute to this problem, but also debris from old missions. The growing number of satellites launched by companies like SpaceX creates not only opportunities for the development of the Internet, but also serious threats to space security. Experts are now turning their attention to the potential implications for the Earth's magnetic field. Dr. Jonathan McDowell of the Harvard-Smithsonian Center for Astrophysics emphasizes that companies are rapidly deploying satellite constellations, and the number of satellites could grow to 100 in the next decade. The rapid development of these cosmic armadas of satellites can lead to contamination of the Earth's plasma environment with dangerous debris and a threat to the stability of the magnetosphere. Metal debris from used rockets can disrupt the ionosphere and magnetosphere. Both of these systems play a key role in protecting the atmosphere and maintaining ... >>

Solidification of bulk substances 30.04.2024

There are quite a few mysteries in the world of science, and one of them is the strange behavior of bulk materials. They may behave like a solid but suddenly turn into a flowing liquid. This phenomenon has attracted the attention of many researchers, and we may finally be getting closer to solving this mystery. Imagine sand in an hourglass. It usually flows freely, but in some cases its particles begin to get stuck, turning from a liquid to a solid. This transition has important implications for many areas, from drug production to construction. Researchers from the USA have attempted to describe this phenomenon and come closer to understanding it. In the study, the scientists conducted simulations in the laboratory using data from bags of polystyrene beads. They found that the vibrations within these sets had specific frequencies, meaning that only certain types of vibrations could travel through the material. Received ... >>

Preamplifier Densen B-250CAST 14.05.2017

The Densen B-250CAST preamplifier is introduced, which also includes a DAC and a network player. The novelty has incorporated developments from the early model B-275 Super Leggera. To reduce noise, distortion and imbalance between channels, the volume control circuit uses Vishay metal film resistors and an array of microprocessor controlled relays. The volume is adjustable in 0,5 dB steps within 200 steps and maintains balance between channels even at low levels.

The power section includes three transformers of 20 VA each, they are protected from vibrations, as are the 6 W amplifier stages, operating in class A without feedback and placed in isolated cases. The output circuits are built according to the "double mono" scheme and include capacitors with a total capacity of 100 microfarads.

The novelty supports the connection of MM-phono stage DP-07 and external power supplies DNRG, 1NRG or 2NRG. Google Cast is supported, the built-in DAC works in 192/24 format and its analog part uses only discrete elements, there is an optical S/PDIF input.
