I. General Provisions

The head of the technical control department belongs to the category of managers, is hired and dismissed from work by order of the director of the enterprise.
A person with a higher technical education and work experience in the specialty in managerial positions for at least 5 years is appointed to the position of head of the technical control department.
The head of the technical control department reports directly to the director of the enterprise.
In his activities, the head of the technical control department is guided by:

legislative and regulatory documents regulating relevant issues;
methodological materials relating to the issues of its activities;
the Charter of the enterprise;
orders, instructions of the director of the enterprise;
this Job Description.

The head of the technical control department must know:

resolutions, orders, orders of higher authorities, methodological, regulatory and other guidance materials on product quality management;
a system of state supervision, interdepartmental and departmental control over product quality;
methods of planning to improve the quality of products;
systems, methods and means of technical control;
production technology of the enterprise;
standards and technical conditions in force in the industry and at the enterprise;
procedure for certification of industrial products;
the procedure for submitting and considering complaints about the quality of raw materials, materials, semi-finished products, components and finished products;
rules for testing and acceptance of products;
organization of accounting, procedure and deadlines for reporting on product quality;
experience of leading domestic and foreign enterprises in achieving high levels of product quality and organization of its control;
fundamentals of economics, labor organization, production and management;
fundamentals of the labor legislation of Ukraine;
rules and norms of labor protection, safety measures, industrial sanitation and fire protection.

During the absence of the head of the technical control department of the enterprise, his duties are performed in the prescribed manner by the appointed deputy, who is fully responsible for their proper performance.

II. Official duties

The head of the technical control department is obliged to:

Organize work to control the quality of products manufactured by the enterprise, perform work (services) in accordance with the requirements of standards and specifications, approved samples (standards) and technical documentation, terms of supply and contracts, as well as to strengthen production discipline, ensure a high technical level and product quality.
Participate in planning to improve the quality of products (works, services) that meet the level of development of science and technology in terms of their technical and economic indicators, the needs of the economy, the country's population, export requirements, etc.
Ensure the verification of material resources (raw materials, materials, semi-finished products, components) entering the enterprise, the preparation of conclusions on the compliance of their quality with standards and specifications; operational control at all stages of the production process, quality control and completeness of finished products, the quality of tools and technological equipment manufactured at the enterprise, as well as the correct storage of raw materials, materials, semi-finished products, components in the enterprise's divisions and warehouses, finished products before they are sent to consumers.
Lead the development and implementation of measures to improve the quality of products (works, services), the introduction of a quality management system, standards and regulations, indicators regulating the quality of products (works, services), the most advanced control methods that provide for the mechanization and automation of control operations, systems for defect-free delivery products, non-destructive testing, etc., the creation of special tools for these purposes.
Participate in work on:

determination of the range of measured parameters and optimal standards for measurement accuracy,
selection of the necessary means of their implementation,
monitoring compliance with the regulatory deadlines for updating products and preparing them for certification.

Organize the conduct of random checks of the quality of finished products and material resources entering the enterprise, the quality and condition of technological equipment and tools, production conditions, packaging, storage, loading and transportation of products, raw materials, materials, semi-finished products, components and tools within the enterprise, not provided for by the technological process .
Provide control over:

testing of finished products and execution of documents certifying the quality of products (works, services),
preparation of complaints in case of violations by suppliers of requirements for the quality of supplies, as well as timely preparation of methods and technological instructions for the current control of the manufacturing process,
the state of control and measuring equipment at the enterprise and the timeliness of their submission for state inspection,
providing quality control services with the necessary technical documentation.

Lead work on:

analysis of complaints;
studying the causes of defects and violations of production technology, deterioration in the quality of work, the release of defects and products of lower grades;
to develop proposals for their elimination;
control over the implementation of the necessary measures to increase the responsibility of all production links for the release of products that meet the established requirements;
to stop receiving and shipping low-quality products.

Organize work for:

registration of the results of control operations;
keeping records of indicators of product quality, marriage, its causes and perpetrators, drawing up periodic reports on the quality of products, work (services) performed.

Manage department employees.

III. Rights

The head of the technical control department has the right to:

Get acquainted with the draft decisions of the director of the enterprise regarding the activities of the technical control department.
Submit proposals to improve the work of the department for consideration by the director of the enterprise.
Sign and endorse documents within their competence.
Receive from the heads of structural divisions of the enterprise (specialists) information and documents necessary for the performance of their duties.
Submit for consideration by the director of the enterprise submissions on the appointment, transfer, dismissal of employees subordinate to him, proposals for their encouragement or the imposition of penalties on them.
Require the director of the enterprise to assist in the performance of his duties and rights.

IV. A responsibility

The head of the technical control department is responsible for:

For failure to perform (improper performance) of their official duties provided for by this Job Description, within the limits determined by the current labor legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor, criminal and civil legislation of Ukraine.
