I. General Provisions

  1. The site mechanic is appointed to the position and dismissed from it by order of the enterprise.
  2. The mechanic of the site reports directly to the head of the site, in an operational manner - to the head of the technical department, the head of the automated workplace, the head of the garage.
  3. Must know:
  • resolution, orders, orders, normative documents and other guidance materials on production and economic activities in the field of transportation.
  • device, purpose, design features, technical and operational data, rules for the technical operation of rolling stock, road equipment, repair equipment.
  • rules for the technical operation of vehicles, the technology of their repair and maintenance.
  • the procedure for keeping records and responsibility for rolling stock and operational materials.

  • norms and requirements of labor protection, safety measures, industrial sanitation, environmental protection and fire safety.
  1. Qualification requirements: full or basic higher education in the relevant field of study (specialist, bachelor), driving licenses of category B, C in order to promptly resolve production issues with scattered areas.

II. Official duties

Site mechanic:

  1. Controls the daily issuance of diesel fuel at work sites in accordance with the shift task, antifreeze, oil and their movement, taking into account weather and road conditions and the distance of transportation, ensures the collection and transportation of used oils to the enterprise. It measures the remaining fuel in tanks, brings the daily refueling rates to tankers, drivers, bulldozers, excavators.
  2. Controls the issuance of customer coupons, ensures the transfer of drivers' waybills to the enterprise.
  3. Keeps records of the work of cars according to the release schedule.
  4. Every day, by 9.00, it transmits to the enterprise a summary of the transport work performed, the technical condition of the equipment, the need for its repair, the supply of spare parts (makes up applications), constantly maintains contact with the transport engineer of the enterprise, informs the management of all emergency situations - accidents, road traffic incidents, violations of labor, transport and technological discipline.
  5. Checks the technical condition of machines and mechanisms operating on the site, confirms the serviceability with a stamp in the waybill at the beginning of the shift and at its end. Does not allow the operation of vehicles with malfunctions that threaten traffic safety.
  6. Monitors the correct operation, rational use, coordination of the operation of vehicles and other equipment of the enterprise, ensures the provision of rolling stock for maintenance and repair to the enterprise according to schedules.
  7. Supervises the repair work of equipment on the site, has an electric and gas welder, a car mechanic under his command.
  8. With the foreman (foreman) of the site, he ensures a rational arrangement of rolling stock, drivers, excavators, bulldozers in relation to specific working conditions, determines the order of traffic depending on weather and road conditions.
  9. Responsible for the safety of spare parts, operating materials and tools available on site.
  10. Keeps records and provides a ten-day report on the use of spare parts, operating materials, fuels and lubricants.
  11. Conducts pre-trip briefing for drivers of vehicles and road special equipment, provides information on weather and road conditions at the work site.
  12. Ensures the proper sanitary and fire-prevention condition of change houses, maintaining their condition.
  13. Checks drivers and mechanics for driver's licenses.
  14. It does not allow drivers and machine operators who are in a drunken, sickly or overworked state to work.
  15. Supervises compliance by the driver's staff, scraper drivers, bulldozer drivers, excavator workers with the rules of internal labor regulations, work and rest schedule, business trip time.
  16. Ensures compliance with the norms and requirements of labor protection, fire safety and traffic safety. Personally takes all feasible measures to eliminate any production situation that poses a threat to the life or health of employees.
  17. Supervises the training of drivers and machine operators newly hired and when transferring them to other brands of equipment.
  18. Participates in the analysis of the circumstances of accidents, traffic violations, road accidents.
  19. It does not allow the storage of rolling stock outside the protected area of ​​the site, its use for personal gain.

III. Rights

The site mechanic has the right to:

  1. Set tasks for the repair of equipment, give orders to drivers and employees of the enterprise on the site, demand high-quality and timely execution.
  2. Prohibit the operation of rolling stock, road machinery, equipment and tools in the event of a threat of an accident and breakdown, in case of violation of the rules for operating and caring for them.
  3. Require all employees of the site to comply with the norms and requirements for labor protection, fire safety, industrial sanitation, occupational health, and traffic safety.
  4. Suspend from work workers at the site who have not passed a medical examination, training, instruction, testing of knowledge on labor protection, violating regulations on labor protection fire safety.
  5. Submit proposals to improve the work of the enterprise for consideration by the management.
  6. On behalf of the management, represents the enterprise within its powers.

IV. A responsibility

The Site Mechanic is responsible for:

  1. violation by their actions or orders of labor legislation, as well as for self-withdrawal from the performance of their functional duties;
  2. failure to fulfill the duties assigned to him in the field of labor safety;
  3. failure to comply with the instructions and instructions of officials of state supervision bodies, regulatory organizations, and the management of the enterprise;
  4. technical condition of the rolling stock and road equipment, tools on the site;
  5. failure to meet the technical and economic indicators of the site;
  6. the state of discipline in the area.

Diesel smoke harms the heart and blood vessels 05.02.2020

Dirty air is harmful to health - this is evidenced by medical statistics: those who breathe air with a large amount of industrial and automobile pollution are more likely to suffer from various diseases, including Alzheimer's disease.

Researchers from the National University of Kapodistrias of Athens equipped a special room in which it was possible to control the composition of the air, and filled it with air with combustion products of diesel fuel - in the amount that can be found in the center of a densely populated city (burned diesel accounts for about 50% of all pollution urban air). For comparison, the same room was filled with clean air. The participants in the experiment, forty people without any cardiovascular problems, were divided into two parts: one two hours they breathed smoky air, the other - clean air. A month later, both of them returned to the laboratory, but now they changed roles: those who used to breathe clean air now breathed diesel exhaust, and vice versa.

The state of the heart and blood vessels was assessed by a number of parameters: the activity of protein C was measured, which works as an anticoagulant in the blood, reducing the likelihood of blood clots; the activity of C-reactive protein, one of the main markers of inflammation, was measured; blood vessels were measured to what extent they can expand under the influence of increasing blood flow, how elastic or rigid their wall is, etc. It turned out that even two hours in a diesel atmosphere is enough for cardiovascular parameters to change, and not for the better side.

In those who breathed dirty air, the activity of the inflammatory protein increased (smoking participants in the experiment had more of it than non-smokers). The activity of the fibrinogen protein, which is necessary for blood clotting, also increased; at the same time, the activity of the anticoagulant protein decreased - from which we can conclude that the likelihood of blood clots increased in the vessels. Deviations in the heart rhythm appeared, and the walls of the vessels became less flexible - which, in turn, should affect the blood supply to the organs and the work of the heart. What is especially important, all these changes lasted for a day, although people breathed dirty air for only two hours. But many of us spend in the city center not two hours or three, but more.
