I. General Provisions

The head of the consumer service center and the sale of services belongs to the category "Leaders".
Appointment to the position of the head of the consumer service center and the sale of services and dismissal from it is carried out by order _______ upon submission in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
The head of the consumer service and sales center reports directly to _______.
The head of the consumer service and sales center must know:

resolutions, orders, orders, methodological, regulatory documents relating to the production activities of the center;
theory and practice of marketing;
methods of research and analysis in the field of marketing (production, trade, advertising, price and other activities);
methods of forecasting and modeling demand;
ways and methods of advertising products;
rules for the operation and repair of technical equipment serviced by the center, technical documentation;
"Rules for the use of local telephone communications"; "Rules for the use of long-distance and international telephone communications"; "Rules for the use of telegraph communications"; "Rules for the use of wire broadcasting";
normative and legislative acts on circulation of securities;
rules for the interaction of local public telephone networks with local telephone networks of departments and other owners;
Law of Ukraine "On Protection of Consumer Rights"; Law of Ukraine "On citizens' appeals";
the procedure for concluding contracts;
fundamentals of economics, organization of production, labor and management;
fundamentals of labor legislation;
rules and norms of labor protection, industrial sanitation, fire protection and environmental protection.

Qualification requirements:

Complete higher education in the relevant field of study (Master, Specialist). Postgraduate education in management;
work experience in the profession for at least 2 years.

II. Official duties

Service center manager:

Organizes work on providing consumers with all types of telecommunication services and making payments to consumers for the services provided.
Provides, on the basis of estimated financing, the implementation of the income and expenditure plan.
Ensures the performance of technological functions in the divisions of the center in compliance with a single technological process and the established level of service quality.
Develops and implements measures to improve existing production processes.
Provides interaction with the center of information technologies and technical support and other centers.
Ensures the implementation of planned and economic indicators and tasks of the center, the organization of a comprehensive economic analysis and evaluation of the results of the production and economic activities of the center.
Organizes the study of consumer demand and proposals for the provision of telecommunication services.
Organizes work with securities, controls and coordinates the circulation of securities.
Provides constant control over the application of tariffs for telecommunication services and timely receipt of funds.
Organizes and improves work to reduce the level of receivables for the provided telecommunication services.
Provides carrying out, on behalf of the enterprise, advertising and information activities to promote all types of telecommunication services.
Ensures the provision of operational information to the population on the level of tariffs for telecommunication services and the procedure for the provision of services.
Ensures compliance by the employees of the center with existing rules, standards, orders, instructions, regulations and other governing documents in force in the field of communications.
Organizes accounting of funds, material, conditional and other values and accounting of fixed assets of production and capital investments.
Ensures the provision of established forms of statistical, accounting and other reporting, is responsible for the data provided.
Organizes the repair of equipment, buildings and the acquisition of the necessary materials to ensure the production activities of the center within the budget.
Examines complaints about the unsatisfactory operation of telecommunication facilities or the provision of services of unsatisfactory quality and develops measures aimed at eliminating the causes of complaints.
Creates proper conditions for employees for highly productive work, introduces measures for the organization and pricing of jobs.
Issues orders and directives within its competence.
Concludes contracts and agreements on behalf of the enterprise within the limits of his authority.
Sets the size of tariff rates, official salaries, additional payments, allowances and bonuses for the employees of the center in accordance with the current regulatory documents approved by the enterprise and within the adjusted estimate.
Organizes certification of workplaces.
Supervises the employees of the center, coordinates the activities of the departments of the center and provides them with methodological assistance.

III. Rights

The head of the consumer service and sales center has the right to:

Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
Participate in the discussion of issues related to the performance of his duties.
Make suggestions for improving the work related to the provisions of this instruction.
Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
Involve specialists from all structural divisions in solving the tasks assigned to him.
Make proposals to encourage employees who have distinguished themselves, as well as to bring to material and disciplinary responsibility employees subordinate to him who do not properly perform their duties.
Require the management of the enterprise to assist in the performance of their duties.
Within the scope of its competence, sign and endorse documents.

IV. A responsibility

The head of the consumer service and sales center is responsible for:

For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
